RE: WATER RATE STUDY
The Public Works Department has completed a water rate study for all water served by the City's
Water Division within the City. The study also includes the cost of installation of water services.
The following paragraphs discuss the general City water rate, the golf course water rate and the
service installation charges.
GENERAL CITY WATER RATE
A chart has been prepared showing the water rate charges by surrounding cities and water companies.
A brif review of the chart indicates that the Azusa rate is low compared to the others. A increased
City water rate has been worked out and is shown in the last column of the table. This rate includes
a survival rate of $3.00 per month for 300 cubic feet of water. The rate after this was raised from
.34 to per 100 cubic feet. This increase will not make a si&nificantly large increase in
the water bills for the majority of the residents within the City. The major part of the increase
revenue will come from the extremely large industrial water users. These revenues will be needed
in the future to offset the costs of treating water to eliminate the trichlorethyene problem presently
facing the City. The new rates would be shown in the resolution as follows:
SERVICE CHARGE
For 5/8" or 3/4" Meter $3.00
For 1 " Meter 5.50
For 1-1/2" Meter 9.00
For 2" Meter 12.00
For 3" Meter 25.00
For 4" Meter 40.00
For 6" Meter 85.00
For 8" Meter 113.00
For 10" Meter 150.00
For 12" Meter 193.00
QUANTITY RATES:
First 300 cubic feet included with Service Charge
All over 300 cubic feet .35
Golf Course rate per 100 cubic feet .26
GOLF COURSE RATE
The City has an agreement with the golf course that it will be charged the city's cost for prod-
ucing and distributing the water plus a 6% profit. Based on recent experience this calculates

to be .26/ per cubic feet. This produces a golf course water rate which is the lowest in the area.

COST OF INSTALLATION OF SERVICES
The City presently has a charge for the installation of water services based on a flat rate
corresponding to the size of the meter. With the increase in the costs of meters and labor these
figures are no longer realistic. It is proposed that the 3/4" and 1 meter be raised from $120. and
$150. respectively to $200. and $300. and that all other sizes and sizes be installed on a time
and material basis so that the water user pays the direct cost of the installation of the services
and meter.
RECOMMENDATION
It is the recommendation of the Director of Public Works that the City Council adopt the new water
rates as specified above and direct the City Attorney to prepare the proper resolution.
