NOTICE TO THE PUBLIC FOR REGULAR MEETING In compliance with Government code Section 54957.5, copies of staff reports or other written documentation relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E. Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.ci.azusa.ca.us. Persons who wish to speak during the Public Participation portion of the Agenda or on a Public Hearing item, shall fill out a card requesting to speak and shall submit it to the City Clerkprior to 7:30 P.M.; cards submitted after will not be accepted. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda as an item outer titan a public hearing item. Members of the audience will have the opportunity to address the city council/agency board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the council/agency board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The council/agency board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes. C. REPORTS UPDATES AND ANNOUNCEMENTS FROM STAFF/COUNCIL 1. City Clerk: Update on applications received for Cultural and Historical Preservation Commission and Request if the City Council would like to set a time and date to hold the interviews of applicants. D. SCHEDULED ITEMS 1. CONTINUED PUBLIC HEARING FROM JANUARY 16, 2018 - MITIGATED NEGATIVE DECLARATION GENERAL PLAN AMENDMENT GPA -2016-01 FIRST READING FOR ZONE CHANGE (Z-2016-01), MINOR USE PERMIT (MUP-2016-12), DESIGN REVIEW (DR - 2016 -23), VARIANCE (V-2017-07), AND AFFORDABLE HOUSING CONTRACT APPLICATION TO ALLOW THE CONSTRUCTION OF SIXTY (60)„SENIOR HOUSING APARTMENTS. THE PROPOSED PROJECT INCLUDES A GENERAL PLAN AMENDMENT FROM NG2 LOW DENSITY RESIDENTIAL TO DE EDGEWOOD DISTRICT, AND A ZONE CHANGE FROM NG2 LOW TO DE EDGEWOOD DISTRICT. IN ADDITION THE PROPOSED PROJECT INCLUDES A MINOR USE PERMIT FOR THE SENIOR APARTMENTS AND A VARIANCE TO REDUCE THE PARKING REQUIREMENTS. -LASTLY, THE PROPOSED PROJECT IS A SEEKING DENSITY BONUS AND ONE CONCESSION PER GOVERNMENT CODE SECTIONS 69515 THROUGH 69518. SIX UNITS ARE AFFORDABLE HOUSING. THE PROJECT IS LOCATED AT 360, 410 AND 416 E. GLADSTONRE STREET. RECOMMENDED ACTION: 1) Open the public hearing, receive public testimony, close the public hearing; and 2) Adopt the following Resolutions: a) Resolution No. 2018-C17, Mitigated Negative Declaration b) Resolution No. 2018-C18, General Plan Amendment No. GPA -2016-01; c) Resolution No. 2018-C 19, Affordable Housing Agreement; d) Resolution No. 2018-C20, Design Review No. DR -2016-23; e) Resolution No. 2018-C21, Minor Use Permit No. MUP-2016-12; f) Resolution No. 2018-C22, Variance No. V-2017-07; 3) Introduce for first reading, read by title only, and waive further reading of Ordinance No. 2018-01; AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA APPROVING ZONE CHANGE NO. Z-2016-01 AND REVISING THE CITY'S ZONING MAP (FIGURE 1 OF CHAPTER 88 OF THE CITY'S MUNICIPAL CODE) TO REFLECT THE APPROVAL 3/5/2018 -3 - 2. LETTER OF SUPPORT FOR US POSTAL SERVICE TO MAINTAIN AN OFFICE IN THE CITY OF AZUSA. (ORAL REPORT) RECOMMENDED ACTION: That City Council send a letter to the US Postal Service that they maintain a office in Azusa once their current lease expires. E. CONSENT CALENDAR The Consent Calendar adopting the printed recommended actions. will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. MINUTES OF THE REGULAR MEETING OF FEBRUARY 24 2018. RECOMMENDED ACTION: Approve minutes as written. 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED FEBRUARY 15, 2018 THROUGH FEBRUARY 28, 2018. RECOMMENDED ACTION: Adopt Resolution No. 2018-C23 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules Section 5.7.5 and applicable Memorandum of Understanding(s). 4. AUTHORIZATION TO PURCHASE FLASHING BEACONS FOR CROSSWALKS. RECOMMENDED ACTION: Authorize Staff to purchase ten (10) SignAlert Push 2 Cross systems from Hi -Way Safety in an amount not to exceed $36,581.81. 5. APPROVE A MEMORANDUM OF UNDERSTANDING BETWEEN THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY AND THE CITY OF AZUSA FOR PARTICIPATION IN THE NATIONAL TRANSIT DATABASE REPORTING. RECOMMENDED ACTION: Approve a Memorandum of Understanding between the City of Azusa and Los Angeles County Metropolitan Transportation Authority for participation in the Nation Transit Database; and Authorize the City Manager to execute, in a form acceptable to the City Attorney, the MOU on behalf of the City. 3/5/2018 - 4 - 6. AUTHORIZATION TO SOLICIT PROPOSALS TO PROVIDE PROFESSIONAL SERVICES FOR THE CITY OF AZUSA COMMUNITY DEVELOPMENT BLOCK GRANT FUNDED HOUSING REHABILITATION PROGRAM I(COMMUNITY DEVELOPMENT BLOCK GRANT PROJECT (CDBG) 601168-181.. RECOMMENDED ACTION: Authorize Staff to solicit a Request for Proposals to provide housing rehabilitation program administration and management consulting services for CDBG Project 601168-18, Housing Rehabilitation beginning July 1, 2018 through June 30, 2019. 7. ADOPT RESOLUTION SUPPORTING THE REDUCING CRIME AND KEEPING CALIFORNIA SAFE ACT OF 2018. RECOMMENDED ACTION: Adopt Resolution No. 2018-C24 supporting the Reducing Crime and Keeping California Safe Act of 2018. F. SUCCESSOR AGENCY RELATED BUSINESS. 1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY DATED FEBRUARY 1 2018 THROUGH FEBRUARY 28 2018. RECOMMENDED ACTION: Adopt Resolution No. 2018-R04 allowing certain claims and demands to be paid out of Successor Agency Funds. G. ADJOURNMENT.
