The City Council of the City of Azusa met
In regular session at the above time and
place.
Present at roll call: Councilman Jackson,
Ortuno, Seltzer, Memmesheimer, Jones,
City Attorney and City Clerk. Absent: None.
Each member present acknowledged receipt of
a written copy of the minutes of the regular
meeting of July 16th, 1951 and the Special
Meeting of July 24, 1951. The Mayor asked
if there were any objections or corrections
to same. There bein none, the minutes of
July 16th and July 2eth were approved as
written.
Mr. Ambrocio Martinez filed an application
for consideration as caretaker of the City
dump.
Moved by Councilman Jackson, seconded by
Councilman Memmesheimer this application be
referred to the Personnel Board with in-
structions to place on file until such time
as a vacancy occurs in this department.

Ayes: Councilmen: Jackson, Ortuno, Seltzer,
Memmesheimer, Jones.
Noes: None . Absent: None
Mr. Dennis Parks appeared before Council re-
questing permission to move a house from
outside the City to #172 Paramount Avenue
and to make additions according to the plans
submitted. The Planning Commission recom-
mended this request be granted, provided he
posts a 90 day bond for completion.
Moved by Councilman Seltzer, seconded by
Councilman Ortuno, Council accept the re-
commendation of the Planning Commission
with the following provisions: The plans
be placed on file in the office of the City
Clerk, the new dwelling be completed with-
in 90 days and the structure now located
on the premises be abandoned as living quart-
ers after the completion of the new dwelling.

Moved by Councilman Ortuno, seconded by
Councilman Memmesheimer the City Engineer
be instructed to place the proper stakes
so the boundry line may be established for
a portion of Lot 1, Azusa Foothill Citrus
Company Tract.

The Planning Commission recommended Charles
B. Forbes be granted permission to move a

recommendation of the Planning Commission.

The Planning Commission recommended Mr. Ed
Hooper be granted permission to erect a
house containing 864 sq, ft. on Lot 16,

Moved by Councilman Jackson, seconded by
Councilman Ortuno Council accept the re-
commendation of the Planning Commission and
Mr. Hooper be granted permission to erect
a dwelling containing 864 sq. ft., exclusive
of garage.

' The minutes of the meeting of the Park sad
Recreation Commission held on July.31,
1951 were read.
The rates charged for admission at the swimming
pool were discussed and no action taken.
The Park and Recreation Commission re-
commended that all palm trees on Foothill
Boulevard between San Gabriel Avenue and
Alameda Avenue be removed.
Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer the recommendation
of the Park and Recreation Commission be
accepted and the Street Superintendent be
Instructed to remove the palm trees on Foot-
hill Boulevard between San Gabriel Avenue
and Alameda Avenue.
Carried by the following vote of the Council:

Memmesheimer, Jones.

Councilman Ortuno passed.
' Mrs. E. E. Jones, Chairman of the Park and
Recreation Commission addressed"Council
advising them that the two life guards
had not been paid for swimming instructions
given in the morning. After some discussion
it was moved by Councilman Memmesheimer,
seconded by Councilman Jackson that Council
meet with the members of the Park and Re-
creation Commission, the Red Cross and
the A.Y.P. on Wednesday, August 8th at 7:30

Mr. Clarence P. Day presented a map of
Tract No. 16374. City Engineer Brooks
recommended that Council accept the map.
Moved by Councilman Seltzer, seconded by
' Councilman Memmesheimer Council approve
and accept the map of Tract No. 16374
and the City Clerk be instructed to sign
on behalf of the City upon receipt of a
check for the water connections and a letter
from Mr. Clarence P. Day agreeing to certain
provisions outlined by Council.

A letter signed by Chief Kendrick relative
to the conduct of Patrolman Jack J. Morley
was read. Council referred this matter to

A letter from Clyde A. Blanchard advising
Council the insurance company had paid the
claim in the case of injury to Laune Fletcher
was read and ordered placed on file. -

PATROLMAN JACK J. MORLEY
A letter addressed to Chief Kendrick and signed
' by J. H. McDermott, R. S., relative to the
inspection of the premises owned by Julius
Stremel at 243 S. Louise Street, regarding
the harborage of cows, was read and ordered
placed on file.
A letter signed by Barney Dial, Fire Chief,
Covina Fire Department, expressing appreciation
for cooperation of the Azusa Fire Department,
was read and ordered placed on file.
A letter signed by Roy Arnold and Robert
Schackle commending the efficiency of Chief
Kendrick and the Azusa Police Department,
was read and ordered placed on -file.
A letter signed by H. E. Bender, President
of the Azusa Rock & Sand Company protesting
the applicabilit of Ordinance No. 392 and
Ordinance No. 39 (Azusa City Sales Tax) to
their business, was.read and ordered placed
on file.
The minutes of the meeting of the Azusa
Public Library, held Thursday, August 2, 1951
were offered and ordered placed -on file.
A letter from the California Highway Commission
relative to the location of the Ramona Free-
way in Los Angeles County, between Rosemead
Blvd. and Syracuse Avenue, which includes a
location through the City of E1 Monte, was
read and ordered placed on file.
A letter referring to storm drains in Los
Angeles County was presented.

Mayor Jones reported that Mr. Iversen, Engineer
in the Fire Department, requested permission
to work during his vacation period.
VACATION REQUEST
Moved by Councilman Seltzer, seconded by MADE BY E. IVERS
Councilman Ortuno Courn it employ Everett EN
Iversen as engineer during his two weeks
vacation period and the payroll clerk be in-
structed to pay Mr. Iversen, in addition to
his regular monthly salary, for the two
weeks of his vacation period at the regular
' rate of pay.

The purchase of four 20# extinguishers for
use in the Fire Department was discussed and
no action taken.- PURCHASE OF FIRE
The matter of the Fire Department burning the EXTINGUISHERS
weeds on vacant lots was discussed and no
action taken.
Fire Chief Madison requested information con-
cerning insurance coverage in the event the
Fire Department responds to call in County
areas.
Moved by Councilman Seltzer, seconded by Council-
man Ortuno the matter of Workmen's Compensation INFORMATION ON
and Insurmice where the Fire Department responds WORKMEN'S
to calls outside the city limits, be referred COMPENSATION
to the City Attorney to report back at t he INSURANCE REFER -

V. D. Smith reported the resignation of
Robert Hastings and requested authorization
to employ Barbara E. Johnson to fill the Robert Hastings'
vacancy temporarily. . Resignation

Councilman Ortuno the City Attorney be in-
structed to draw a resolution employing
Barbara E. Johnson as an Account Clerk in
the office of Water & Light Department for City Attorney
a period not to exceed -90 days, setting the instructed to draw
salary at Q218.00 per month, effective as a resolution
of August 6. 1951.

Mayor,Jones reported angle parking on Orange
Avenue adjacent to Foothill Boulevard a
hazard and referred -to the petition now on
file, protesting angle parking at this point.
Councilman Seltzer said he felt the 31 residents
who had signed the petition had a right to have
their protest considered. Councilman
Memmesheimer said he was willing to see it
tried out as he felt it would prove satisfactory.
The motion to adopt Resolution No. 2531
was carried by the following vote:

City Engineer Brooks reported he had learned
of a dump site operated by the Best Disposal
Company.-. -

and report back to Council.
