General public comment will be provided for during the regular portion of the meeting beginning at 7:30 P. M. 1. NOTICE TO THE PUBLIC FOR REGULAR MEETING In compliance with Government code Section 54957.5, copies of staff reports or other written documentation relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E. Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.ci.azusaca.us. Persons who wish to speak during the Public Participation portion of the Agenda or on a Public Hearing item, shall fill out a card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted after will not be accepted. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this a Buda or are listed on this a ends as an item other than a public hearing item. Members of the audience will have the opportunity to address the city council/agency board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the council/agency board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The council/agency board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes. 4/16/2018 . 2- C. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL D. SCHEDULED ITEMS 1. CONSIDERATION OF ATHENS SERVICES' PROPOSED COMMERCIAL ORGANICS RECYCLING PROGRAM. RECOMMENDED ACTION: 1) Direct Staff to work with Athens Services to begin implementation of the Organics Waste Recycling Program, which includes incorporating the organics rates into the annual refuse rate adjustment for City Council consideration. 2. CONSIDERATION OF 2018 LEGISLATIVE PLATFORM AND STATE AND FEDERAL LEGISLATIVE PRIORITIES. RECOMMENDED ACTION: 1) Adopt the proposed 2018 City's Legislative Platform; and 2) Approve the proposed 2018 State and Federal Legislative Priorities. 3. DISCUSSION REGARDING 2018 SUMMER MEETING SCHEDULE. RECOMMENDED ACTION: 1) Discuss and provide direction to Staff. E. CONSENT CALENDAR The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECLU CALL ITEMS. 1. MINUTES OF THE REGULAR MEETING OF APRIL 2, 2018. RECOMMENDED ACTION: Approve minutes as written. 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY I)ATED MARCH 29 2018 THROUGH APRIL 11, 2018. RECOMMENDED ACTION: Adopt Resolution No. 2018-01 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 4/16/2018 - 3 - 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules Section 5.7.5 and applicable Memorandum of Understanding(s). 4. SCHEDULE OF CITY ANI) COMMUNITY EVENTS. RECOMMENDED ACTION: Receive and file schedule of City and community events. 5. ADOPT A RESOLUTION UPDATING THE SALES, USE AN]) TRANSACTIONS TAXES DISCLOSURE AUTHORIZATION LIST. RECOMMENDED ACTION: Adopt Resolution No. 2018-C32; A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, AUTHORIZING CERTAIN CITY OFFICIALS AND A CITY CONTRACTOR ACCESS TO SALES AND USE TAX RECORDS PURSUANT TO GOVERNMENT CODE 7056. 6. AUTHORIZATION TO SOLICIT PROPOSALS FOR AN OWNERS REPRESENTATIVE FOR THE PROMENADE AT CITRUS (890 THE PROMENADE. RECOMMENDED ACTION: Authorize Staff to solicit proposals for an Owners Representative and accept proposals from qualified firms. 7. AWARD A CONSTRUCTION MANAGEMENT,, PROJECT MANAGEMENT, AND INSPECTION SERVICES AGREEMENT FOR THE AZUSA LIBRARY AMERICANS WITH DISABILITIES ACT _ (ADA) COMPLIANT RESTROOM RETROFIT AND IMPROVEMENT PROJECT I(COMMUNITY DEVELOPMENT BLOCK GRANT PROJECT (CDBG) 601863-171. RECOMMENDED ACTION: Award a professional services agreement for a total not -to -exceed amount of $90,618, which includes a 10% contingency for potential change orders as needed, to Totum to provide construction management, project management, and inspection services for the Azusa Library ADA Compliant Restroom Retrofit and Improvement Project; and Authorize the City Manager to execute a professional services agreement, in a form acceptable to the City Attorney, on behalf of the City. 8. CONSIDERATION OF A PROFESSIONAL SERVICES AGREEMENT AMENDMENT WITH KOA CORPORATION FOR THE TRAFFIC MANAGEMENT SYSTEM PROJECT. RECOMMENDED ACTION: Approve an agreement amendment in the amount of $74,290, which includes a 10% contingency for potential change orders, increasing the not -to -exceed amount to $699,201, in a form acceptable to the City Attorney, on behalf of the City; and Authorize the City Manager to execute an agreement amendment with KOA Corporation, in a form acceptable to the City Attorney, on behalf of the City. 4/16/2018 - 4 - 9. CREATION OF NEW CLASSIFICATION — UTILITIES FINANCIAL SERVICES ANALYST. RECOMMENDED ACTION: Approve the attached class specification for the newly created classification of Utilities Financial Services Analyst. 10. ADOPT UPDATED AZUSA POLICE DEPARTMENT RECORDS RETENTION SCHEDULE AND DESTRUCTION OF OBSOLETE RECORDS. RECOMMENDED ACTION: Adopt Resolution No. 2018-C33 approving the Azusa Police Department Records Retention Schedule. 11. CONSIDERATION OF A RESOLUTION OF THE CITY OF AZUSA, CALIFORNIA, SETTING A PUBLIC HEARING TO CONSIDER THE CONVEYANCE OF THAT CERTAIN REAL PROPERTY LOCATED AT 600 AND 624 NORTH SAN GABRIEL, AZUSA (APN 8611-004-902, 903, 904, 905, 906, 9072, 9122, 913, AND 914) TO SUMMITROSE INVESTMENTS, LP AND HILLROSE INVESTMENTS, LP „PURSUANT TO GOVERNMENT CODE SECTION 37420 ET Ste• RECOMMENDED ACTION: Adopt Resolution No. 2018-04 making the required findings and setting the public hearing for May 7, 2018. 12. CITY TREASURER'S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE MONTH OF JANUARY 2018. RECOMMENDED ACTION: Receive, review, and file the City Treasurer's Report for the month of January 2018. 13. CITY TREASURER'S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE MONTH OF FEBRUARY 2018. RECOMMENDED ACTION: Receive, review, and file the City Treasurer's Report for the month of February 2018. 14. CONSIDERATION OF A RESOLUTION„ OF THE CITY OF AZUSA, CALIFORNIA, ELECTING TO RECEIVE ALL OR A PORTION OF THE TAX REVENUES PURSUANT TO HEALTH AND SAFETY CODE SECTIONS 33607.5 AND 33607.7 FOR THE MERGED CENTRAL BUSINESS DISTRICT AND WEST END REDEVELOPMENT PROJECT AREA. RECOMMENDED ACTION: Adopt Resolution No. 2018-C35 electing to receive a portion of the tax increments pursuant to Health and Safety Code Sections 33607.5 and 33607.7. 4/16/2018 - 5 - F. SUCCESSOR AGENCY RELATED BUSINESS. 1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY DATED MARCH 15, 2018 THROUGH APRIL 11, 2018. RECOMMENDED ACTION: Adopt Resolution No. 2018-R06 allowing certain claims and demands to be paid out of Successor Agency Funds. G. ADJOURNMENT. The meeting will be adjourned in memory of Mr. Ido A.
