HomeMy WebLinkAboutD-7 Staff Report - SCAQMD PresentationSCHEDULED ITEM D-7 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: DON PENMAN, INTERIM CITY MANAGER FROM: DANIEL BOBADILLA, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: JANUARY 16, 2018 SUBJECT: ADOPT A RESOLUTION ACKNOWLEDGING RECEIPT OF THE MOBILE SOURCE AIR POLLUTION REDUCTION REVIEW COMMITTEE (MSRC) PRESENTATION, AUTHORIZING SUBMISSION OF A GRANT APPLICATION TO THE SOUTH COAST AIR QUALITY MANGEMENT DISTRICT’S (SCAQMD) LOCAL GOVERNMENT PARTNERSHIP PROGRAM TO ACQUIRE MEDIUM/HEAVY DUTY ZERO EMISSION VEHICLES, AND AUTHORIZING THE NECESSARY MATCHING FUNDS SUMMARY: While measurable progress has been made in reducing vehicle emissions, the South Coast region still fails to meet federally mandated air quality standards. As a means to ‘jumpstart’ the awareness of, and most importantly, the implementation of proven air quality improvement measures, the South Coast Air Quality Management District (SCAQMD) and the Mobile Source Air Pollution Reduction Review Committee (MSRC) Clean Transportation Funding Program are offering to partner directly with cities and counties within the South Coast region on a Local Government Partnership Program. This new program emphasizes an accelerated transition to zero and near-zero emission vehicles and supporting infrastructure. The Local Government Partnership Program is not a competitive procurement. The MSRC has set aside a pro-rata amount for each city and county in the region based on the amount of AB 2766 Subvention Funds each jurisdiction receives (these funds are distributed on a population basis). The City of Azusa’s reserved funding amount is $64,290. RECOMMENDATION: Staff recommends the City Council take the following actions: 1)Adopt Resolution No. 2018-C10, acknowledging receipt of the MSRC presentation, authorizing submission of a grant application and authorizing the necessary matching funds; and 2) Authorize the Interim City Manager (or his designee) to act as agent to conduct all negotiations and execute and submit all required documents to the SCAQMD-MSRC. These standards for smog-forming pollutants will become even stricter by the year 2023 – only eight years away. According to the South Coast Air Quality Management District (SCAQMD), air pollutant emissions will need to be reduced by 75% to meet the 2023 federal ozone standard. As a means to ‘jumpstart’ the awareness of, and most importantly, the implementation of proven air quality improvement measures, the SCAQMD and the MSRC Clean Transportation Funding Program are offering to partner directly with cities and counties within the South Coast region on a new, innovative Local Government Partnership Program. This new program emphasizes an accelerated transition to zero and near-zero emission vehicles and supporting infrastructure. The Local Government Partnership Program is not a competitive procurement. The MSRC has set aside a pro-rata amount for each city and county in the region based on the amount of AB 2766 Subvention Funds each jurisdiction receives (these funds are distributed on a population basis). The City of Azusa’s reserved funding amount is $64,290. To access this funding, the City is required to do the following: 1) Provide a dollar-for-dollar local cost share; 2) Provide a presentation to the City Council about the SCAQMD-MSRC’s efforts to reduce smog- forming pollutants; 3) Provide a signed resolution authorizing submission of the application, acknowledging that the required presentation was made to the City Council, and allocating the required local cost share; and 4) Submit a grant application that meets the requirements laid out in the Program Opportunity Notice & Invitation to Negotiate. The City wishes to apply for funding to acquire two medium or heavy-duty zero emission vehicles to replace older vehicles in the fleet. The required local cost share of $64,290 would come from the City’s AB 2766 Subvention Funds. The City’s grant development consultant, Blais & Associates, will prepare and submit the grant application which is due on or before March 2, 2018. FISCAL IMPACT: There is no fiscal impact associated with the proposed recommendations. If the City is awarded the $64,290 grant, a minimum local cost match of $64,290 will be required. The match funds will come from the City’s AQMD funds (AB 2766-Fund 27), and there are sufficient available AQMD funds (AB 2766-Fund 27) to match the proposed grant.
