RECOMMENDATION: Staff recommends the City Council take the following action: 1)Approve the attached classification specification revisions for the Director of Utilities position. DISCUSSION: Upon the retirement of the Director of Utilities, the Interim City Manager and Human Resources reviewed the classification specification and in addition to making changes to the essential functions so that they are a true reflection of the position, changes were made to the reporting structure as well as the minimum qualifications for the position. The original classification specification was last updated in 2009 and Staff recommends cleaning up the education language and adding a Master’s Degree as a desirable. Lacasella Daniel Bobadilla Senior Management Analyst Acting City Manager Attachment: 1) Classification Specification: Director of Utilities Page 1 of 3 CITY OF AZUSA DIRECTOR OF UTILTIES DEFINITION Under general direction, plans, organizes, and directs the activities of the Utilities Department; including customer services, power resource management, water and electric operations; serves as member of the City's management team; assumes additional responsibilities as assigned; and performs related duties as required. See Essential Functions below for further detail. ESSENTIAL FUNCTIONS The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices. Oversees and participates in the hiring of department employees; plans, organizes, and assigns work; develops and establishes work methods and standards; conducts or directs staff training and development; reviews and evaluates employee performance; implements disciplinary action as needed. Establishes policies and procedures relating to department activities; ensures that policies are administered equitably. Plans, directs, and coordinates department services; ensures that services are provided according to CAISO, Federal and State laws, ordinances, rules, and regulations. Prepares and directs the administration of the department budgets; establishes guidelines for the development of water and power rules and regulations and the issuance of bonds; and prepares and presents reports of a complex nature regarding water and power projects. Guides the development of comprehensive plans to satisfy future needs for department services, which involve assessment of needed construction or repair of City infrastructure and other related department services; supervises and participates in utility rate studies and develops and recommends changes to rates and fee structure. Confers with consultants and other agencies on regulatory and legislative matters affecting utility operations; participates in resource planning with other electric utilities including negotiations for intergrated power resources and for participating in joint ownership of generation and transmission facilities; directs and validates quality assurance and controls. Directs the design of systems and facilities; oversees construction activities; compiles estimates, contract provisions, and specifications; approves completed plans. Advises, and otherwise provides assistance to the City Council, City Manager, Utility Board, other City personnel and the public regarding issues related to water and power services and activities. Represents the Utilities Department or delegates such authority in relations with the community, advisory committees, local, State, and Federal agencies, other utility organizations. Stays abreast of changing industry trends, local and national economic conditions, and best practices; implements and manages changes as appropriate. As designated, serves as acting City Manager. CLASS CHARACTERISTICS This position reports to the City Manager and is responsible for the development and administration of programs designed to address primary areas of City service. The incumbent is expected to exercise independent judgment, wisdom, common sense, and initiative in establishing efficient and effective departmental operations consistent with City’s policies and administrative guidelines established by the City Manager. The incumbent must also function as a member of the City's management team and participate actively in addressing issues of concern to the City which at times may not have a direct impact on area of specialization. QUALIFICATION GUIDELINES Education and/or Experience Bachelor’s degree in Civil, Electrical, or Mechanic Engineering from an accredited college or university; Master’s Degree in a related field is desirable; and ten years of progressively responsible experience with electrical and water utilities, including five years of experience in an administrative or managerial capacity planning, directing and coordinating a major division of a government, business or utility organization. Knowledge and Skills Knowledge of planning, designing, maintenance, and construction of water and electric systems; electrical engineering; utilities maintenance programs; municipal organization, administration, budgeting, and cost accounting; modern principles and practices of management, personnel administration, staffing, supervision; principles and methods of financial planning, utility rate setting, and public utility accounting; applicable regulatory codes and laws related to the development, construction and operation of an electric and water utilities; techniques and methods of preparing designs, plans, specifications, estimates, and reports for proposed municipal facilities; electric and water utility operations. Ability to communicate clearly and concisely, both orally and in writing; research and prepare complex engineering and administrative reports on a variety of subjects; establish and maintain effective relationships with the community at large, the City Council, and other public officials; plan, direct, and coordinate water and power programs and manage a department; select, train, supervise and evaluate employees; represent the City in a variety of meetings; make decisions regarding operational and personnel functions; operate programs within allocated amounts; respond to emergency and problem situations in an effective manner; understand, explain and apply policies and procedures; analyze unusual situations and resolve them through application of management principles and practices; develop comprehensive plans to meet future City needs/services; deal constructively with conflict and develop effective resolutions; plan and enforce a balanced budget; develop new policies impacting department operations/procedures; interpret financial statements and cost accounting reports. MARGINAL FUNCTIONS These are position functions which may be changed, deleted, or reassigned to accommodate an individual with a disability. SPECIAL REQUIREMENTS Possession of and ability to maintain a valid Class C California Drivers License and a satisfactory driving record. A Licensed Professional Engineer in the State of California is desirable. Director of Utilities Class Specification Page 3 of 3 Environmental Conditions Work is performed primarily in a standard office setting; incumbents may be required to work extended hours including evenings and weekends from time-to-time. Physical Conditions Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to op erate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
