SUBJECT: APPROVE MEMORADUM OF UNDERSTANDING WITH THE SAN GABRIEL
VALLEY COUNCIL OF GOVERNMENTS (SGVCOG) TO RETAIN A
CONSULTANT TO DEVELOP THE CITY’S HOMELESS PLAN
SUMMARY:
On June 13, 2017, the County of Los Angeles Board of Supervisors approved Measure H funding
allocations in support of the County’s Homeless Initiative, strategies to prevent and combat
homelessness in the County. On September 18, 2017, the City submitted a grant application for the 2017
City Homeless Planning Grant through the Home for Good Funders Collaborative. On October 23,
2017, the City received notice that its application had been selected for an award of $50,000. At the
December 18, 2017 City Council meeting, the City Council accepted the Measure H Homeless Initiative
Planning Grant from the County of Los Angeles and authorized the Interim City Manager to enter into a
grant agreement with the County. The proposed action authorizes the Interim City Manager to execute a
Memorandum of Understanding (MOU) with the San Gabriel Valley Council of Governments
(SGVCOG) to retain a consultant to assist in the development of the City’s homeless plan.
RECOMMENDATION:
Staff recommends the City Council take the following action:
1)Authorize the Interim City Manager to execute a Memorandum of Understanding (MOU) with
the San Gabriel Valley Council of Governments (SGVCOG) to retain a consultant to assist in the
development of the City’s homeless plan.
DISCUSSION:
On June 13, 2017, the Los Angeles County Board of Supervisors approved Measure H funding
recommendations, as well as $2,000,000 in one-time funding from the Los Angeles County General
Fund to support coordination of efforts of the Councils of Governments and planning efforts for cities in
the Los Angeles Continuum of Care to undertake a locally specific City Plan to Prevent and Combat

Homelessness (City Plan). Requests for Proposals were issued on July 28, 2017, for Los Angeles County
cities to apply for the planning grants, and 47 applicants were awarded a planning grant. The City Plan is
due by June 30, 2018, and requires execution of a contract between the County of Los Angeles and the
City of Azusa for Homeless Initiative Planning Grant, which the City Council approved at its December
18, 2017 City Council meeting.
The grant awards are based on the number of homeless persons residing in each city at the time of the
2017 Homeless Count. Possible awards are as follows:
$70,000 Over 400 people
$50,000 100 - 400 people
$30,000 Less than 100 people
Based on the number of homeless counted in Azusa in 2016, (147 individuals), a grant of $50,000 was
awarded to the City. A total of 23 cities in the San Gabriel Valley were funded to develop Homelessness
Plans.
City Plan
The City Plan will assess the resources currently available to address the challenge of homelessness,
identify opportunities for City and County collaboration and develop a plan to collaborate in the
implementation of identified strategies. The plan will review the Los Angeles County Homeless
Initiative Strategies and consider how the City could collaborate and align planning efforts to achieve
mutual goals. The County Homeless Initiative Strategies are listed on Attachment 1. Los Angeles
County has provided a standardized planning template to complete each city’s plan. The United Way
Home for Good Funders Collaborative administered the request for proposal process in partnership with
the Los Angeles Homeless Initiative, and held a mandatory orientation meeting on November 29, 2017
in which the Director of Information Technology and Library Services and Senior Management Analyst
to the City Manager attended.
Consultant Services
On November 14, 2017, the Director of Information Technology and Library Services and Senior
Management Analyst to the City Manager attended a meeting conducted by the SGVCOG. At the
meeting, the Regional Homeless Coordinator communicated the SGVCOG's intent to coordinate a joint
Request for Proposals (RFP) in order to procure a qualified consultant to develop homeless plans for
member agencies interested in such a partnership.
On November 27, 2017, the SGVCOG emailed a template City Homeless Plan Memorandum of
Understanding (Attachment 2). A formal commitment from Cities interested in partnering with the
SGVCOG was required by December 6, 2017.
The SGVCOG advised that it released the RFP the week of November 22, 2017. Proposals were due by
December 6, 2017, and an award of contract is expected to go the SGVCOG's Governing Board on
January 18, 2018.
Once selected, the consultant is expected to meet the following target deadlines in developing the
City's Homeless Plan:

The Consultant will work with each city to develop their plan. The Consultant will be contracted
through a single contract with the SGVCOG which will administer the contract and the consultant’s
work on behalf of the cities. In addition to the base consultant fee of $38,000, the COG will charge an
administrative fee of $1,500 for the SGVCOG's procurement and management of the consultant. Staff is
recommending partnering with the SGVCOG, since it has moved forward with development and release
of an RFP, saving valuable time necessary to complete the project by the County deadline. Through an
extensive evaluation process, the COG will be able to select an experienced and qualified consultant to
assist the City in the development of the City’s homeless plan. In addition, having the project
coordinated regionally helps to avoid redundancy, as well as facilitates collaboration of planning among
localities in the region.
FISCAL IMPACT:
There is no fiscal impact associated with the recommended actions. Grant funds will be used to pay the
SGVCOG’s consultant.
