HomeMy WebLinkAboutD-1 Staff Report - City Manager Employment Agreement and AppointmentSCHEDULED ITEM D-1 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: DON PENMAN, INTERIM CITY MANAGER DATE: FEBRUARY 20, 2018 SUBJECT: APPROVAL OF CITY MANAGER EMPLOYMENT AGREEMENT AND APPOINTMENT OF CITY MANAGER SUMMARY: The City Council has selected Sergio Gonzalez as its leading candidate to become the next City Manager of Azusa. Per the City Council's direction, the Interim City Manager and City Attorney have drafted the attached Employment Agreement between the City of Azusa and Mr. Gonzalez. If the City Council approves Mr. Gonzalez appointment and the Employment Agreement, Mr. Gonzalez would become the City's next City Manager effective April 2, 2018. The proposed actions requests that the City Council appoint Sergio Gonzalez as City Manager, effective April 2, 2018 and approve the attached City Manager Employment Agreement between the City of Azusa and Mr. Gonzalez, with any non- substantive changes made by the Interim City Manager or City Attorney. RECOMMENDATION: Staff recommends the City Council take the following actions: 1)Adopt Resolution No. 2018-C14 approving the attached City Manager Employment Agreement subject to any non-substantive changes made by the Interim City Manager or City Attorney and appoint Sergio Gonzalez to position of City Manager and Executive Director to the Successor Agency to the Former Redevelopment Agency, and the Public Financing Authority. DISCUSSION: The City of Azusa with the assistance of Peckham & McKenney, Inc. conducted a recruitment to fill the position of City Manager. A total of eighty (80) applicants applied for the position. The City Council interviewed their top six (6) candidates and then conducted another interview with the top three (3) and it was determined that Mr. Sergio Gonzalez was the recommended candidate to fill the position. Mr. Gonzalez has considerable experience in municipal management including over six (6) years as a City Manager for the cities of South Pasadena and Hermosa Beach. A general background investigation has been conducted and an offer of employment has been extended to Mr. Gonzalez. APPROVED CITY COUNCIL 2/20/2018 City Manager Employment Agreement February 20, 2018 Page 2 The attached Employment Agreement provides the terms and conditions of employment negotiated between the City and Mr. Gonzalez. Some of the major points included in the Agreement are the following: • Annual salary of $214,000 • Participation in the City’ Flexible plan with a City contribution of $1,346 per month. • Participation in the CalPERS retirement program with an employee contribution of 7%. • City contribution of $500 per month into a City-selected deferred compensation plan. • Vehicle allowance of $500 per month. • Technology allowance of $250 per month. Employee will provide his own personal devices for use outside the office. • Initial credit of forty (40) hours of sick leave and maximum accrual of 1,040 hours. No cash value for accrued sick leave. • Eighty (80) hours of administrative leave. FISCAL IMPACT: Funds are available within the current budget for fiscal year 2017/18. Reviewed and Approved: Don Penman Interim City Manager Attachment: 1) Resolution No. 2018-C14 Employment Agreement RESOLUTION NO. 2018-C14 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, APPOINTING SERGIO GONZALEZ AS CITY MANAGER AND APPROVING A CITY MANAGER EMPLOYMENT AGREEMENT WHEREAS, the City Council has determined that Mr. Sergio Gonzalez is qualified to serve as City Manager for the City of Azusa; and WHEREAS, the City Attorney has prepared the attached City Manager Employment Agreement which sets forth the compensation, duties and other terms and conditions which shall apply to Mr. Sergio Gonzalez employment as City Manager; and WHEREAS, in accordance with Azusa Municipal Code Chapter 2, Article III, Division 2, the City Council desires to appoint Mr. Sergio Gonzalez as City Manager, as well as to approve the City Manager Employment Agreement attached to this Resolution as Exhibit “A.” THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Appointment of City Manager. The City Council appoints Mr. Sergio Gonzalez as City Manager. SECTION 2. Approval of City Manager Employment Agreement. The City Council approves the City Manager Employment Agreement between the City of Azusa and Mr. Sergio Gonzalez, which is attached hereto as Exhibit “A” and incorporated herein by reference. SECTION 2. Effective Date. This Resolution shall take effect immediately upon adoption.
