Present at roll call: Councilmen: Jackson, Ortuuo, Seltzer, sheimer, Jones, City Attorney Snider, Deputy City Clerk. Absent: City Clerk. Each member present acknowledged receipt of a written copy of the minutes of June 18, 1951. The Mayor asked if there were amy objections or corrections to said minutes. There being. none, the minutes of June 18, 1951 were approved as written. City Engineer Brooks reported on the pabkdng con- ditions at the corner of Orange Avenue and Foothill Blvd. and a general discussion followed relative to parallel and diagonal parking. Dr. Mulford addressed Council in favor of diagonal parking and George Ring - land presented views against this type, filing with Council a petition containing 37 signatures of property owners favoring the present parallel parking. Moved by Councilman Memmesheimer, seconded by Councilman Ortuno this matter be tabled for further consideration until the neat meeting of Council. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer. Noes' Councilmen: Seltzer, Jones. Absent: Council- man Ortuno. A hazardous street condition at the corner of Third and Barbara Avenues was brought to the attention of Council by Ed Borden. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer this matter be referred to City Engineer_ ' Brooks and Street Superintendent Wolfe for study and report at the next meeting of Council. Carried by the following -vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None The method of handling the City's insurance program was discussed by Council and various members of in- surance firms present, and a letter from E. E. McMahon was read expressing regret at not being able to attend for the discussion. Moved by Councilman Seltzer, seconded by Councilman Ortuno the Mayor be authorized to appoint a committee consisting of E. E. McMahon and Clyde Blanchard, who devote their entire business to insurance, to act as an advisory committee on the insurance program, and authorizing McMahon and Blanchard to appoint a third member of the committees -said committee to report back to Council. Carried by the following vote of the Council: Ayes: Councilmen: Ortuno, Seltzer, Jones. Noes: Councilmen: Jackson, Memmesheimer. Absent: None Letters from the Rcyal-Liverpool Group were read relative to Public Official Blanket Bonds and Blanket Money & Securities bonds on all employees of the City, and Finance Chairman Jackson recommended obtaining three year policies for each of these coverages. Noes: None Absent: None Councilman Jackson offered a resolution en- titled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING AGREEMENT FOR ELECTRICAL FACILITIES AND ENERGY BETffEEN THE CITY OF AZUSA AND LA ZUSANA AND AUTHORIZING THE -MAYOR TO SIGN AND THE CITY CLERK TO ATTEST SANE. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer this resolution be adopted as read and numbered Resolution No. 2522. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noess None Absent: None EMPLOYEES' BONDS RESOLUTION NO. 2522 ADOPTED Mr. Leo Lnevanos inquired about the necessity of obtaining a variance on his property, in order to LEO LUEVANOS ZONE add a store room mid was requested to apply for a VARIANCE new variance since the one previously issued to him August 21, 195V had expired. Councilman Seltzer temporarily left the Council table at this point. Fire Chief Madison inquired about the possibility of the Eire Deportment having,a concession at the Kennel Club Dog Show when it is held in the City CONCESSION AT THE Hall Park, the proceeds to be -placed in the Welfare KENNEL CLUB DOG SHOW Fund of the Eire Department. Moved by Councilman Jackson, seconded by Councilman Ortuno a fee -free permit be issued to the Fire De- partment for said concession. Carried by the following vote of the Councils Ayes: Councilmen: Jackson, Ortuno, Me= sheimer, Jones. Noes: None Absents Councilman Seltzer. Relative to a recommendation of the Planning Commission that a request of Roy E. & Hazel P. Potter for zone variance from R-1 to C-3 be denied, } it was moved by Councilman Jackson, seconded by Councilman Orono that at the request of Mr. Potter, MR. Noes: None Absents Councilman. Seltzer. A letter from the Planting Commission was read recommending that permission for a variance from R-1 to "P" Zone be granted on the property of Louis E. Moved by Councilman Jackson, seconded by Council- man Ortuno action on a request from the Concordia Lutheran Church to erect signs on the easterly and westerly city limits be tabled until a report from the Highway Commission is received. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Jones. Noes: None Absent: Councilmen: Seltzer, Memmesheimer. Councilman Seltzer returned to the Council table. Moved by Councilman Jackson, seconded by Councilman Seltzer a request of the Planning Commission for a budget to be set up for their use be taken under ad- visement until the next budget meeting. Upon recommendation of the Planning Commission, it was moved by Councilman Seltzer, seconded by Councilman Ortuno a ninety day extension of varim ce be granted to the Christian Church. Upon recommendation of the Planning Commission, it was moved by Councilman Seltzer, seconded by Councilman Ortuno a building.permit be granted to Roy Harrod to build an 836 sq. ft. house at 736 W. 2nd Street on Lot 36, Tract 13736. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Jones. Noes: None Absent: Councilman Memmesbeimer. A recommendation of the Planning Commission that the request of Dr. N. J. Larus, 426 N. San Gabriel Avenue, to add three rooms.to_his office building, bringing the building to within five feet of the sidewalk, not be granted, was read. No action of the Council necessary. The Clerk was requested to notify Mrs. Winifred Blatchley that more information is required by the Planning Commission before they can make a recommenda- tion on her request for the erection of apartments on ' property situated on East Ninth Street. Councilman Memmesheimer returned to the Council table. Moored by Councilman Jackson, seconded by Councilmen Ortuno and duly carried a recommendation of the Planning Commission relative to weed burning be referred to Fire Chief Madison. Thereupon he appointed George B. Owen to succeed Anna Spriggs who had previously resigned and re- appointed Mattie Owens. Moved by Councilman Seltzer, seconded by Council- man Ortuno the appointments of the Mayor be accepted. At this point the president of the Library Board, Alec Watkins, addressed Council, paying tribute to Anna Spriggs -for her service to the City and stating that the Library Board would like to re- ' cammend Lillian Trujillo for consideration. Councilman Memmesheimer stated that any recommenda- tion of the Library Board should surely be con- sidered and further discussion Ansued. George B. Owen announced from the audience that he wished to refrain from accepting the appointment. Councilman Ortuno withdrew his second to the previous motion, Councilman Seltzer withdrew his motion, and the following, nominations were made to fill the vacancy created by the resignation of Anna Spriggs: Lillian TruJL to (nominated by Councilman Ortuno) and George Owen (nominated by Mayor Jones). The following votes were cast, electing Lillian Trujillo to the Library Board: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer Noes: Councilmen: Seltzer, Jones. Moved by Councilman Seltzer, seconded by Council - as,, Ortuno Mattie Owens be reappointed to the Library Board. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Mayor Jones recommended that Cornelius Smith and S. G. Coon be reappointed to the Planning Ccmission. Councilman Ortuno suggested M. C. Gillespie for con- sideration for the -Smith vacancy, but after discussion a unanimous vote was cast for the reappointment of both Smith and Coon. r To fill the vacancies on the Park and Recreation Commission, unanimous votes were cast in favor of the reappointment of Mrs. Peter Ramirez and the appointment of Rev. Benjamin J. Paroulek (recommended by XWor Jones), and the following vote was taken on nominations for the third vacancy: Al Wise: (nominated by Mwor Jones) Ayes: Councilmen. Moved by Councilman Jackson, seconded by Councilman Memmesheimer and duly carried the City Clerk be instructed to write individual letters of appreciation to outgoing board and commission members. Councilman Ortuno left the Council chambers at this point. Moved by Councilman Seltzer, seconded by Council- man-Memmesheimer the City Attorney be instructed .to advise .the San Gabriel River Spreading Corporation that the City is tdcing necessary, measures to make ' other arrangements. A communication from the Azusa Golden Daps Committee was read requesting an expression from Council on the advisability of holding a 3.951 celebration of Azusa's Golden Days. Moved by Councilman Memmesheimer, seconded by Councilman Jackson the City Clerk be instructed to inform the Azusa Golden Days Committee that Council will offer auy assistance that the City departments are able to give but it is very doubtful that they can obligate themselves to any financial assistance. VanWert was read relative to a balance of payment due the'City for street improvements on Eighth Street east of Pasadena Avenue, formerly owned by Arnold and Pon. Moved by Councilman Seltzer, seconded by' -Councilman Memmesheimer the City Attorney be instructed to advise Mr. VamWert that the City expects payment of the balance due. A Notification of Alcoholic Beverage License was read for Jack M. Grossman, 607 N. Azusa Avenue. Letters of protest from the Christian Church and the House of Neighborly Service were read, and it was moved by Councilman Jackson, seconded by Councilman Memmesheimer m d duly carried the original letters of protest be mailed to the Board of Equalization. A Notification of Alcoholic Beverage License was read for Market Wholesale Grocery Compares, 345 N. Azusa Avenue. Moved by Councilman Jackson, seconded by Councilman Seltzer and duly carried the City Clerk be in- structed to advise the Board of Equalization of the location of the Baptist Church across the street from this market. Councilman Seltzer reported on a water rate study which is being made and suggested members of a committee to be appointed to study the rate setup and make recommendations based on their findings. Smith, Ralph S. Brooks, Arthur Seltzers Rufus Ogilvie, C. A. Griffith, E. E. Jones, Houston A. Snidow, Earl Philleo, William Mmer, William Jensen and Ira Calvert. City Engineer Brooks reported on the progress of the reservoir construction and advised Council that the City could expect a rebate on sand pumping not used. A financial statement from the Azusa Public Library was ordered placed on file. 7:30 P.M. 71ATER RATE STUDY GROUP 399 - OF RESERVOIR Letters from the Regional Water -Pollution Control Board No. 4 and from A. D. Edmonston,'State Engineer, NATER POLLUTION CONTROL of California, were ordered placed on file. A letter from Chief of Police Kendrick was read recommending the appointment -of twelve men as Police Reserve Carp members, and listing his recommendations. Moved by Councilman Jackson, seconded by Council- man Memmesheimer the recommendation of the Police Chief be accepted. Motion failed to carry by the following vote of the Ayes: Councilmen: Jackson, Memmesheimer. Noes: Councilmen: Seltzer, Jones. Absent: Councilman Ortuno. Three letters, from the Division of Highways were ordered placed on file. Council discussed a League of California Cities conference to be held in San Francisco in October. POLICE RESERVE CORP APPOINTMENTS Council: Moved by Councilman Memmasheimer, seconded by Council- man Seltzer expenses of $150 each be allowed for members of Council and the City Attorney and that the City Clerk and Department Heads be allowed actual expenses if they desire to go.
