HomeMy WebLinkAboutE-7 Staff Report - Revisions to Class SpecificationCONSENT ITEM E-7 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: DON PENMAN, INTERIM CITY MANAGER FROM: TANYA BRAGG, DIRECTOR OF HUMAN RESOURCES AND RISK MANAGEMENT DATE: JANUARY 16, 2018 SUBJECT: APPROVAL OF REVISED CLASS IFICATION SPECIFICATIONS SUMMARY: On December 12, 2017, the Personnel Board met and approved the attached revised classification specifications for Assistant Director of Public Works/City Engineer, Assistant Director of Utilities – Resource Management, and Assistant Director of Utilities – Customer Care and Solutions. The proposed actions approve the revisions. RECOMMENDATION: Staff recommends the City Council take the following actions: 1)Approve the attached title change from Assistant Director of Public Works/City Engineer to Assistant Director of Public Works. 2)Approve the attached classification specification revisions for the Assistant Director of Utilities – Resource Management position. 3)Approve the attached classification specification revisions for the Assistant Director of Utilities – Customer Care and Solutions position. DISCUSSION: The position of Assistant Director of Public Works/City Engineer is an existing position in the Azusa Middle Management Association (AMMA) Bargaining Unit. There is an urgent need to fill this position in order to continue providing excellent Public Works services to the community of Azusa. Approved Council Meeting 1/16/2018 Revised Classification Specifications January 16, 2018 Page 2 In 2017, the Department requested to under fill this positon as a Public Works Manager and unfortunately, the City was unsuccessful in attempts to fill at that level. In order to have a competitive recruitment and to attract the best candidate for this position, it is being recommended to change the current title from Assistant Director of Public Works/City Engineer to Assistant Director of Public Works. The Director of Public Works is the current City Engineer and there is no current or future need to have two City Engineers. There are no recommended revisions to the existing job specification language at this time. The title change was reviewed by the AMMA Bargaining Unit and approval was granted. This position will remain in the AMMA Bargaining Unit. The title change will appropriately align this position within the Public Works field. In 2017, as part of the Classification and Compensation Study, revisions to the Assistant Director of Utilities – Resource Management and Assistant Director of Utilities – Customer Care Solutions were recommended to bring the duties of these positions in alignment with not only the other Assistant Directors in Light and Water, but also within this field. The updates suggested more closely reflect the work being performed by both positions as well as a true reflection of the education and experience required to be successful. The salary portion of this Study as it relates to these positions will be included in a future City Council agenda item. Both positions will continue to be represented by the AMMA Bargaining Unit and approval of these revisions was granted by the Association. FISCAL IMPACT: Funding for these positions has been included in the adopted budget for Fiscal Year 2017/2018.
