SUBJECT: CLASS SPECIFICATION REVISION AND TITLE CHANGE – BUILDING
INSPECTOR
SUMMARY:
On March 13, 2018, the Personnel Board met and approved the attached revised classification
specification and title change for Building Inspector. The proposed action approves these
revisions.
RECOMMENDATION:
Staff recommends the City Council take the following action:
1)Approve the attached classification specification revisions and title change for the
Building Inspector position.
DISCUSSION:
After an unsuccessful recruitment process for Building Inspector, the department along with
Human Resources reviewed the existing Building Inspector specification in comparison with
many local agencies and it is recommended that the City change the Building Inspector
classification into a flexibly staffed series, Building Inspector I/II.

By doing this, not only is the City aligning itself with the Building industry, the City is also
creating promotional opportunities where Staff can grow professionally with the City.
Staff recommends Range 4196, $5,361.39 - $6,468.14 for Building Inspector I and the existing
Range 4199, $5,517.01 - $6,657.27 for Building Inspector II. While the spread of the 2 ranges
are not 5%, a recommendation to correct the compaction will be considered in the 2018/2019
budget year, providing funds are available.
This recommendation was reviewed and approved by the Azusa City Employees Association
(ACEA) Bargaining Unit.
FISCAL IMPACT:
Funding for this position and series has been included in the adopted budget for Fiscal Year
2017/2018. Funding to address the compaction between the ranges will be brought before the
City Council for approval at the 2018/2019 budget meeting.

BUILDING INSPECTOR I / II
DEFINITION
Under general and/or immediate supervision from the Building Official or from other
supervisory or management staff, performs conducts building inspections and checks
construction, alteration, or repair of buildings and other structures; enforces building,
plumbing, electrical, mechanical codes, zoning codes and other related ordinances;
performs related duties as required.
CLASS CHARACTERISTICS
Building Inspector I - This is the entry level class in the Building
Inspector series. This class is distinguished from the Building Inspector II
by the performance of the less complex inspections assigned to positions
within the series such as the inspection of residential and small
commercial buildings. Because this class is typically used as an entry or
training class, employees may have limited or no directly related work
experience. An employee in this class is expected to read and interpret
building plans and codes and have a working knowledge of plumbing, air
conditioning electrical and building construction.
Building Inspector II – This is the full journey level class within the
Building Inspector series. Employees within this class are distinguished
from the Building Inspector I by the performance of the full range of
duties including exercising some functional and technical supervision
over Building Inspector I’s. Employees at this level are fully aware of the
operating procedures and policies of the work unit. Appointment to the II
level requires that the employee be performing the full range of duties
assigned to the class.
ESSENTIAL FUNCTIONS
These functions may not be present in all positions in this class. When a position is to be
filled, the essential functions and level at which the position is to be filled will be noted in
the announcement of position availability.
Performs inspections of various phases of residential, industrial, and commercial building
construction for compliance to the various building codes; reviews plans and issues
permits.

Field checks electrical, plumbing, and mechanical plans, layouts, and site plans of
residential, industrial and commercial buildings for proper installa tion and use of materials
to ensure compliance to appropriate codes.
Checks building plans and specifications for residential and commercial structures for
compliance with applicable Building, Electrical, Plumbing, Occupancy, and Zoning Codes;
checks for grade and quality of materials used in construction.
Inspects and approves work at each of the required stages of completion and orders
corrective action if necessary; makes final inspections for compliance to pertinent laws,
regulations, and codes; prepares reports of inspections and work completed ; investigates
code violations, posts "Stop Work" notices, and prepares reports of findings.
Maintain files of inspections and issued permits; review files for inactive, revoked or expired
permits and code violations; initiate action against expired perm its or to correct code
regulations.
Advises and interprets codes to laymen, contractors, architects, and others as required;
coordinates construction progress with other City departments or divisions and outside
agencies.
Coordinates inspection activities with other City departments; assists in the conduct of
zoning and general land use and code enforcement inspection work as assigned.
MARGINAL FUNCTIONS
These are position functions which may be changed, deleted or reassigned to
accommodate an individual with a disability.
QUALIFICATIONS GUIDELINES
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills,
and abilities necessary for satisfactory job performance. Example combinations include
but are not limited to: Graduation from high school or GED equivalent , successful
completion of an acceptable course(s) in building technology.
Building Inspector I – Minimum of one year of experience in commercial, industrial and
residential building construction.
Building Inspector II – Minimum of two years of experience as a combination building
inspector with a public agency.
Knowledge, Skills and Abilities
Building Inspector I –
Knowledge of related federal and state laws, rules, regulations, policies, and procedures;
building tools and materials; methods of building construction; accepted safety standards
and methods of building construction for commercial, industrial and residential buildings ;
building related codes and ordinances enforceable by the City, including the Uniform
Building code; Basic principles of structural design and engineering mathematics. Ability to
learn, interpret and apply pertinent Federal, State and local laws, codes and regulations;
learn and apply City codes and policies regarding zoning, environmental matters and other
regulations to field situations; learn to read and interpret complex building plans,
specifications and building codes; determine if construction systems conform to the City
code requirements; advise on standard construction methods and requirements for
residential, commercial and industrial buildings; communicate clearly and concisely, both
orally and in writing; understand and carry out oral and written directions; make arithmetical
computations rapidly and accurately; , apply technical knowledge and follow proper
inspection techniques to examine workmanship and materials and detect deviations from
plans, regulations, and standard practices; enforce necessary regulations, codes and
standards with tact; and establish/maintain cooperative working relationships with those
contacted in the course of work.
Building Inspector II – In addition to the qualifications for Building Inspector I -
Knowledge of City codes and policies regarding zoning, environmental matters and other
regulations; building related codes and ordinances enforceable by the City, including the
Uniform Building, Electrical, Plumbing and Mechanical Codes.; and accepted safety
standards and methods of building construction for commercia l, industrial and residential
buildings.
Special Requirements
Possession of or ability to obtain a Class C California driver's license and a satisfactory
driving record.
Building Inspector I – Pursuant to Health and Safety Code Chapter 7, Part 2.5, Division
13, Section 18949.28 (a) an ICC certification in one of the following must be obtained
within 12 months of hire: Residential Building Inspector B1, Commercial Building Inspector
B2.
Building Inspector II - Pursuant to Health and Safety Code Chapter 7, Part 2.5, Division
13, Section 18949.28 (c), possession of an International Code Council (ICC) certification
as a Building Inspector at the time of appointment.
These positions require a work schedule that includes half day inspections every
other Friday. The incumbent must also have the ability to work occasional
weekends, evenings and/or holidays as needed and be flexible in work hours.
Environmental Conditions
Work is performed in a standard office setting and in the field; field work may require
exposure to inclement weather conditions, dangerous machinery and chemicals, and
heights; incumbents may be required to work extended hours including evenings and
weekends from time-to-time.
Physical Conditions
Primary functions require sufficient physical ability and mobility to work in an office setting;
to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch,
reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight (up to
25 pounds); to operate office equipment requiring repetitive hand movement and fine
coordination including use of a computer keyboard; and to verbally communicate to
exchange information.
