HomeMy WebLinkAboutAgenda Packet - July 09, 1984 - CC DATE: JULY 9, 1984 TO: CITY COUNCIL FROM: BILL CUNNINGHAM, COMMUNITY DEVELOPMENT DIRECTOR RE: UPGRADING OF WATER SYSTEM It has come to our attention over recent months that a severe problem exists relative to deficient water pressure in various parts of the City. The problem is particularly severe with respect to new apartment construction , and there have been cases recently where the Fire Department has been unable to allow the release of building permits for new apartment building construction due to lack of adequate water pressure. The City Council has authorized a budget item for the 1984-85 fiscal year to prepare a City-wide Master Plan for upgrading the water system. However, that plan will require most of the coming fiscal year to complete. In order to respond to current development pressures , staff has evaluated areas which are most likely to be developed over the next six to twelve month period and which are lacking in adequate water facilities . The two areas which appear to be highest priority are San Gabriel Avenue between Third and Fifth Streets , and Dalton Avenue between Second and Fifth Streets . The estimate for upgrading the water lines on both streets is $280,000. The funds exist in the Water Fund. In order to recoup the costs associated with the expenses involved, staff has investigated the feasibility of a reimbursement district. Basically, a reim- bursement district would require each property owner along the improved section to pay back a pro-rated share of the costs involved at such time as the property owner develops the property. The costs of setting up the reimbursement district is estimated to be $3,50C , and that cost would be added into the amount to be reimbursed by property owners . If the City Council agrees to authorize the expenditure of funds and the creation of a reimbursement district, staff recommends that a sole-source contract be negotiated with an engineering firm in order to move this matter along in the shortest time possible. RECOMMENDATION 1. Approve expenditure of funds , not to exceed $280 ,000. , for upgrading facilities in San Gabriel Avenue and Dalton Avenue . 2.
