HomeMy WebLinkAboutE-6 Staff Report - Stop Sign at Gardenia and Desert WillowCONSENT ITEM E-6 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: DON PENMAN, INTERIM CITY MANAGER FROM: DANIEL BOBADILLA, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: FEBRUARY 20, 2018 SUBJECT: APPROVE THE INSTALLATION OF FOUR-WAY STOP CONTROL AT THE INTERSECTION OF GARDENIA DRIVE AND DESERT WILLOW ROAD SUMMARY: The intersection of Gardenia Drive and Desert Willow Road is currently controlled by stop signs in the east and west directions, with no stop control in the north and south directions. Several residents have requested a four-way stop controlled intersection to improve vehicle and pedestrian safety given the close proximity to a park. Following this request, a stop sign analysis was conducted to determine if four-way stop control was warranted. The analysis concluded that four-way stop control was not warranted. However, site conditions and factors have changed in the last couple of years that now warrant four-way stop control. The proposed action will approve the installation of four-way stop control at the intersection of Gardenia Drive and Desert Willow Avenue. RECOMMENDATION: Staff recommends the City Council take the following action: 1)Approve the installation of four-way stop control at the intersection of Gardenia Drive and Desert Willow Avenue. DISCUSSION: The installation of a new stop sign requires the satisfaction of certain requirements, or warrants, set by the California Manual on Uniform Traffic Control Devices (CA-MUTCD). Stop signs may be installed if a minimum of one of the following warrants required under the CA-MUTCD are satisfied: •Minimum traffic volume on street approaches to the intersection •Minimum volume of pedestrians crossing at the intersection •Speed of traffic through the intersection •Number of accidents at the intersection •Potential sight obstructions at the intersection APPROVED CITY COUNCIL 2/20/2018 Four-Way Stop Control at Gardenia Drive and Desert Willow Road February 20, 2018 Page 2 The intersection of Gardenia Drive and Desert Willow Road is currently controlled by stop signs in the east and west directions, with no control in the north and south directions. In 2015, Public Works Staff received requests from residents living in the neighborhood to convert the intersection into a four-way stop control. Following this request, a stop sign analysis was conducted to determine if four-way stop control was warranted. The analysis concluded that four-way stop control was not warranted. However, site conditions and factors have changed in the last couple of years that now warrant four-way stop control. The site conditions and factors include: • Increased number of pedestrians due to the completion of Citrus Grove Park, located at the southeast corner of the subject intersection. • Increased number of motorists as a result of additional homes constructed. • Tree growth near the intersection has created sight distance restrictions for motorists and pedestrians. Installation of the proposed stop signs will mitigate sight distance restrictions, meet driver expectations in the area, and generally provide a higher level of vehicle and pedestrian safety. FISCAL IMPACT: The proposed stop signs, striping, and pavement legends will cost approximately $5,000. Sufficient funds are available in the Street Maintenance budget to cover this expense.
