SUBJECT: CONSIDERATION OF A PROFESSIONAL SERVICES AGREEMENT
AMENDMENT WITH KOA CORPORATION FOR THE TRAFFIC MANAGEMENT
SYSTEM PROJECT
BACKGROUND:
KOA Corporation is currently preparing professional engineering services for the Traffic Management
System Project. This project proposes to alleviate traffic congestion, improve traffic and pedestrian
safety, and reduce travel times, allowing vehicles to operate more efficiently with less impact to the
environment. During design, Staff and its consultant identified an opportunity to include improvements
at the intersection of Foothill Boulevard, Alosta Avenue, and Rockvale Avenue to the design of the
Traffic Management System. This action will authorize the City Manager to amend the professional
services agreement with KOA Corporation.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1)Approve an agreement amendment in the amount of $74,290, which includes a 10% contingency
for potential change orders, increasing the not-to-exceed amount to $699,201, in a form
acceptable to the City Attorney, on behalf of the City.
2)Authorize the City Manager to execute an agreement amendment with KOA Corporation, in a
form acceptable to the City Attorney, on behalf of the City.
ANALYSIS:
On April 3, 2017, the City Council awarded a professional services agreement to KOA Corporation for
the Traffic Management System Project. The project will modernize various signalized intersections
along major corridors in the City to improve local and regional traffic flow. The project improvements
include new radios, traffic controllers, wiring, conduits, fiber optics or wireless connections, traffic
signal poles, vehicle heads, pedestrian heads, video detection cameras, and a centralized traffic control

and monitoring system. These improvements will promote coordinated traffic operations with
neighboring cities and multi-jurisdictional collaboration with the ultimate goal of improving mobility
and alleviate congestion by remotely controlling the synchronization and timing of the intersections to
maximize traffic flow. This project will be funded with a $3,507,490 Proposition C Grant from the Los
Angeles County Metropolitan Transportation Authority 2011 Call for Projects.
This project is currently in the design phase. During this process, an opportunity was presented to
include improvements at the intersection Foothill Boulevard, Alosta Avenue, and Rockvale Avenue to
the Traffic Management System Project. Despite its significant location, this intersection is not
pedestrian friendly due to infrastructure barriers. These connectivity barriers prevent students and
residents from walking and biking through this particular area. In addition, the area has several sidewalk
gaps that force pedestrians onto streets to continue their journey. Furthermore, there is no crosswalk at
the intersection of Foothill Boulevard and Alosta Avenue, which is the corridor between the schools on
the north and the residential area on the south, causing several pedestrians to jaywalk across a road with
high traffic volumes. The improvements at this intersection will be funded with a $474,925 grant from
the Southern California Air Quality Management District’s Clean Transportation Local Government
Match Program.
Staff is seeking authority to amend the existing professional services agreement with KOA Corporation
to include design of the improvements at the intersection of Foothill Boulevard, Alosta Avenue, and
Rockvale Avenue.
FISCAL IMPACT:
The professional services agreement with KOA Corporation was originally awarded in the amount of
$624,911, which included a 10% contingency for potential change orders. The costs for the added scope
of services are $74,290, which include a 10% contingency for potential change orders. Staff requests a
revised not-to-exceed amount of $699,201, which includes the original award amount plus the added
scope of services. The original agreement was funded with Proposition C Grant Funds. There are
sufficient funds in this grant to cover the costs of this amendment.
