The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. Mayor Rocha called the meeting to order at 6:30 P.M. ROLL CALL: Roll call was taken by City Clerk Cornejo. PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, ALVAREZ, ROCHA ABSENT: COUNCILMEMBERS: MACIAS ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: Interim City Manager Penman, City Attorney Martinez, Director of Human Resources & Risk Management Bragg, Director of Economic and Community Development Christiansen, Director of Public Works/City Engineer Bobadilla, Director of Utilities Morrow, Director of Recreation and Family Services Jacobs, Chief of Police Hunt, Senior Management Analyst Lacasella, Police Captain Fleming, Police Captain Dennis, Neighborhood Services Coordinator Quiroz, and Chief Deputy City Clerk Garcia. CEREMONIAL 1. Certificates of Recognition were presented to Covina Pony Baseball Players for winning the Pony League World Series Championship. 2. Oaths of Office were administered to the following Police Department Personnel: Captain Paul Dennis, administered by Councilmember Carrillo; Lieutenant Xavier Torres, administered by Councilmember Alvarez; Sergeant Louie Hernandez, administered by Councilmember Gonzales; Sergeant Rocky Wenrick, administered by Councilmember Gonzales; Sergeant Tommy Avila, administered by Councilmember Gonzales; Corporal C.J. ROLL CALL: Roll call was taken by City Clerk Cornejo. Staff Members: Police Chief/Acting City Manager Hunt, City Attorney Martinez, Director of Economic and Community Development Christiansen, Director of Public Works/City Engineer Bobadilla, Director of Recreation & Family Services Jacobs, Director of Utilities Morrow, Director of Information Technology and Library Services Graf, Police Captain Fleming, Senior Management Analyst Lacasella, Storekeeper Alvarez, Neighborhood Services Coordinator Quiroz, and Chief Deputy City Clerk Garcia. The Pledge of Allegiance was led by the family of Mr. Raymond Ortiz. The invocation was given by Venerable Waters, Dhamakaya Meditation Center. CLOSED SESSION REPORT The City Council reconvened at 7:41 P.M.; City Attorney Martinez announced the following regarding Closed Session: Item 1: City Council heard a presentation from its property negotiators and provided direction, no further reportable action; Item 2: City Council heard a presentation from legal counsel and provided direction, no further reportable action; and Item 3: Item not discussed and will be carried over to a future agenda. PUBLIC COMMENT Mr. Gary M. Clifford commented on Item D-2 to request Council’s consideration of a 15 month extension of the Athens street sweeping contract. Mr. Greg Ahern expressed his support of the Azusa Unified School District MOU. REPORTS, UPDATES AND ANNOUNCEMENTS FROM STAFF/COUNCIL Interim City Manager Penman announced that the Azusa-RMC meeting scheduled for Thursday, September 21 would be canceled due to a scheduling conflict. 1. The Azusa Golden Days Committee made an announcement regarding the upcoming events; introduced its Board of Directors; presented Honored Citizens, Ann Moritz and Art Ramirez; and presented Civic Grand Marshal Joe Jacobs, Director of Recreation and Family Services. 2. City Council directed Staff to hold the interviews of City Commissioner applicants on October 9, 2017 at 6:30 p.m. 3. It was the consensus of the Council to proclaim September 11-17, 2017 as National Patriotism Week in the City of Azusa. Councilmember Carrillo congratulated the Azusa Golden Days Honorary Citizens and Civic Grand Marshal; thanked the Golden Days Committee for their hard work; and gave an update on the League of California Cities conference and recent legislation. Councilmember Gonzales congratulated the Azusa Golden Days Honorary Citizens and Civic Grand Marshal Director of Recreation and Family Services Jacobs; and announced the following events: Shred-a-Thon on September 23, First Annual Azusa Police Foundation Golf Tournament on September 29. Councilmember Alvarez congratulated the Azusa Golden Days honorees; thanked the Golden Days Committee for their hard work; and provided information on a forum for cities against marijuana that he attended. Mayor Rocha announced that the meeting would be adjourned in memory of Mr. Raymond Ortiz, Lifelong Azusa Resident and Mr. Nelson Byron, former Chief of Police; thanked the Azusa Golden Days Committee for their hard work; announced the following events: September 21 - Azusa Day at the Fair, September 27 - National Hispanic Heritage Month Celebration, and September 28 – Hilton Home2Sweets Hotel Ribbon Cutting; congratulated and thanked Councilmember Alvarez for 24 years of military service; commented on the successful “Impact Your Health – Azusa Free Clinic” event; and thanked Chief of Police Hunt for organizing the September 11 Remembrance Ceremony. PAGE TWO – 09/18/2017 SCHEDULED ITEMS PROPOSED MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF AZUSA AND THE AZUSA UNIFIED SCHOOL DISTRICT FOR USE OF THE AZUSA CIVIC AUDITORIUM FOR MONTHLY SCHOOL BOARD MEETINGS Interim City Manager Penmen announced that he received a request, from Mayor Pro-Tem Macias, to pull the Item from the agenda for future discussion. It was consensus of the Council to discuss the item at a future meeting. AUTHORIZATION TO SOLICIT PROPOSALS FOR STREET SWEEPING SERVICES AND EXECUTE A MONTH- TO-MONTH AGREEMENT WITH ATHENS SERVICES It was consensus of the Council to discuss the solicitation of proposals for street sweeping services at a future meeting. City Attorney Martinez advised that the existing street sweeping service contract had expired and requested that the Council consider approving a month-to-month agreement. Moved by Councilmember Carrillo, seconded by Councilmember Alvarez, and carried by the following vote of the Council to authorize the Interim City Manager to execute a month-to-month agreement with Athens Services. AYES: COUNCILMEMBERS: GONZALES, CARRILLO, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: MACIAS CONSENT CALENDAR: Moved by Councilmember Gonzales, seconded by Councilmember Alvarez, to approve Consent Calendar Items E-1 to E-14, with the exception of item E-11 which was handled under the Special Call, and carried by unanimous vote of the Council: AYES: COUNCILMEMBERS: GONZALES, CARRILLO, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: MACIAS 1. The minutes of the regular meeting of August 21, 2017 were approved as written. 2. Resolution No. 2017-C62 was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. 3. The Human Resources Action Items were approved in accordance with the City of Azusa Civil Service Rules Section 5.7.5 and applicable Memorandum of Understanding(s). 4. A Professional Services Agreement with Bakers Man Productions for Video Production Services was approved and the Interim City Manager was authorized to execute the agreement in a form acceptable to the City Attorney. 5. An expenditure in the amount of $200 to the Associated Students of Citrus College for the transportation of the Gladstone High Marching Band was approved; and it was found that the community at large will receive a public benefit from the expenditure of the funds for the recommended item. 6. Resolution No. 2017-C63 was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, APPROVING A GRANT AGREEMENT WITH THE CALIFORNIA OFFICE OF TRAFFIC SAFETY (OTS) FOR THE “SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (STEP)” 2017-2018 GRANT NO. PT18005 The Mayor was authorized to execute the grant agreement. 7. Staff was authorized to solicit a Request for Proposals for professional hall rental/catering services for the Azusa Woman’s Club. 8. A Professional Services Agreement with Michael Baker International to provide environmental consultant services in an amount not to exceed $176,295.00 was approved; and the City Manager was authorized to execute the agreements in a form acceptable to the City Attorney. 9. Staff was authorized to solicit a Request for Proposals for professional construction management and inspection services for the Azusa Library Americans with Disabilities Act (ADA) Compliant Restroom Retrofit and Improvement Project (Community Development Block Grant Project 601863-17). 10. Revisions to the Scholarship Program was approved. 11. Special Call. PAGE THREE –09/18/2017 12. An extension of MSRC grant completion deadline from the South Coast Air Quality Management District for improvements at the intersection of Foothill Boulevard, Alosta Avenue, and Rockvale Avenue was accepted. 13. The City Treasurer’s Statement of Cash and Investment Balances for the Month of July 2017 was received, reviewed, and filed. 14. An employee’s request for a leave of absence without pay through no later than February 27, 2018 was approved in accordance with Azusa Civil Service Rules, Section 6.8.1. SPECIAL CALL AWARD A CONTRACT TO REHABILITATE THE PAVEMENT ON AZUSA AVENUE FROM FIFTH STREET TO SANTA FE AVENUE Councilmember Carrillo recused himself from the discussion. Director of Public Works/City Engineer Bobadilla responded to questions posed by the Council stating that Staff was proposing to have the work completed between 10 p.m. and 6 a.m. to alleviate any impacts to pedestrians and businesses in the downtown area. Should any potential impacts with pedestrians arise; Staff will work with the contractor to ensure that there is a crossing guard to safely cross pedestrians. Moved by Mayor Rocha, seconded by Councilmember Gonzales and carried by the following vote of the members present to award a contract to All American Asphalt for a total not-to-exceed amount of $316,470 to rehabilitate the pavement on Azusa Avenue from Fifth Street to Santa Fe Avenue. AYES: COUNCILMEMBERS: GONZALES, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: MACIAS ABSTAIN: COUNCILMEMBERS: CARRILLO SUCCESSOR AGENCY RELATED BUSINESS RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY DATED AUGUST 17, 2017 THROUGH SEPTEMBER 13, 2017. Agency Member Gonzales offered Resolution No. 2017-R13 entitled: A RESOLUTION OF THE SUCCESSOR AGENCY OF THE FORMER REDEVELOPMENT AGENCY OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID OUT OF SUCCESSOR AGENCY FUNDS Moved by Agency Member Gonzales seconded by Agency Member Alvarez and carried by unanimous vote of the members to adopt Resolution No. 2017-R13.
