Present at roll call: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones, City ROLL CALL Attorney Snidow and City Clerk. Absent: None Each member present acknowledged receipt of written copies of the minutes of the regular meeting of August 200 1951 and the Special Meeting of August 30, 1951. The Mayor asked MINUTES APPROVED if there were any objections or corrections to said minutes. There being none, the ' minutes of August 201, 1951 and August 30, 1951, were goproved as written. A petition with 41 signatures attached there- to advising Council the property owners on Fifth Street between Virginia Avenue and Coney Avenue did not object to the granting ROY E. POTTE21S REQUEST of a zone variance to Mr. and Mrs. Roy E. I'OR A ZONE VARIANCE Potter, aithorizing them to engage in the GRbNTED business of upholstering furniture in the garage in the rear of their lot, was read. Moved by Councilman Ortuno, seconded by Councilman Memmesheimer the City Attorney be instructed to prepare a resolution granting a variance from an R-1 to a C-3 use, with the follow- ing provisions: Work in the shop must not begin before 7:30 A.M. az d must cease by 10:00 P.M. The Fire Chief to designate the restrictions necessary to eliminate a fire hazard. The variance to be granted to Mr. & Mrs. Roy E. Potter and not transferable. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None A petition, with 58 signatures attached thereto, protesting theerection of a Lutheran Church on property described as Lot 8 and the So. 82.55' of Lot 9 in Tract 627,.was presented. - Moved by Councilman Jackson, seconded by Councilmen Memmesheimer Council take this protest under advisement until the neat regular meeting of Council. Noes: None Absent: None A petition, with 55 signatures attached thereto, requesting the installation of curbs on both ' sides of Bayless Street, was offered. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer this matter be referred to the City Engineer to check aid report back at the next regular meeting of Council. Moved by Councilman Jackson, seconded by CREATION OF ALLEY Councilman Seltzer this recommendation TAKEN UNDER ADVISELMNT be tabled for future consideration. Keith Molsberry offered a protest to the parking ruling recently enforced which bans parking along the north side of Lime Street. Moved by Councilman Jackson, seconded by Councilmsc Ortuno the City Attorney be instructed to prepare a resolution rescinding Resolution No. 2531 which prohibits parking PARKING ON LME STREET on the north side of Lime Street and to draw a resolution sithorizing parking on the north side of Lime Street, prohibiting park- ing on the south side. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None . Absent: None The Planning Commission recommended that Mrs. M. Blatchley be granted permission to erect a dwelling containing 664 sq. ft. on property described as Lot 239 Block 28. ' Moved by Councilman Memmesheimer, seconded by Councilman Jackson this recommendation IS BLATCHLEY'S REQUEST be tabled for further consideration. Absent: None The Planning Commission recommended the Universal Western Chemical Corporation be granted a Special Use Permit to operate a chemical plant located,on property described as 2 acres more or less along the westerly line of Motor Avenue. Mr. J. Seruto addressed Council stating that SPECIAL USE PERMIT TO the waste disposal was not a problem at the UNIVERSAL WESTERN present time; that the company would manu- CHEMICALS CORP. facture plastics and other materials. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer the City Attorney be instructed to prepare a resolution granting a Special Use Permit to the Universal Western Chemical Corporation similar to the resolution drawn for Nobell Resins Company. ' Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None The Planning Commission recommended Guy G. Harr and Charles H. Lee be granted a gone variance from an R-1 to an R-3 use on property described as the E. of Lots 25 and 26, Block 54. and the W. � of Lots NAZARENE CHURCH GRANTED 25 and 269 27 and 28 and the N. of Lot ZONE VARIANCE ��9}iElc _ _ _ CITY HALL, AZUSA, CALIFORNIA, TUESDAY, 29, all in Block 5!}. Moved by Councilman Seltzer, seconded by Councilman Ortuno the City Attorney be instructed to draw a resolution granting a zone variance from an R-1 to an R-3 use for the erection of a Nazarene Church only. Sei]lop be granted permission to erect a�910 sq, ft. dwelling on Lot 48, Tract 7625. Moved by Councilman Seltzer, seconded by Councilman Ortuno Council accept the re- commendation of the Planning Commission end Mr. Seilkop be granted permission to erect a 910 sq. ft. dwelling on Lot 48, Tract 7625. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None The Clerk announced that two bids had been received in answer to Notice Inviting Bids on a sedan for use in the Police Department. Moved by Councilman Memmesheimer, seconded by Councilman Jackson the bids be now opened, examined and publicly declared. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None BUD MILLER R. W. DAVIS Moved by Councilman Memmesheimer, seconded by Councilman Ortuno the bid of R. W. Davis be accepted and the City Clerk instructed to return the bid check to the unsuccessful bidder. Noes: None Absent: None Specifications prepared by the City Engineer for proposed contract for the collection and disposal of rubbish was discussed. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer the City Clerk be authorized and instructed to advertise for bids on the collection and disposal of rubbish, notice to be published September 13th and 20th, bids to be opened -at a re- gular adjourned meeting on September 24, 1951. Noes: None Absent: None The matter of releasing Bond No. 20653 (Roscoe Moss Company) to the Pacific Indemnity Company, was discussed. Engineer Brooks and Supt. Hanemann, Chief Valuation Engineer for the Los Angeles County Flood Control District, relative to certain property needed for the construction of Little Dalton Wash, between Azusa Avenue and -Pasadena Avenue, was read. _ - Moved by Councilman Memmesheimer, seconded by Councilman Seltzer this matter be referred to the City Attorney to report back at the next regular meeting of Council. Absent: None A 'Notice of the Inauguration" by the Pacific Electric Rdlway Company, of Motor ' Coach Service, effective Sunday, September 30, 1951, was offered and ordered_plaoed on file. A letter from C. E. Hecox of 14.39 W. Park Avenue, Redlands, relative to citation No. 7208s was referred to Police Chief Hendrick. "Notice of Hearing on Protest" in the matter of an off -sale liquor license -to Jack M. Grossman at 607 N. Azusa Avenue, was read and ordered placed on file. A report on the condition of the swimming pool was read and ordered placed on file. A letter from Ray E. Lee, Chief Clerk of the Board of Supertsors, relative to Uniform Air Raid Warning Devices for Civil Defense, was read and ordered placed on file. Street Superintendent Wolfe advised Council that he had employed Luis Miranda as a maintenance man and requested confirmation on this employment. Moved by Councilman Jackson, seconded by Councilman Memmesheimer Luis Miranda be em- ployed on a probationary -basis, his salary set at the first step of the approved pay plan or $218.00 per month, effective August 1, 1951. The Personnel Board recommended that Carlos Ruiz be restored to his former position as ' maintenance man and paid $231.00 per month, effective August -27, 1951.
