The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. Mayor Rocha called the meeting to order at 6:30 P.M. ROLL CALL: Roll call was taken by City Clerk Cornejo. Mayor Pro-Tem Macias arrived at 6:46 p.m., after roll call. PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: Interim City Manager Penman, City Attorney Martinez, Chief of Police Hunt, Director of Information Technology and Information Services Graf, Senior Management Analyst Lacasella, Recreation Coordinator Alirez, Library Services Manager, Hassen, Neighborhood Services Coordinator Quiroz, and Chief Deputy City Clerk Garcia. CEREMONIAL 1. Certificates of Recognition were presented to the sponsors of the Kids Come First golf tournament and checks were presented to the Azusa and Gladstone High School golf teams. 2. A certificate was presented to Azusa Unified School District Nutrition Services. 3. The Children and Adult Summer Reading Program donors were recognized. 4. The Canyon City Foundation Grant was presented to the City. The City Council recessed to at 7:20 P.M. REGULAR SESSION Mayor Rocha called the meeting to order at 7:31 P.M. ROLL CALL: Roll call was taken by City Clerk Cornejo. PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: Interim City Manager Penman, City Attorney Martinez, Chief of Police Hunt, Director of Public Works/City Engineer Bobadilla, Director of Utilities Morrow, Director of Information Technology and Library Services Graf, Senior Management Analyst Lacasella, Economic Development Specialist Campos, Neighborhood Services Coordinator Quiroz, and Chief Deputy City Clerk Garcia. The Pledge of Allegiance was led by Ms. Mary Ann Lutz. The invocation was given by Reverend John LeRoy, First Assembly of God Church. PUBLIC COMMENT Ms. Julia Luna discussed the benefits of medical and recreational cannabis sales in the City. Mr. Jared Rohatinsky addressed the Council on behalf of the Revel Canyon City Marathon and provided information about the event. Mr. Jorge V. Rosales reminded everyone about the upcoming Golden Days events. Ms. Jule Arevalo announced the upcoming Community Emergency Response Team (CERT) training in January 2018 for Spanish classes and February 2018 for English classes; and provided background about the training. Ms. Alexandra Muniz provided information about the Azusa Woman’s Club Golden Days event. Mr. Charles Salse requested an amendment to Municipal Code Section 88.36.100 to allow for an additional driveway. Mr. Tyler Laird addressed the Council to follow up on an email that he sent expressing his desire to meet with the Council to discuss the restoration of the Garcia Trail. Mr. Lovlesh Tandon advocated for the restoration of the Garcia Trail. In response to the comments made during public participation, Interim City Manager Penman stated that there is a process for code changes and he would work with the City Attorney and Staff to review the request and provide a memo to the Council; the Azusa-RMC JPA meeting was cancelled to a scheduling conflict; and Staff would verify the closing date of the Fire Station transfer to Los Angeles County. REPORTS, UPDATES AND ANNOUNCEMENTS FROM STAFF/COUNCIL Request for a Proclamation proclaiming October 15-21, 2017 as “Freedom from Workplace Bullies Week” in the City of Azusa. Moved by Councilmember Gonzales, seconded by Councilmember Alvarez and carried by unanimous vote of the Council to proclaim October 15-21, 2017 as “Freedom from Workplace Bullies Week” in the City of Azusa. Request for a Proclamation proclaiming the Month of October 2017 as “National Community Planning Month. Moved by Councilmember Carrillo, seconded by Mayor Pro-Tem Macias and carried by unanimous vote of the Council to proclaim the Month of October 2017 as “National Community Planning Month. Presentation by Foothill Unity Center. Ms. Mary Ann Lutz - President of the Foothill Unity Center Board, Ms. Betty McWilliams - Execute Director, and Ulises Gutierrez – Boardmember, provided information about the Foothill Unity Center services and events. Mayor Pro-Tem Macias expressed his thoughts and prayers for those affected by the Las Vegas shooting; addressed Mr. Laird’s comments stating that he would like to resume communication with him; and thanked the Foothill Unity Center, the Women’s Club for their CERT training, and the Police Officers for their work in the community. Councilmember Alvarez asked that everyone pray for the victims of the Las Vegas shooting and their family members; and reminded the public about the upcoming Golden Days events. Councilmember Gonzales asked that everyone keep the victims of the Las Vegas shooting in their prayers; responded to the comments made about the Garcia Trail during public participation stating that the Trail needs a lot of work and the City of Azusa is not the only party involved; and congratulated the Hilton Hotel for their ribbon cutting. Councilmember Carrillo expressed his thoughts and prayers to all of those impacted by the Las Vegas shooting; responded to the comments made about the Garcia Trail during public participation stating that he declines the invitation to go hiking and listed the accomplishments of the Azusa-RMC JPA; thanked everyone that attended the Hilton Hotel ribbon cutting; reminded everyone to attend the Golden Days events; and requested that Chief of Police Hunt provide an update on the traffic on San Gabriel Avenue and 2nd Street. Chief of Police Hunt provided an update on a speed study that was completed in the area of San Gabriel Avenue and 2nd Street stating that the Police Department did proactive enforcement which resulted in 96 traffic stops and 34 citations. Director of Public Works/City Engineer Bobadilla added that Staff has secured the services of a consultant to perform a traffic analysis of the area to see if any additional measures can be taken to improve safety. In response to a questions posed by the Council, he stated that the k-rails will be removed from Hilltop Drive once Staff is confident that the hillsides are safe which ranges from 5-10 years. Mayor Rocha announced that the meeting would be adjourned in memory of Mr. Raymond Ortiz, Lifelong Azusa Resident; expressed his thoughts and prayers for those impacted by the Las Vegas events; thanked Artist Jose Antonio Aguirre for the artwork on the Intermodal Parking Structure; thanked All American Asphalt for their assistance with ensuring that children were able to safely cross the street at the site of their construction; mentioned the successful ribbon cutting ceremony for the Hilton Hotel; thanked Staff on behalf of the residents near Zacatecas Park for their assistance with the enforcement of park hours and addition of another parking lot; inquired about the use of the Golden Days PAGE TWO – 10/02/2017 carnival wristband on Saturdays; he announced the free energy efficient materials giveaway at Azusa Light & Water on October 5; stated that he provides his contact information to new residents and invites them to meet with him; announced White’s Funeral Home Centennial Event on October 8; discussed the importance of disaster preparation; and reminded everyone to enjoy the Golden Days events. Lieutenant Torres provided information about the “Pink Patch Project” which is designed to bring awareness to breast cancer and support research; the Azusa Police Department has converted their traditional arm patches to pink arm patches during the month of October and has begun raising funds, from the sale of the patches, to donate to the City of Hope. SCHEDULED ITEMS ADOPT A RESOLUTION IDENTIFYING THE VERNON AVENUE PAVEMENT REHABILITATION FROM GLADSTONE STREET TO 6TH STREET PROJECT AS THE PROJECT THE CITY PROPOSES TO FUND WITH ITS APPORTIONMENT OF ROAD MAINTENANCE AND REHABILITATION FUNDS Director of Public Works/City Engineer Bobadilla presented the Staff Report stating that the City is projected to receive $279,595 in Road Maintenance and Rehabilitation (RMRA) Funds from the State Controller for Fiscal Year 2017-2018 and approximately $838,736 annually in subsequent years. The City is required to submit a list of proposed projects to be funded with the RMRA funds to the California Transportation Commission. Staff proposed to fund the Vernon Avenue Pavement Rehabilitation from Gladstone Street to 6th Street Project with the funds. Councilmember Carrillo offered Resolution No. 2017-C64 entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, IDENTIFYING THE PROJECT TO BE FUNDED WITH ROAD MAINTENANCE AND REHABILITATION ACCOUNT FUNDS Moved by Councilmember Carrillo, seconded by Councilmember Gonzales and carried by unanimous vote of the Council to adopt Resolution No. 2017-C64. AYES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE CONSIDERATION TO JOIN THE TAKING BACK OUR COMMUNITY COALITION Chief of Police Hunt presented the Staff Report and provided information about the Tacking Back Our Community Coalition, which advocates for the State to engage in discussions to identify solutions to the consequences of changes to the criminal justice system and consists of many Cities in the San Gabriel region with the City of Monrovia acting as the lead agency. At the request of the Council, Staff agreed to bring the item back for review and approval each year. Mayor Pro-Tem Macias offered Resolution No. 2017-C65 entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CITY APPROVING THE CITY'S MEMBERSHIP IN THE TAKING BACK OUR COMMUNITY COALITION Moved by Mayor Pro-Tem Macias, seconded by Councilmember Gonzales, and carried by unanimous vote of the Council to adopt Resolution No. 2017-C65 and authorized the City manager to enter an agreement with the City of Monrovia on behalf of the City. The minutes of the regular meeting of September 18, 2017 and Special Meeting of September 25, 2017 were approved as written. 2. Special Call. 3. The Human Resources Action Items were approved in accordance with the City of Azusa Civil Service Rules Section 5.7.5 and applicable Memorandum of Understanding(s). 4. The issuance of a Purchase Order to One Source Supply, in an amount not to exceed $141,097.47, for the purchase of 3,000’ of 500 MCM (thousand circular MIL), 9,000’ of 350 MCM 600 volt secondary cable, and 20,000’ of #2 strand 15 KV (thousand volt) primary underground copper cable was approved. PAGE THREE – 10/02/2017 5. The City Manager was authorized to execute a Special Event Permit agreement with Brooksee, LLC for the 2018 and 2019 REVEL Canyon City Marathon. 6. Special Call. 7. Staff was authorized to release a Request for Proposals for California Department of Resources Recycling and Recovery Payment Programs. SPECIAL CALL – The following two Items were heard separately and approved together as one motion. E-2 RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED SEPTEMBER 14, 2017 THROUGH SEPTEMBER 27, 2017 Chief of Police Hunt responded to questions posed by the Council stating that the Azusa Police Department contracts with the City of Glendale for DNA processing. E-6 AWARD A CONSTRUCTION CONTRACT AND A CONSTRUCTION MANAGEMENT, PROJECT MANAGEMENT, AND INSPECTION SERVICES AGREEMENT FOR THE FOOTHILL BOULEVARD AND PALM DRIVE TRAFFIC SIGNAL PROJECT – CIP PROJECT 66114A Interim City Manager Penman responded to questions posed by the Council stating that there were specific laws prohibiting the watering of medians during the drought; Staff will prepare a memo for Council regarding median landscaping options. Councilmember Alvarez offered Resolution No. 2017-C66 entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID Moved by Councilmember Alvarez, seconded by Councilmember Carrillo and carried by unanimous vote of the Council to approve Item E-2 adopting Resolution No. 2017-C66; and approve Item E-6 awarding a construction contract to Elecnor Belco Electric, Inc.; and awarding a professional services agreement to LAE Associates, Inc. Agency Member Gonzales offered Resolution No. 2017-R14 entitled: A RESOLUTION OF THE SUCCESSOR AGENCY OF THE FORMER REDEVELOPMENT AGENCY OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID OUT OF SUCCESSOR AGENCY FUNDS Moved by Agency Member Gonzales seconded by Agency Member Macias and carried by unanimous vote of the members to adopt Resolution No. 2017-R14.
