SUBJECT: REQUEST TO ADOPT THE UPDATED CITYWIDE SCHEDULE OF FEES AND
CHARGES
SUMMARY:
On January 19, 2016, the City Council adopted several resolutions approving certain adjustments to the
City’s Schedule of Fees and Charges. In addition, the City Council authorized Staff to adjust the
schedule of fees and charges annually based on the change in the Consumer Price Index (CPI) or 2%,
whichever was greater. The CPI change from September 2016 through September 2017 was 3.1%.
Consequently, Staff has adjusted the majority of fees by 3.1% consistent with previous instructions
established by the City Council. These changes are ministerial in nature and no further action is required
by the Council in order to complete these fee updates. As part of the fee update, Staff would like to
make other modifications to the schedule of fees and charges that fall outside of the parameters of the
previous direction provided by the City Council. The proposed action requests the City Council to
adopt the fee modifications outlined in Attachment 4 which includes three tables: 1) New fees proposed;
2)Fees proposed to be modified by an amount other than the previously directed CPI adjustment; and 3)
Fees proposed to be lowered from the current fee amounts.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1)Receive, review, and file the updated Citywide Fee and Charges Schedule; and
2)Open the Public Hearing, receive public testimony, and close the Public Hearing; and
3)Adopt Resolution No. 2018-C07, regarding development project services fees, to be effective 60
days from January 16, 2018 (March 17, 2018); and
4)Adopt Resolution No. 2018-C08, regarding various municipal activities and services, to be
effective on January 16, 2018.

DISCUSSION:
California Government Code 66000 allows public agencies to impose fees to recover the costs of
providing various public services to the community. In an effort to keep current with the cost of
providing services, the City Council authorized Staff to implement the recommendations and fee
adjustment from the fee study on January 19, 2016.
The City Council also directed Staff to annually adjust the City’s Schedule of Fees and Charges by the
change in the Consumer Price Index - All Urban Consumers for the Los Angeles – Riverside – Orange
County Area (CPI) with a minimum increase of 2% and a maximum increase of 5% for most fee
categories. This provision allows City fees to keep pace with increased costs for services without having
to conduct a complete study each year. The CPI change from September 2016 through September 2017
was 3.1%; consequently Staff has adjusted the majority of fees by 3.1%.
There are several fees that fall outside the parameter of the previous direction provided by the City
Council. Specifically, thirteen (13) new fees are being proposed (Attachment 4, Table 1) to reflect new
programs and/or to enhance the City’s ability to provide services. The new fees include:
1)Massage Parlor Permit $932 – This is the first time the fee is included in the fee schedule, and it
was previously approved by Council through resolution No. 2017-C37 on June 5, 2017. As
such, this item is administrative in nature, and informs Council that staff formally included the
previously approved fee in the citywide fee schedule.
2)Massage Parlor Permit Renewal $465 – This is the first time the fee is included in the fee
schedule, and it was previously approved by Council through resolution No. 2017-C37 on June
5, 2017. As such, this item is administrative in nature, and informs Council that staff formally
included the previously approved fee in the citywide fee schedule.
3)Residential Indoor Marijuana Permit $425 – This is the first time the fee is included in the fee
schedule, and it was previously approved by Council through resolution No. 2017-C35 on June
5, 2017. As such, this item is administrative in nature, and informs Council that staff formally
included the previously approved fee in the citywide fee schedule.
4)Residential Indoor Marijuana Permit Renewal $213 – This is the first time the fee is included in
the fee schedule, and it was previously approved by Council through resolution No. 2017-C35
on June 5, 2017. As such, this item is administrative in nature, and informs Council that staff
formally included the previously approved fee in the citywide fee schedule.
5)Accessory Dwelling Unit Permit $1,945 – This is the first time the fee is included in the fee
schedule, and it was previously approved by Council through resolution No. 2017-C73 on
December 4, 2017. As such, this item is administrative in nature, and informs Council that staff
formally included the previously approved fee in the citywide fee schedule.
6)Designation of Historic Landmark, Historic District, Potential Historic Landmark, and Potential
Historic District $500 – This fee is for cost recovery of Staff time for the review and analysis of
designating a historic landmark, historic district, penitential historic landmark, and potential
historic district.

7) Mills Act Contract $800 – This fee is for cost recovery of staff time for the review of historical
properties relating to Mill’s act contracts.
8) Mills Act Contract Extension $240– This fee is for cost recovery of staff time for reviewing the
extension of existing Mill’s act contracts.
9) Major Certificate of Appropriateness $260 – This fee is for cost recovery of staff time for the
review of historical properties which require a Major Certificate of Appropriateness.
10) Minor Certificate of Appropriateness $120 – This fee is for cost recovery of staff time for the
review of historical properties which require a Minor Certificate of Appropriateness.
11) Landscape Plan Review $177 – This fee is for cost recovery of staff time for landscape review
of residential and commercial properties.
12) Covenant Review $229 Per Hour – This fee is for cost recovery of staff time for the review of
covenant documents require for commercial or residential properties.
13) Covenant Condition and Restrictions Review $229 Per Hour – This fee is for cost recovery of
staff time for the review of covenant conditions and restriction review documents require for
commercial or residential properties.
There are twelve (12) proposed fees that will increase more than the 3.1% CPI (Attachment 4, Table 2):
1) Certified Access Specialist Program (CASp- From $1 to $4) – This fee is set by the State per
AB1379. The City has no control on the fee amount.
2) Ball Diamond Rental: e) Field Rental-With Lights (From $41 to $45) – To recoup for higher
utility costs.
3) Athletic Field Charge (Green Space): a) Memorial Park - Per Hour (Lights Not Included) -
(From $61 to $65) – To recoup for higher utility costs.
4) Athletic Field Charge (Green Space): b) Northside South Field Area - (Lights Not Included) -
(From $61 to $65) – To recoup for higher utility costs.
5) Athletic Field Charge (Green Space): c) Zacatecas Park - (From $61 to $65) – To recoup for
higher utility costs.
6) Athletic Field Charge (Green Space): d) Gladstone Park (Lights Not Included) - (From $31
to $35) – To recoup for higher utility costs.
7) Athletic Field Charge (Green Space): f) Non-Resident Fee (Except Memorial Park)
(Additional) – (From $51 to $55) – To recoup for higher utility costs.
8) Rental Of Library Auditorium: a) For Profit: ii) Outside Business Hours - Per Hour (Min. 3
Hours-Based on Actual-Lib Assist III)– (From $35 to $100)– This is for cost recovery of
staff time coverage required for rental requested outside of the Library's normal business
hours.
9) Rental Of Library Auditorium: b) Non-Profit Organizations - Outside Azusa: ii) Outside
Business Hours Per Hour (Min. 3 Hours)– (From Variable to $100)– This is for cost
recovery of staff time coverage required for rental requested outside of the Library's normal
business hours.

10) Library Fax Service: b) International - First Page– (From $4 to $6) – Cost recovery of higher
international fax charges. This fee is seldom used by patrons.
11) Library Fax Service: b) International - Additional Page– (From $1 to $2) - Cost recovery of
higher international fax charges. This fee is seldom used by patrons.
12) Notary Service For Each Signature Taken–(From $10 to $15) - Fee set by the State per
AB2217. The City has no control on the fee amount.
There are three (3) proposed fees that will decrease more than the 3.1% CPI (Attachment 4, Table 3):
1) Volleyball (T-Shirt Uniforms-Shirt Only; No Shorts): a) New (From $36 to $31) – Removed
shorts from the uniform.
2) Volleyball (T-Shirt Uniforms-Shirt Only; No Shorts): d) Additional Child - Same Family –
Returning (From $26 to $21) - Removed shorts from the uniform.
3) Recreation Special Events: Volleyball Clinic (From $26 to $0) – Clinic will be staffed with
high schools or external organizations volunteers.
FISCAL IMPACT:
The adoption of the proposed fee schedule is anticipated to generate approximately $62,000 in
additional General Fund revenues contingent on the timing of various development projects and
municipal activities.
