SUBJECT: APPROVAL OF REVISED CLASS IFICATION SPECIFICATION
SUMMARY:
On January 23, 2018, the Personnel Board met and approved the attached revised classification
specification for Police Lieutenant. The proposed action approves these revisions.
RECOMMENDATION:
Staff recommends the City Council take the following action:
1) Approve the attached classification specification revisions for Police Lieutenant position.
DISCUSSION:
The position of Police Lieutenant is an existing position in the Azusa Police Management
Association (APMA) Bargaining Unit. There is a need to fill this position in order to continue to
maintain quality service levels to Azusa residents. In order to have a successful competitive
recruitment to attract the most qualified in-house staff, it is necessary to make revisions to the
existing classification specification language.
Clarification has been made to the POST Supervisory certification requirements. Once an
employee obtains 2 years of supervisory experience they submit an application with supporting
documents to the California Commission on Police Standards and Training (POST). Due to the
length of time it takes for POST to return the actual certification once an application is
submitted, Staff has revised the language to include at time of appointment submission of the

POST Supervisory certificate or proof of submitting an application to POST will be considered
as meeting this minimum requirement.
Revisions are also necessary to reflect the current essential job functions of this position.
Specifically, the City jail and animal control responsibilities have been removed as both of those
services are now contracted through the County.
This position will continue to be represented by the APMA Bargaining Unit and approval of
these revisions was granted by the Association.
FISCAL IMPACT:
Funding for this position has been included in the adopted budget for Fiscal Year 2017/2018.

CITY OF AZUSA
POLICE LIEUTENANT
DEFINITION
Under limited supervision, directs the activities of an assigned watch or unit or the administrative
section of the Police Department; functions as watch commander; performs related duties as
required.
ESSENTIAL FUNCTIONS
These functions may not be present in all positions in this class. When a position is to be filled, the
essential functions will be noted in the announcement of position availability.
Directs and coordinates the activities of the assigned watch or unit; prepares work schedules;
confers with subordinate supervisors regarding special assignments, performance of personnel, law
enforcement problems, officer training, citizen complaints, and other operational issues; provides
instruction or direction as necessary; may participate in active law enforcement activities.
Conducts special projects involving department or work unit issues as assigned; conducts research
and compiles statistics; prepares related reports.
Provides liaison to the public, responding to inquiries and resolving complaints regarding
subordinate officers or work unit service levels; coordinates law enforcement activities with other
agencies; and as designated representative, participates in committee or community activities to
contribute to discussions regarding police services.
Reviews reports prepared by subordinate officers and supervisors; analyzes levels of criminal
activity and ensures required follow-up (preparation, notification, etc.) is initiated on a timely basis.
Develops and participates in the conduct of officer training to ensure staff maintains law
enforcement knowledge and skills; as assigned, prepares or directs the preparation of training
manuals and instructional materials.
Participates in the development of work unit goals and objectives; participates in the development
and administration of work unit budgets.
Supervises and participates in personnel investigations and background checks; supervises the
City's emergency services, and crime prevention programs.
Works with community groups and representatives in the development and administration of
programs designed to address societal problems associated with crime and its prevention.
Provides information on police incidents, operations and services to the press, general public, and
other interested parties.

QUALIFICATION GUIDELINES
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and
abilities necessary for satisfactory job performance. Example combinations include five years of
experience in law enforcement and equivalent to completion of a bachelor's degree with a major
in police science, public administration, or a related field.
Possession of or proof of application for a POST Supervisory Certificate which requires at least
two years in a responsible supervisory capacity, at the Sergeant level, at time of appointment.
Knowledge, Skills and Abilities
Thorough knowledge of law e nforcement principles, practices, and techniques; causes,
prevention, and control of delinquency; traffic enforcement and education; rules of evidence,
rights of citizens and prisoners; laws pertaining to search, seizure, and arrest; court procedures;
public relations techniques; interagency communication/ assistance techniques and practices;
principles and practices of police administration; patrol methods, criminal investigation and
identification techniques; physical layout and composition of the City i ncluding special law
enforcement problems. Considerable knowledge of Vehicle and Penal Codes; City personnel
administration policies and procedures; principles of supervision.
Ability to communicate clearly and concisely, both orally and in writing; res earch and prepare
complex reports on a variety of subjects; establish and maintain effective relationships with the
community at large, the City Council, and other public officials; supervise a unit or section of the
Police Department; select, train, supervise and evaluate employees; represent the City in a
variety of meetings; make decisions regarding operational and personnel functions; operate
programs within allocated amounts; respond to emergency and problem situations in an
effective manner; understand, explain and apply policies and procedures; analyze unusual
situations and resolve them through application of management principles and practices; deal
constructively with conflict and develop effective resolutions; plan and enforce a balanced
budget; develop new policies impacting department operations/procedures; obtain information
though interview and interrogation; use and care of firearms.
Special Requirements: Possession of or ability to obtain a Class C California driver's license and
a satisfactory driving record.
