Present at roll call: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones, City Attorney Snidow and City Clerk., Absent: None Each member present acknowledged receipt of a written copy of the minutes of May 7th, 1951. The Mayor asked if there were any ob- jections or corrections to said minutes. ' There being none, the minutes of May 7th, 1951 were approved as written. Mr. Arnold, Los Angeles County Surveyor, and Mr. Pickett of the Los Angeles County Industrial Waste Division, were present and addressed Council relative to the present dump site. Mr. Arnold recommended that the city cooperate with neighboring cities and work out a program of disposal rather than use the present site located on a gravel cone and disapproved of further purchase of land located on gravel cone, the cityts most valuable water supply. Mr. Pickett explained that it is impossible to keep toxic material from being dumped and for that reason the City should secure mn- bearing water land for disposal operation and recommended the cities in this valley take prompt action in this matter. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer the proposed pur- chase of land for a dump site be tabled. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Louis Servia made application in writing for a business license to operate a taxi service in the city. Moved by Councilman Seltzer, seconded by Councilman Ortuno the Chief of Police in- vestigate the application for a business license offered by Mr. Servia by checking the insurance coverage and ascertain whether there is a public liability policy in the sum of ten and twenty thousand dollars and property damage in the sum of five thousand dollars and also to investigate the character of persons operating this service. Cobb appeared before Council re- questing the,city to improve the westerly 39.70 feet of proposed Angeleno Avenue, as shown on the tentative map of Subdivision No. 17149. Moved by Councilman Seltzer, seconded by Councilman Ortuno the City improve the Westerly 39.70' of proposed Angeleno Avenue as shown on tentative map of.Subdivision #17149 when funds are available from the County Gas Tax Appropriation, also the City agree to rough grade that portion of Angeleno Avenue upon 7:30 P.M. Noes: None Absent: None Mr. Barkley Thomas addressed Council relative to the hazardous condition of the intersection of San Gabriel Avenue and Foothill Boulevard, requesting the installation of an automatic, signal at this point. ' Moved by Councilman Memmesheimer, seconded by Councilman Ortuno the City Attorney be instructed to draw a resolution requesting the Department of Public Works, State High- way Division, to reconsider the installation of control signals at the intersections of San Gabriel Avenue, Virginia Avenue and Vernon Avenue on Foothill Boulevard. Carried by -the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Mr. Julius Ott and Mr. Doshier appeared be- fore Council relative to the recommendation by the Planning Commission that Lot 55 of the Mountain View Extension Tract be changed from an R-1 to R-3 zone. Council requested a plot plan be submitted with the recommendation and deferred action until the interested persons comply with the regulations of the zoning ordinance. The Clerk announced that one bid had been received in answer to Notice Inviting Bids on three 333 KVA Distribution Transformers. Moved by Councilman Seltzer, seconded by Councilman Ortuno the bids be now opened, examined and publicly declared. Noes: None Absent: None CITY OF ANAHEIM Moved by Councilman Seltzer, seconded by Councilman Ortuno Council accept the bid of the City of Anaheim. Noes: None Absent: None Mr. Hull and Mr..Thomas of the Humane Society of Pomona Valley,.Inc., addressed Council relative to the collection of dog licenses. ' It was stated that under Ordinance No. 402 dog licenses were collected from January let to December 318t; under the proposed ordinance the licenses will be collected from July let to June 30th. Mr. Thomas recommended the dog owners who have paid their license and hold a dog tag that does not expire until December 31, 1951 be given full credit for the money paid when purchasing the new tag and that the City re- imburse the Humane Society for all the tags R REQUEST FOR INSTAL- LATION OF AUTOMATIC SIGNALS CHANGE OF ZONE REQUESTED BIDS ON TRANS- FORMERS COLLECTION OF DOG LICENSES 9MElc 0 d+ CITY HALL, AZUSA, CALIFORNIA, MONDAY, MAY 21, 1951 7:30 P.M. sold as of this date. It was brought to the attention of Council that the present contract be- tween the City and Conrad and Richardson for the collection of garbage expires July 1, 1951; thereupon it was moved by Council- man Seltzer, seconded by Councilman Ortuno the City Clerk be authorized and instructed to advertise for bids on the collection and disposal of garbage, bids to be opened June 41 1951. Smith ex- plained to Council_progress.made in the removal of transformers now installed on the Palo property. City Engineer Brooks explained to Council the necessity for the installation of a Pump House, settling and storage basins and appurtenances on a foundation furnished by the City at a site located 3001 westerly of the southerly terminus of Virginia Avenue. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer the City Clerk be authorized and instructed to advertise for bids according to information prepared by the City Engineer, bids to be opened June 4, 1951. Fire Chief Madison addressed Council relative to the policy of the City concerning the fire department responding to fire calls just out- side the City limits. 341 ADVERTISE FOR BIDS FOR THE COLLECTION OF GARBAGE CLERK INSTRUCTED TO ADVERTISE FOR BIDS ON CONSTRUCTION OF PUMP HOUSE AND STORAGE BASIN MR. SMITH AUTHORIZED TO CONTINUE DRILLING WELL NO. 5 MUTUAL AID AGREEMENT Moved by Councilman Seltzer, seconded by Councilman Ortuno Superintendent Smith be authorized to instruct Roscoe Moss to con- tinue to drill Well No. 5 beyond the 600, level, according to terms of the proposal submitted by Roscoe Moss Company to such depth as in the judgment of Virgil Smith would be advantageous. The City Planning Commission recommended that Council approve the house at 528 E. 6th Street with the four -foot side yard. The City Planning Commission recommended that Council approve the business of a Mortuary at 515 E. Foothill Blvd., formerly operated ' by McCauslin Mortuary. Moved by Councilman Ortuno, seconded by Councilman Seltzer Council accept the re- commendation of the Planning Commission and grant Mr. Bolton permission to continue the business of a mortuary at 515 E. Foothill Blvd. under existing non -conforming use de- fined in Ordinance No. 409. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Jones. Noes: None Absent: Councilman: Memmesheimer. The City Planning Commission recommended that Council permit L. E. Mayor Jones appointed, with the approval of Council, Councilmen Seltzer to represent the City Council on the Community Coordinating COUNCILMAN SELTZER Council. APPOINTED Chief of Police Kendrick advised Council he REPRESENTATIVE had appointed John B. Littlefield as a vacation relief patrolman, his appointment to become effective May 24, 1951 and requested Councilts approval. Moved by Councilman Ortuno, seconded by Councilman Seltzer the City Attorney be in- structed to draw a resolution employing Floyd William Homer as Park Foreman, setting his salary at the second step of the approved pay plan. The annual contract between the City and the w CITY HALL, AZUSA, CALIFORNIA, MONDAY, MAY 21, 1951 Los Angeles County Health Department was presented. ' Mayor Jones reported to Council that there are three industries disposing of industrial waste into the Los Angeles County Sewer District Line from this area and Mr. Rawn, Chief Engineer of the Los Angeles County Sanitation District could supply information concerning this matter. Councilman Jackson felt this subject warranted more information. Mayor Jones reported that Mr. Garnier was purchasing and supplying water to sub- divisions in Covina and may extend his activities into other areas. Councilman Jackson reported the committee had accepted the bid of Bud Miller for the new police car. Councilman Jackson reported the two-way radio equipment in City cars was not insured for fire, theft, collision and comprehensive. Moved by Mayor Jones, seconded by Councilman Ortuno the matter of insurance coverage on radio equipment and other accessories in- stalled in the cars be referred to Council- man Jackson, with power to act. Councilman Jackson recommended the City re- tain Clyde Blanchard as Broker of Record and advised Council of the need of a survey and summary appraisal of all property owned by the City to be insured, stating that at the present time the City does not carry in- surance on miscellaneous property damage. City Engineer Brooks suggested Council con- sult the State Water Pollution Control Board on the purchase.of a dump site. No action taken. City Engineer Brooks presented Subdivision Map No. 1 and No. 2. No action taken.
