Present at roll call: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones, City Attorney Snidow and City Clerk. Absent: None. Each member present acknowledged receipt of a written copy of the minutes of July 20 1951. The Mayor asked if there were ' any objections or corrections to said minutes. There being none, the minutes of July 2, 1951 were approved as written. Mr. Wise, Chairman of the Chamber of Commerce, addressed Council offering a request for a donation of 0150.00 for advertising purposes. Moved by Councilman Jackson, seconded by Councilman Seltzer the City Clerk be instructed to draw a demand on the General Fund, made payable to the Azusa Chamber of Commerce, in the anount of $150.00 and to charge this donation to the Music and Promotion account. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Mr. C. E. Thomas, Pound Master for the Pomona Valley Humane Society, explained the need of a radio in his car while patroling this area. Moved by Councilman Jackson, seconded by Councilman Memmesheimer the City Attorney be instructed to prepare a contract between the City and the Pomona Valley Humane Society pro- viding for the rental of a transmitter and receiver, the fee not to exceed $15.00 per month, also the City Attorney be -instructed to draw a resolution authorizing the execution of this contract. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones Noes: None Absent: None A petition, with 15 signatures attached thereto, was read requesting the removal of cattle now on the premises located at #243 S. Foothill Blvd. be granted permission to -erect a building (almost 600 sq. ft.) at #163 N. Pasadena Avenue on property described as Lot 5 in the Mountain View Tract. Noes: None Absent: None The Planning Commission recommended that angle parking be permitted on the following streets: Alameda Avenue from 11th Street on the north to First Street on the south, both sides of the street; San Gabriel Avenue from the prolongation of Twelfth Street on ANGLE PARKING ' the north to Second Street on the south, P=TTED ON both sides of the street. CERTAIN STREETS Moved by Councilman Seltzer, seconded by Mayor Jones the City Attorney be instructed to draw a resolution authorizing angle park- ing as recommended by the Planning Commission and include angle parking on Pasadena Avenue from 8th Street south to Foothill Boulevard, on west side only, angle parking on Soldano Avenue from Foothill Boulevard, south to Sixth Street, on west side only. Councilman Memmesheimer read "suggested parking for Orange Avenue from Foothill Boulevard to Lime Street as follows: Moved by Councilman Memmesheimer, seconded by Councilman Jackson the original motion be amended to include angle parking on Orange Avenue as outlined in "Suggested Parking for Orange Avenue." The motion to amend the original motion carried with the following vote: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer. Noes: Councilmen: Seltzer, Jones. Absent: None The original motion worded as follows: Moved by Councilman Seltzer, seconded by Mayor Jones the City Attorney be instructed to draw a resolution authorizing angle parking as recommended by the Planning Commission and CITY ATTORNEY TO to include angle parking on Pasadena Avenue DRAW RESOLUTION from Eighth Street south to Foothill Boulevard, on west side only, also angle parking on Soldano Avenue from Foothill Boulevard south to Sixth Street, on west side only, ' as amended, was carried by the following vote: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer. A copy of the exeerpt from the minutes of the Personnel Board, held July 12, 1951s m d a recommendation that Council terminate the con- tract between the City and the firm of Louis J. PERSONNEL BOARD "Allow angle parking as suggested by Engineer Brooks/ photo plan: Seven car angle parking west side of Orange Avenue, move center line of street two feet east. Paint curb on east side of Orange Avenue red south to Lime Street entrance, paint curbs on north side of Lime Street red to Lemon Avenue, paint parking area on south side of Lime Street from Orange Avenue to Lemon Avenue. Paint curb on Foothill Boulevard south side from corner west about 251." Moved by Councilman Memmesheimer, seconded by Councilman Jackson the original motion be amended to include angle parking on Orange Avenue as outlined in "Suggested Parking for Orange Avenue." The motion to amend the original motion carried with the following vote: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer. Noes: Councilmen: Seltzer, Jones. Noes: None Absent: None At the request of Street Superintendent Wolfe the Personnel Board recommended that Raymond Alvarez and Richard Miranda be changed from the classification of maintenance men to truck drivers with a salary of $244,00 per month, also that Wayne Loyd be changed from the classification of maintenance man to equipment operator with a salry of $258.00 per month, also that Thomas Lopez be changed from the classification of truck driver to disposal plant operator, second step, with a salary of $258.00 per month. Moved by Councilman Jackson, seconded by Councilman Ortuno that Raymond Alvarez and Richard Miranda be employed as temporary truck drivers for a period not to exceed 90 days with a salary of $244.00 per month, also that Wayne Loyd be employed as a temporary equipment operator for a period not to exceed 90 days, with a salary of $258.00 per month, effective July 16, 1951. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. ' Noes: None Absent: None Moved by Councilman Jackson, seconded by Councilman Memmesheimer that Council create the position of Helper to the Disposal Plant Operator and recommend to the Personnel Board that they set up the classification and pay scale for such a position. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Seltzer, Ortuno, Memmesheimer, Jones. Noes: None Absent: None Moved by Councilman Jackson, seconded by Councilman Memmesheimer the City Clerk be instructed to advise the Personnel Board to prepare and give examinations for truck drivers, helper to disposal plant operator and equipment operator. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None At the request of Chief Kendrick, the Personnel Board recommended that Edward Alvarez be raised from the first step to the second step for Patrolman with a salary of $258.00 per month, effective August 1, 1951. Moved by Councilman Seltzer, seconded by Councilman Ortuno Council accept the re- commendation of the Personnel Board. Noes: None Absent: None 7:30 P.M. 409 PERSONNEL BOARD PERSONNEL BOARD EDWARD ALVAREZI SALARY RAISED TO SEC)ND STEP 410 A letter from the Azusa Branch, American Red Cross enclosing a check for $120.00, a CHECK RECEIVED FROM contribution toward swimming instructions RED CROSS IN THE in connection with the A.Y.P. program, was AMOUNT OF $120.00 read. Councilman Jackson said it was the understanding that the Red Cross and A.Y.P. were to pay Mrs. Walden and the Life Guards for the childrents swimming instructions. Councilman Seltzer said the City should under- write the cost of the program and provide A. Y. P. PROGRAM one hundred dollars for the children's in- S67IMMING INSTRUCTIONS structions. Moved by Councilman Jackson, seconded by Councilman Memmesheimer that Council accept the contribution from the Red Cross to be applied on the salaries of the Life Guards ' and the A.Y.P. pay the balance in salaries of life guards for the morning instructions. Absent: None Mayor Jones announced that he would like to propose a joint meeting with the City of Covina to discuss the disposal of rubbish DISPOSAL OF RUBBISH and that it was his understanding that City 411 CITY HALL, AZUSA, CALIFORNIA, MONDAY, JULY 16, 1951 7:30 P.M. Chief of Police Kendrick submitted a list of twelve men qualified to serve on Reserve Police Corps. Mayor Jones and Councilman Seltzer expressed their opposition -to men serving who live outside the city. Mrs. Helen Jumper invited members of Council to attend the dedication ceremony of the Harry D. Jumper Memorial to be held Saturday, July 28, 1951 at 2:00 P.M. HARRY D. JUMPER MEMORIAL Letters from the Department of Public Works ' Division of Highways, State of California, relative to the installation of traffic signals on Foothill Blvd. was read and order- ed placed on file. . Mayor Jones offered the information that the City of Covina had instructed the County Engineer on Sanitation to mam a survey on sewage disposal for this area. Moved by Councilman Memmesheimer, seconded by Councilman Ortuno the City Attorney be Instructed to prepare a resolution authorizing ' the payment of the City's share in the cost of the survey on sewage -disposal. The cities of Covina, West Covina, Glendora and Azusa to assume their proportionate share of the entire cost, not to exceed $1000.00. a led by the following vote of the Council: dilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Councilman Memmesheimer offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, COUNTY OF LOS ANGELES, APPOINT- ING GEORGE CULLER AND FRANK BEDNARSKI AS TEMPORARY SERGEANTS OF -THE POLICE DEPARTMENTS AND FIXING THEIR SALARIES AT $288.00 PER MONTH, EFFECTIVE JULY 19 19519 SALARY RANGE TO BE EFFECTIVE ONLY WHILE ACTING_SERGEANTS. Moved by Councilman Jackson, seconded by 7:30 P.M. 413 SEWAGE DISPOSAL SURVEY RESOLUTION NO. 2527 ADOPTED RESOLUTION NO. 2528 ADOPTED ORDINANCE READ FOR FIRST TIME 4'14 CITY HALL, AZUSA, CALIFORNIA, MONDAY, JULY 16, 1951 Councilman Ortuno the City Clerk be instructed to draw a demand on the general fund made in favor of the Park and Recreation Commission in the amount of $50.00 to be used to increase the petty cash fund of the Baseball Commission from 0150.00 to $200.00. Noes: None Absent: None City Engineer Brooks reported that he had met witbAhe City Auditor. Councilman Seltzer reported the Water Study Committee held its first meeting.on July 10th and the second one would be held after the first of August. It was suggested that this Committee include in their program the possibility of -joining the Metropolitan Water District. George Blazer requested the installation of a street light in the alley between San Gabriel Avenue and Angeleno Avenue. ' Moved by Councilman Memmesheimer, seconded by Councilman Jackson the Superintendent of Light Department be instructed to install a light at this location.
