HomeMy WebLinkAboutE-4 Staff Report - Award Alosta Ave SubdrainCONSENT ITEM E-4 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: DANIEL BOBADILLA, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: APRIL 2, 2018 SUBJECT: REVISE FUNDING SOURCE FOR THE ALOSTA AVENUE SUBDRAIN PROJECT LOCATED BETWEEN ROCKVALE AVENUE AND FIFTH STREET– CIP 66515A SUMMARY: On February 5, 2018, the City Council authorized Staff to award the contract to install a subdrain on Alosta Avenue to All American Asphalt. The project was originally funded with Sewer Funds under project 66515A. After more thorough consideration, it has been determined that Sewer Funds are not an allowable expense for this project. The proposed action will change the funding source from Sewer to Utility Mitigation. RECOMMENDATION: Staff recommends the City Council take the following action: 1) Authorize CIP Project 66518A (Alosta Avenue Subdrain Project) to be funded with $57,679 of Utility Mitigation Fund (Fund 13) previously budgeted under Project 66515A (Sewer Fund- Fund 34). DISCUSSION: A section of distressed pavement has been observed along the eastbound lane of Alosta Avenue just east of Rockvale Avenue. The roadway shows distress in the form of excessive cracking over an approximately 100-foot long area, generally within the right (southern) lane. The existing cracks within the asphalt have water seeping out of them after rainfall events, and localized pumping of the pavement is observed when traffic passes over these areas. The proposed subdrain installation will serve to capture excess water in the subgrade and convey flows to a nearby catch basin. The contract for the work was awarded to All American Asphalt at the February 5, 2018 City Council meeting. The staff report reflected a carryover project, which was anticipated to be an allowable Sewer Fund expense. Subsequently, more thorough research has been performed and the project has been determined to not be an allowable Sewer Fund expense. APPROVED CITY COUNCIL 4/2/2018 Alosta Avenue Subdrain Project April 2, 2018 Page 2 FISCAL IMPACT: The funding source for the project was originally approved with Sewer Funds (Fund 34), which is not an allowable expense for this project. Staff is requesting authorization to fund the project with Utility Mitigation Funds (Fund 13). Upon Council approval, Staff will prepare a budget amendment and set up CIP Project 66518A (Alosta Avenue Subrain) with $57,679 in Utility Mitigation Funds and defund project 66515A (Alosta Avenue Subrain -Sewer Fund-Fund34).
