Attached is a memorandum from the City Clerk in which he requests
that the job specifications for the classification of Business
License and Zoning Inspector be revised as follows :
(1) JOB SUMMARY - Add the phrase, "is responsible for busi-
ness license enforcement and zoning enforcement. "

(2) Representative Duties - Add the phrase, "May be required
to work one weekend per month as needed, with appropriate
adjustment of work schedule. "
(3) Organizational Relationship
(a) Delete the phrase, "has dual responsibility:
for business license enforcement, it is responsible
to the City Clerk, and for zoning enforcement, it is
responsible to the Planning Director; " and
(b) add the phrase, "is responsible to the City Clerk. "
Recommendation
It is the recommendation of the Personnel Board that the City Council
adopt the attached revised proposed specification sheet for the class
of Business License and Zoning Inspector in accordance with the City
Clerk' s Request.

RE: REQUEST TO AMEND BUSINESS LICENSE/ZONING INSPECTOR
JOB SPECIFICATION SHEET AND ALSO SPECIFY RECRUITMENT
AND TESTING PROCEDURES.
It is requested that the following amendments in the
job specification sheet for subject position be approved
under REPRESENTATIVE DUTIES.
Add a sentence permitting WEEK END WORK AS NEEDED. The
inclusion of this duty is needed particularly during
certain times of the year when vendors knowing that City
Hall Administrative offices are closed, attempt to
circumvent Business License and Zoning Requirements in
order to sell their products in a completely disorganized
and uncontrolled manner.
Under ORGANIZATIONAL RELATIONSHIPS.
Delete Planning Director Supervision of Zoning Activities,
making this position under the sole supervision of the
City Clerk. The change is needed in order to eliminate
the jurisdictional conflicts created by the divided aspects
of this position.
In conclusion, please be advised that the testing procedure
requires a 100% Oral Examination.

JOB SUMMARY
Under general direction is responsible for business license enforcement
and zoning enforcement : performs field inspections of local and trans-
ient businesses, and enforces business, building, and zoning ordinances,
rules , and regulations for compliance with provisions of the City' s
Municipal Code.
Representative Duties
Patrols the City and reviews advertisements and notices for the purpose
of locating new businesses; follows up on business licenses to be renewed;
answers inquiries and investigates citizen complaints regarding license
regulations; interprets and explains laws and regulations to the general
public to gain conformation; reports violations of licensing, building,
zoning, safety, and health regulations to appropriate officials ; may
issue notices and/or citations ; recommends legal prosecution of persons
who fail to respond; files complaints with the District Attorney; appears
in court for the City; provides information to other City departments
whose approval is required; appears before the City Council to explain
enforcement matters; prepares reports; maintains appropriate records; and
does related duties as required. May be required to work one weekend per
month as needed, with appropriate adjustment of work schedule.
Organizational Relationships
This one-position class is responsible to the City Clerk.
QUALIFICATIONS GUIDE
Training and Experience
Graduation from high school or G.E.D. ; and two years of college with major
study in Public Administration or related field;* AND
Two. years' experience involving extensive and sensitive public contact.
*Additional experience may be substituted for college status on a year-
for-year basis.
Experience in law enforcement, licensing, or zoning is desirable.
Knowledge and Abilities
Must have ability to learn and apply the provisions of the Municipal Code
chapters relating toallaspects of business license and zoning enforce-
ment; to maintain sound public relations ; to determine violations and
obtain compliance with the City Code; to deal tactfully and effectively
with the public and co-workers. Must have knowledge of good record-
keeping practices, and the ability to maintain accurate and neat records.
Must have ability to type reports ; to maintain effective follow-up pro-
cedures ; and exercise initiative in the performance of duties.
Must possess a valid California Motor Vehicle Operators License.
NOTE: It is proposed that the "lined-through"verbiage be deleted from
. ' the revised specification sheet; and that the underscored verbiage
be added or changed as indicated.

SUBJECT: PROPOSED EMPLOYEE COMPLAINT PROCEDURE
In response to the request of the City Council that the proposed Employee
Complaint Procedure be adopted and included in the City's Civil Service
Rules and Regulations, the Personnel Board, at their meeting of September 10,
1980, made the following determination:
1 . That the current procedure of handling citizen complaints against
employees is adequate.
2. That department heads should investigate and process citizen complaints
against employees in their own departments.
3. That if complaints become numerous, or are not processed to the Council ' s
satisfaction, it is the City Administrator's responsibility to take
whatever corrective action he feels is necessary to alleviate the
problem.
It is, therefore, the unanimous decision of the Personnel Board not to
adopt and include the proposed Employee Complaint Procedure in the Civil
Service Rules and Regulations.

SUBJECT: Revision of salary range for Leadworker positions
At the last meeting, your attention was called to an inequity which exists in
our salary schedule. Specifically this was found in the relationship of the
Water Maintenance series wherein the Water Maintenance Leadworker
receives less than 5% more than the next position below it in the series.
You had a communication from the Personnel Board which attempted to
correct this situation by raising the Water Maintenance Leadworker
from range 123. 7 to range 124. 2. You directed that I review other possible
inequities. My investigation resulted in discovering that the same situation
exists in the Park and Street Maintenance division.
It is therefore recommended that the Leadworker position for Street, Park
and Water all be changed to range 124. 2. This will allow normal progression
for promotional appointments and will comply with the Personnel Rules &
Regulations.

RE: WATER RATE STUDY
The Public Works Department has completed a water rate study for all water served by the City's
Water Division within the City. The following paragraphs discuss the general City water rate
and the golf course water rate.
GENERAL CITY WATER RATE
A chart has been prepared showing the water rate charges by surrounding cities and water
companies. A brief review of the chart indicates that the Azusa rate is low compared to the
others. An increased City water rate has been worked out and is shown in the last column
of the table. This rate includes a survival rate of $2.00 per month, for 300 cubic feet of
water. The rate after this was raised from .32c to .35c, per 100 cubic feet. This increase
will not make a significantly large increase in the water bills for the majority of the residents
within the City. The major part of the increased revenue will come from the extremely large
industrial water users. These revenues will be needed in the future to offset the costs of
treating water to eliminate the trichlorethyene and nitrate problems presently facing the City.
The new rates would be shown in the resolution as follows:

GOLF COURSE RATE
The City has an agreement with the golf course that it will be charged the city's cost for
producing and distributing the water plus a 6% profit. Based on recent experience, this
calculates to be .28 per 100 cubic feet. This produces a golf course water rate which
is the lowest in the area.
RECOMMENDATION
It is the recommendation of the Director of Public Works that the City Council adopt the
new water rates as specified above and direct the City Attorney to prepare the proper
resolution.
