PAZUSiV CONSENT CALENDAR D-9 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: SAM GONZALEZ, CHIEF OF POLICE VIA: JAMES MAKSHANOFF, CITY MANAGER DATE: SEPTEMBER 3, 2013 SUBJECT: INTEROPERABLE RADIO CONSOLE BASE STATIONS RECOMMENDATION • It is recommended that the City Council approve the purchase of radio equipment to upgrade the Azusa Police Department dispatch center consoles to allow compatibility with new encrypted radio technology. BACKGROUND Homeland Security grants have been utilized during the past several years to purchase interoperable encrypted portable and mobile radios to allow the police department to migrate towards this specialized equipment to enhance event and incident management and strengthen the ability of Law Enforcement Agencies to communicate with each other. The Police Department now needs to upgrade its dispatch center consoles with this new radio technology. The following compatible radio equipment is needed to complete the project: 3 Motorola Dispatch Console Radios and Support Equipment TOTAL: $ 27,523.08 The Motorola equipment will be purchased from Motorola Solutions, c/o Public Safety Technologies (dba Communications Center) located at 719 Arrow Grand Circle, Covina, CA 91722. The purchase of these radios is based on the Master Purchase Agreement Pricing 2012 - 2015, contract#MA-IS-1240419-1, dated 06/27/12, with pre-negotiated pricing between Los Angeles County and Motorola, Inc. FISCAL IMPACT The purchase of this radio equipment in the amount of$27,523.08 will be funded from the Asset Seizure Fund,Account No. 28-20-310-041-7135. MAKSHANOFF, CITY MANAGER DATE: SEPTEMBER 3, 2013 SUBJECT: APPOINTMENT OF RETIREE TO TEMPORARILY FILL A CRITICAL POSITION FOR THE CITY OF AZUSA RECOMMENDATION Appoint Esther Grijalva, no earlier than September 9, 2013, as a temporary part-time Accountant and certify that the appointment is necessary to fill a critical position for the City of Azusa in compliance with recent state-wide pension reform laws (AB 340). BACKGROUND The Public Employees Pension Reform Act (PEPRA)(AB 340 Furutani, Chapter 296, Statutes of 2012) makes substantial and wide-ranging changes to the public employee pension laws in California. One of those changes requires retired persons to sit out for at least 180 days before returning to work for an employer in the same retirement system from which they receive a retirement allowance [Govt. Code Sect. 7522.56(f)]. An exception can be made if the governing body certifies that the nature of the employment and that the appointment is necessary to fill a critically needed position and the 180 days has not yet passed. This also requires governing body approval in a properly noticed public meeting and cannot be placed on a consent calendar [Govt. Code Sect.7522.56 (f) (1)]. This measure also provides that a retiree that accepted a retirement incentive (e.g., Golden Handshake or cash incentive) upon retirement must sit out the 180 days and the exception cannot be used [Govt. Code Sect. 7522.56 (g)]. Page 1 of 2 The City's annual audit is scheduled for the first week in November. In order for the Finance depaitment to prepare audit schedules in a timely manner, it is critical that they re-employ Esther Grijalva, to complete bank reconciliations and other audit schedules that she performed as an accountant before retiring in July 2013. Her vacated position is not expected to be filled, at the soonest, until November 2013. FISCAL IMPACT The expected cost of this part-time special assignment is approximately $2,605 and is offset by a projected salary savings of $17,370. The Department proposes to utilize Ms. Grijalva for this special assignment for 4 weeks at no more than a total of 80 hours. BACKGROUND: Transmitted herewith is the City Treasurer's Statement of Cash Balances for the City of Azusa for the month of June 2013. City investments are made in accordance with the City's Investment Policy adopted and approved with Resolution No. 05 —C16 dated, February 4, 2013, and Government Code Section 53600 et seq. FISCAL IMPACT: The balances of cash, investments, and projected revenues for the next six months are expected to be sufficient to meet cash disbursement requirements of the City for at least the next six months.
