HomeMy WebLinkAboutMinutes - September 25, 2017 - CCCITY OF AZUSA MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL MONDAY, SEPTEMBER 25, 2017 – 6:30 P.M. The City Council, of the City of Azusa, met in Special Session at the above date and time in the Azusa Light & Water Conference Room, located at 729 N. Azusa Avenue, Azusa, California. Mayor Rocha called the meeting to order at 7:10 P.M. ROLL CALL: Roll call was taken by City Clerk Cornejo. PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: Interim City Manager Penman, City Attorney Ferre, Director of Finance Johnson, Director of Human Resources and Risk Management Bragg, Police Captain Dennis, Utilities Director Morrow, Public Works Director/City Engineer Bobadilla, Director of Information Technology and Library Services, Associate Planner Munoz, Senior Management Analyst Lacasella, Economic Development Specialist Campos, Storekeeper Alvarez, Neighborhood Services Coordinator Quiroz, and Chief Deputy City Clerk Garcia. PUBLIC COMMENT Mr. Bruce Knoles expressed his support of televised meetings. Mr. Jorge V. Rosales expressed his support of Item C-1. SCHEDULED ITEMS PROPOSED MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF AZUSA AND THE AZUSA UNIFIED SCHOOL DISTRICT FOR USE OF THE AZUSA CIVIC AUDITORIUM FOR MONTHLY REGULAR SCHOOL BOARD MEETINGS Senior Management Analyst Lacasella presented the Staff Report and provided details about the proposed Memorandum of Understanding (MOU). Discussion regarding the details of the proposed MOU ensued. The Council directed Staff to amend Section 7 of the proposed MOU to include the option to utilize the City’s video production contractor at the rate of $250 per meeting should the Azusa Unified School District (AUSD) desire to have multi-camera views during their meetings. Moved by Mayor Pro-Tem Macias, seconded by Councilmember Alvarez and carried by unanimous vote of the Council to amend Section 7 of the proposed MOU to include the option of utilizing the City’s video production contractor. AYES: COUNCILMEMBERS: GONZALES, MACIAS, CARRILLO, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE The Council directed Staff to amend Section 3 the proposed MOU to include language to allow AUSD to utilize the Closed Session in conjunction with their regular meetings and only for closed session purposes. Moved by Councilmember Alvarez, seconded by Mayor Pro-Tem Macias and carried by the following vote of the Council to amend the proposed MOU to allow the use of the closed session room. AYES: COUNCILMEMBERS: GONZALES, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: CARRILLO Further discussion ensued regarding the posting of public noticing. The Council directed Staff to amend Section 9 of the proposed MOU to remove the following language “The District, if desired, shall provide a public notice to the City, to be placed near the entrance of the Auditorium” and amend Recital B to state that both the City and the District have expressed a desire for AUSD to hold their meetings at the Azusa Civic Auditorium. Moved by Councilmember Alvarez, seconded by Councilmember Gonzales and carried by unanimous vote of the Council to approve the entire agreement including the two previously approved amendments to Section 3 and Section 7, the deletion of the sentence in Section 9, and the addition in Recital B. AYES: COUNCILMEMBERS: GONZALES, MACIAS, CARRILLO, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE DISCUSSION AND DIRECTION REGARDING THE DOWNTOWN AZUSA BANNER DESIGN FOR ECONOMIC DEVELOPMENT Economic Development Campos presented the proposed Downtown Azusa banner designs for Economic Development, which are to be hung on Azusa Avenue between 5th Street and 9th Street for two (2) different three (3) month periods each year, as stated in the City’s Streetlight Banner Policy. Staff requested Council’s direction and feedback on the banner design. Discussion ensued regarding City banners. The Council directed Staff to proceed with the proposed banner design. DISCUSSION AND DIRECTION REGARDING THE CITY COUNCIL MEETING SCHEDULE AND CITY FACILITIES SCHEDULE DURING THE HOLIDAYS Interim City Manager Penman requested direction from the Council regarding the schedule for upcoming City Council meetings during the holidays. Discussion ensued regarding the upcoming meeting schedule. The Council directed Staff to cancel the January 2, 2018 regular meeting; possibly cancel the December 18, 2017 regular meeting, should there be a lack of business; and cancel the November 20, 2017 regular meeting. CLOSED SESSION The City Council recessed to closed session at 8:35 P.M. to discuss the following: 1. CONFERENCE WITH LEGAL COUNSEL – POSSIBLE INITIATION OF LITIGATION Pursuant to California Government Code, Section 54956.9 (d)(4). 1 Potential Case Concerning Supplemental Insurance Assessment Imposed by ICRMA and payment dispute with Carl Warren & Company. 2. CONFERENCE WITH LABOR NEGOTIATORS Pursuant to California Government Code, Section 54957.6. City Negotiator: Tanya Bragg, Director of Human Resources & Risk Management and Don Penman, Interim City Manager Organizations: IBEW (International Brotherhood of Electrical Workers) 3. CONFERENCE WITH LEGAL COUNSEL – EXISTING LITIGATION - Pursuant to California Government Code, Section 54956.9(d)(1). Case Name: Jason Poulos and Brandon Bailey v. City of Azusa.; United States District Court Case No. 2:17 cv- 4520 –DMG (AGRx) CLOSED SESSION REPORT The City Council reconvened at 9:50 P.M.; City Attorney Martinez announced the following regarding Closed Session: Item 1: No reportable action; Item 2: No reportable action; and Item 3: No reportable action.
