The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Jack- son, Seltzer, Memmesheimer, Jones,.City Attorney Snidow and City Clerk. Absent: ROLL CALL Councilman Ortuno. Each member present acknowledged receipt of a written copy of the minutes of May 218 1951. The Mayor asked if there ' were any objections or corrections to said minutes. The minutes of May 210 1951 were approved with the following addition: Mayor Jones reported a survey was pro- posed for determining the cost of Azusa, Glendora and Covina joining the Los Angeles County Sewer District. The total cost of the survey to be $1,000 with each city assuming one third of the cost. The City Clerk announced that three bids had been received in answer to the Notice Inviting Bids for the collection and dis- posal of garbage. Moved by Councilman Jackson, seconded by Councilman Seltzer the bids be now opened, examined and publicly declared. Carried by the following vote of the Council: Ayes: Councilmen: -Jackson, Seltzer, Memmesheimer, Jones. Noes: None Absent: Councilman: Ortuno. J. D. ANDERTO ' VALLEY.DISPOSAL COMPANY M. J. Ferris Carnival to open in Azusa June 5th ,and operate through June 9th was offered by Albert E. Espey, Commander of the Can- yon City Post No.,180, American Legion. Moved by Councilman Memmesheimer, seconded AMIERICAN LEGION TO SPONSOR A CARNIVAL ' by Councilman Seltzer the L. C. Ferris Carnival be granted permission to open in Azusa under the sponsorship of the American Legion Post No. 180 with proper arrangements as to the condition of the grounds, etc., to be taken up with the Police and Fire De- partments. Councilman Memmesheimer offered his reasons for making this motion stating that the L. C. Ferris Company have a good, clean show and the people demand this form of entertainment. Councilman Seltzer stated that L. C. Ferris Company operated a good, clean show and for that reason he would vote in favor of this one but he wished to go on record as dis- approving the bringing of carnivals into the city as he considered it not a good policy. Councilman Jackson stated that he could re- peat what Councilman Memmesheimer and Council- man Seltzer had said but time would not permit. Izetta Christensen, Principal of the Slauson REQUEST TO USE PARK FOR School, requested permission to use the PICNICS Memorial Park for picnics. Moved by Councilman Seltzer, seconded by Councilman Jackson this request be granted and all future requests of•this type be referred to the City Clerk's Office to contact the Park and Recreation Commission. Mr. Ivan De Board appeared before Council requesting permission to erect two houses, IVAN DE BOARD REQUESTED one on Lot 13 a1 d one on Lot 14 in Tract PERT,?ISSION TO ERECT 13426. TWO HOUSES The City Attorney ruled the Planning Commission must make a recommendation upon such a re- quest before the Council can take action. Mayor Jones stated that he would try to arrange a Special Meeting of the Planning Commission and the City Council to consider this request. Mr. Doshier, representing the Church of Christ, presented to Council the Plot Plan requested by Council at the last regular PLOT PLAN FOR CHURCH OF meeting, the plan to be used in the erection CHRIST of the proposed church on property requiring a zone variance. Mr. Whitney, representing the Bell Con- struction Company, addressed Council requesting the City accept the street improvements in Tract #15711. Acting City Engineer Miller said the Bell Construction Company should supply easements before the City accept the street improvements in said tract. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer the request of the Bell Construction Company for approval of street improvements in Tract #15711 be referred to the City Attorney.and the City Engineer to report back. ' Acting City Engineer Miller and Water Superintendent Smith reported on _the bids submitted for the erection of a Pump House and Settling Basin, recommending the City accept the bid of Penn Construction Company. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer the bid of Penn Construction Company be accepted with the request that they complete the work by the last of July, 1951, that the Mayor and City Clerk be authorized to execute the contract between the City and Penn Con- struction Company and the City Clerk in- structed to return the bid bonds to the unsuccessful bidders. Gibbs offered his resignation as patrolman in the Police Department. ' Moved by Councilman Memmesheimer, seconded by Councilman Seltzer this resignation be accepted at the convenience of the Chief of Police. A letter from Ferdinand A. Bahr, Recreation Specialist, relative to the recreation appraisal of this area, requesting a date be set for the presentation, was read. RECREATION APPRAISAL OI THIS Moved and carried that June 20th at 7:30 AREA P.M. in the Civic Auditorium be set for this meeting. The Park and Recreation Commission re- commended that Mrs. 011ie Walden be appoint- ed Matron of the Azusa Swimming Pool. MRS N+ LDEN APPOINTED MATRON Moved by Councilman Jackson, seconded by OF SWIM11ING POOL Councilman Memmesheimer the recommendation of the Park and Recreation Commission be accepted and Mrs. Walden's salary set at $1.25 per hour. Councilman Seltzer reported that Mrs. Fred Becker of the Red Cross requested an older man be employed as Life Guard, also that a girl be employed as part time assistant to Mrs. Walden. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer the Park aid Re- creation Commission be authorized to employ 1. A girl (certificated) to assist Mrs. Walden, her salary not to exceed $1.25 per hour. 2. One Life Guard (certificated), older man, his salary to be set at 01.50 per hour. 3. One Life Guard (certificated), younger man, his salary set at $1.25 -per hour. 4. One Life Guard to assist as locker man, his salary set at 01.25 per hour. Councilman Seltzer reported that the Park and Recreation Commission discussed ways and means of cutting the cost of operat- MATER AND LIGHTS FOR ing the parks and suggested that watering PARKS routine be changed to out the cost of water bill and means devised to cut the cost of lighting the parks. Councilman Memmesheimer suggested the Park and Recreation Commission check with the Chief of Police before turning out lights in the parks. Moved by Councilman Jackson, seconded by Mayor Jones Council instruct V. D. Smith and Arthur Wolfe to cooperate with the Park .and Recreation Commission in cutting the cost of water and lights in the City parks and to contact the Chief of Police before making a change in lighting of parks. A Request for Cancellation of Taxes as REQUEST FOR CANCEL - Provided in Section 4986, Rev. & Tax Code, REQUEST OF RCAN CANCEL - received by the Office of County Auditor, LATIONTAXES was read. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer the Mayor be author- ized to sign the application for cancellation of taxes. Blanchard MISCELLANEOUS PROPERTY relative to Miscellaneous Property Damage, was read and action deferred. DAMAGE A letter from the San Gabriel Valley Pro- tective Association objecting to the operation of a dump on the San Gabriel cone, was read D06P and ordered placed on file. Councilman Memmesheimer offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY,_CALIFORNIA, DETERMINING THAT THE PUBLIC INTEREST AND CON- VENIENCE REQUIRED THAT CERTAIN STREETS WITHIN RESOLUTION NO. 2516 SAID CITY BE IMPROVED FROM GAS TAX FUNDS TO ADOPTED BE APPORTIONED BY LOS ANGELES COUNTY TO SAID CITY FOR THE 1950-51 FISCAL YEAR. Spriggs offered her resignation as a member of the Library Board. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer this resignation, be tabled until the next meeting of Council. A letter from Jack Palo relative to re- moval of transformers was offered. Mayor Jones reported that it had been called to his attention that some of the street name posts were missing and some posts were not complete. The Street Super- intendent said the work was being done and would be completed as soon as possible. Mayor Jones instructed the Street Superintendent to check on City owned equipment being used on private jobs. Mayor Jones requested Heads of Departments to be prepared to report on proposed bud- gets for the coming year at a meeting scheduled for the later part of June. Moved by Councilman,Seltzer, seconded by Councilman Memmesheimer that Councilman Jackson be authorized to order the installation of telephone equipment in the Police Depart- ment to render the service more efficient and to make the expenditure necessary for this change of system. D. Smith reported that they.found water at the 306 foot level of Well No. 5 and stopped drilling at 655 feet. He also stated the Peerless Pump Company were holding, according to the terms of their bid, a centrifugal pump and motor used as a booster #6A 16 for use in Well #5. The drilling of Well #5 was not completed in the time allotted and there was a question as to whether or not the Peerless Company would hold the pump beyond June 5th. ' Moved by Councilman Seltzer, seconded by Councilman Memmesheimer, Mr. Smith be authorized to contact the Peerless Pump Company and order the delivery of the pump if they will not agree to hold it until the well can be tested. Smith, reported that the -pump in Well #3 was now at bottom of suction and requested permission to lower the pump to the bottom of the well. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer Mr. Smith be authorized to order work done on Well #3 roviding the cost of job does not exceed 1,000.00. The application of the Azusa Motor Bus Company before the Public Utilities Commission of the State of California, was offered and ordered placed on file. The Certificate of Coverage for Louis Servia DBA Community Taxi covering 1941 Chevrolet,and 1941 Dodge was presented. The application of Louis Servia for a business license to -operate a taxi service was discussed and tabled. City Attorney Snidow reported to Council that Lenette Harris was willing,to settle for $35.00 for damage to her car. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer the City Attorney be instructed to offer $25.00 in settlement of this case. After discussion, Council- man Memmesheimer withdrew his motion and ' Councilman Seltzer withdrew his second.
