Present at roll call: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones, City Attorney Snidow and City Clerk. Absent: ROLL CALL None._ Each member present acknowledged receipt of a written copy of the minutes of September 4, 1951. The Mayor asked if there were any objections or corrections to said minutes. There being none, the minutes of September MINUTES APPROVED 4, 1951 were approved as written. A petition with 15 names of property owners in this city, offered in behalf of a variance in zoning classification from an R-1 to R-3 for church property, (building and parking) ZONE VARILNCE ON was submitted. LUTHERAN CHURCII The petition, filed with Council on September 4th, protesting the granting of a zone variance to the Lutheran Church on property described as the southerly 82.55 ft. of Block 9 and all of Block 8 in Tract #627 was again considered. Mr. Biere of #1211 Azusa Avenue, Mr. Daniels of #1213 Azusa Avenue and.Mrs. Fowler -of #1134 Azusa Avenue addressed Council, stating that they did not receive a notice of the Hearing pertaining to this matter, when it came before the Planning Commission. Moved by Councilman Memmesheim4 , seconded by Councilman Ortuno the request for zone variance be referred back to the Planning Commission with instructions to hold another Hearing and to notify all interested property owners of the date and place of Hearing. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Mr. H. K. Rogers of #755 Georgia Avenue re- quested permission to construct a.work shop on the rear of his lot. The size of the lot being 100' x 335' located. in az M-2 zone. MR. H. K. ROGERS, The City Attorney advised Mr. Rogers to contact REQUEST REFERRED TO the Building Inspector and then report to him. BUILDING INSPECTOR Mr. F. R. Moody, Chairman of the Ways and Means Committee, P. T. A., requested the City to in- stall lights and make proper connections for P.T.A. REQUEST GRANTED certain equipment to be used in connection with the annual carnival at the Slauson School. Moved by Councilman Seltzer, seconded by Councilman Ortuno the Superintendent of Light Department be instructed to make proper light connections and install lights needed for this occasion. POTTER FROM AN R-1 TO A C-3 USE -ON PROPERTY DESCRIBED AS THE EASTERLY 50 FEET OF THE WESTERLY 100 FEET OF LOT 959 TRACT 4474, LOCATED_BETWEEN VIRGINIA AND CONEY ON THE NORTH SIDE OF 5TH STREET,_677 FEET WEST OF VIRGINIA AVENUE IN SAID CITY OF AZUSA, AND AUTHORIZING THEM TO ENGAGE IN THE BUSINESS OF UPHOLSTERING FURNITURE IN THE GARAGE IN THE REAR OF THEIR LOT. 7:30 P�'O g Mr. Coon and Mr. Bess addressed Council in RESOLUTION No. 2548 protest of the granting of this variance and filed a petition with 11 nanes of property ADOPTED owners in this area protesting the rezoning of this property. Moved by Councilman Ortuno, seconded by Councilman Jackson this resolution be adolt ed as read and numbered Resolution No. 2548. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer, Jones. Noes: Councilman: Seltzer. Absent: None Mr. Dave Clark addressed Council requesting information relative to the City's appropriatioa to the Chamber of Commerce and what contri- butions were made by the local Chamber to' the State Chamber of Commerce. Councilman Memmesheimer advised Mr. Clark the local Chamber did not contribute to the State Chamber of Commerce. Mayor Jones said he would secure additional information and report at the next meeting of Council. Mrs. Marion Blatchley addressed Council re- lative to the recommendation of the Planning Commission that she be granted permission to erect a 684 sq. ft. dwelling on Lot 23, Block 28. Moved by Councilman Seltzer.Council accept the recommendation of the Planning Commission. This motion was lost for the lack of a second. Moved by Councilman Ortuno, seconded by Councilmsz Memmesheimer Council refer Mrs. Blatchley's request back to the Planning Commission with the recommendation they re- quire.a larger structure in this area. Councilman Jackson stated that he was not in favor of.a dwelling in this area. Council- man Memmesheimer said he thought it should be a spot for business. The motion carried by the following vote: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer, Jones. Noes: Councilman: Seltzer. Absent: None ' The representative of the Azusa Disposal Company requested information relative to the collection of rubbish in the business district. No action taken in this matter. Mr. Curtis Anderson, 1st Lt. Inf., State National Guard Reserve, informed Council that steps had been taken to secure the use of the Armory for the Azusa Police Department target practice and presented six copies of "License to Use State Armory". DAVE CLARK MARION BLATCHLEYIS REQUEST REFERRED BACK TO PLANNING COMMISSION AZUSA DISPOSAL COMT-ANY LICE14SE TO USE STATE ARMORY 9 CITY HALL, AZUSA$ CALIFORNIA, MONDAY, SEPTEMBER 17, 1951 Moved by Councilman Seltzer, seconded by Councilman Memmesheimer the Mayor be authorized and instructed to sign the °License to Use State Armory". Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None . Absent: None Fire Chief Madison reported that he and Police Chief Kendrick visited the present location of the Universal Western Chemical ' Company and found a laboratory only; no_building, no fire hazard and no offensive odors. He also informed Council that the proposed location of this Chemical Company on Motor Avenue will not have fire protection and recommended a fire proof building with an automatic sprinkler system. Councilman Memmesheimer offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,_COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, GRANTING.A_SPECIAL USE PERMIT TO THE UNIVERSAL WESTERN CHEMICAL CORPORATION TO CARRY ON A GENERAL CHEMICAL BUSINESS ON A PORTION OF LOT 12, SUBDIVISION NO. 21 AZUSA, LAND AND WATER COMPANY. Moved -by Councilman Ortuno, seconded by Councilman Seltzer this resolution be adopted as read and numbered Resolution No. 2549. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None The Clerk announced that three bids had been received in answer to Notice Inviting Bids on a police car. Moved by Councilman Memmesheimer, seconded by Councilman Jackson the bids be now opened, examined and publicly declared. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None R. W. DAVIS BUD MILLER'S MOTORPORT LEIGH ERSKINE FORD Chief Kendrick recommended that all bids be rejected. Moved by Councilman Jackson, seconded by Councilman Ortuno the bids on police car be rejected and the City Clerk instructed to ' return bid checks and to advise bidders that Council cannot accept personal checks submitted with a bid. Blanchard and E. E. McMahon recommended that Council accept proposal "B" and "C" listed on the ' appraisal offered by Marshal and Stevens, was read. Councilman Jackson recommended that the City authorize Marshal sad Stevens to make an appraisal of city -owned property for insurance purposes and to accept the re- MARSHAL AND STEVENS commendation of Mr. Blanchard and Mr. McMahon TO MAKE APPRAISAL on proposal "B" and "C" at a cost of $590.00. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer Council accept Council- man Jackson's recommendation. Moved by Councilman Memmesheimer, seconded by Councilman Ortuno this matter be referred to the City Attorney. Noes: None Absent: None A notice of the monthly meeting of the League COMPNICATIONS of California Cities was read and ordered ' placed on file. An offer from the Anaheim Disposal Company to collect rubbish was read. Moved and carried the City Clerk be instructed to send this company a bid proposal on the collection of rubbish. The monthly report of the Pomona Humane HU11ANE SOCIETY Society was offered and ordered placed on file. City Engineer Brooks reported on the petition for the installation of curbs on both sides of Bayless Street, and that he scheduled a meeting of -the property owners in the very near future. INSTALLATION OF CURBS ON BAYLESS AVE. A notice relative to tax deeded property on the county tax rolls, listed in the name of the City, was read. Moved by Councilman Jackson, seconded by Councilman Memmesheimer this matter be referred to the City Engineer to report back at the next regular meeting of Council. Fire Chief Madison reported that the American Cyanamid Company is constructing a new build- ing just outside the City's westerly limit," that possibly part of -the-structure wouldl tie' inside the City and part of it in County"" territory and if that were the case the -Fire, - Department would have to respond to a fire call., No action taken.
