SUBJECT: DISCUSSION AND DIRECTION REGARDING INSTALLATION OF
BALLFIELD NETTING AT GLADSTONE PARK LOCATED AT 414 S
PASADENA AVE
SUMMARY:
As directed by the City Council at the Special City Council meeting held on November 27, 2017,
the City held a public meeting on February 22, 2018 to gain public input regarding the
consideration of installing ballfield netting at Gladstone Park to reduce foul balls from going
beyond the field. Three residents were in attendance, two Parks and Recreation commissioners,
two league coaches, and four City staff. Concerns from the residents were expressed regarding
potential dangers of foul balls traveling beyond the field and park into residential areas. The
potential installation of 50’netting extending the length of the field from the snack bar behind
home plate to the end of right field, was discussed. Additionally, an estimated cost of $50,000 to
install the netting has been received by Staff. The proposed action requests that the City Council
discuss the matter and provide direction to Staff.
RECOMMNEDATION:
Staff recommends the City Council take the following action:
1) Discuss and provide direction to Staff.
DISCUSSION:
In response to resident concerns, research identifying the mitigation of foul balls going beyond
the ballfield at Gladstone Park has been conducted. Two primary solutions were identified, 1) a
canopy extending over home plate and into the diamond; and 2) netting extending the length of
the ball field, from behind home plate to the end of right field, and 50’high.

The first option, was rejected, as this structure would impact the playability of balls during
games. Renderings of the fifty foot (50’) high netting structure is presented in the attachments.
The installation of this type of structure would cost approximately $50,000.
It is also anticipated that construction could take from one to two weeks depending on weather.
One side of the street adjacent to the potential construction area, the north side of Russell St., just
east of Pasadena Ave., would be impacted during construction, and would most likely be closed
to traffic and parking during that time.
FISCAL IMPACT:
The estimated cost of installation of the netting is $50,000. If directed by the City Council to
pursue this project, at this time, there are sufficient funds available in general fund reserves this
fiscal year. However, if the project can be scheduled for a later time, Staff can seek funding
through Measure A, the Safe, Clean, Neighborhood Parks and Beaches Measure, which was
approved by Los Angeles County voters in November of 2016, which is anticipated to be
available the end of the calendar year.
