SERVICES ANALYST
BACKGROUND:
On April 10, 2018, the Personnel Board met and approved the creation of a new classification,
Utilities Financial Services Analyst. The proposed action approves class specification for the
newly created classification.
RECOMMENDATION:
Staff recommends City Council take the following action:
1)Approve the attached class specification for the newly created classification of Utilities
Financial Services Analyst.
ANALYSIS:
The Utilities Department maintains a 63.8 million dollar budget including Consumer Services,
Electric, Public Benefit Program, and Water funding. This position will provide accounting and
financial analytical support for the utility which will include performing accounting, financial,
budgeting, purchasing, rate design, project economics, contract administration and other related
business. This position will report to the Utilities Administrative & Financial Services Manager.
In an effort to help manage these different accounting functions, the Utilities Financial Services
Analyst position is being created.

The recommended salary range for this new classification is coded as 3306 and the
recommended monthly salary is as follows:

This position has been reviewed by the Azusa Middle Management Association (AMMA)
Bargaining Unit and approval was granted.
FISCAL IMPACT:

CITY OF AZUSA
UTILITIES FINANCIAL SERVICES ANALYST
DEFINITION
Reporting to the Utilities Administrative & Financial Services Manager, this is a professional
position in the Light & Water department responsible for providing accounting and financial analytical
support for the utility. This support will include, but not be limited to, performing accounting, financial,
budgeting, purchasing, rate design, project economics, contract administration and other related
business functions. The Utilities Financial Services Analyst performs a wide variety of complex
analytical and administrative duties in support of assigned functions within the department. See
Essential Functions below for further detail.
ESSENTIAL FUNCTIONS
As assigned, this position shall perform all, or parts, of the following activities:
Assist with Annual Departmental Budget preparation, administration and monitoring, including, but
not limited to: transfers and amendments; compile supporting documentation for budget
development and year-end carryover; monitor and analyze monthly expenditures/revenues and
preparing periodic budget variance analysis and reports.
Assist with analytical and other support for the utility’s rate design and cost-of-service studies:
perform economic analysis on consumption and demand based on customer profiles; assist in
evaluating the economics of various capital improvement projects and forecasts; conduct research
and assist in building analytical models for evaluating business changes impacting the utilities;
assist in developing computerized spreadsheets and custom design spreadsheets for project
analysis and reporting.
Review Accounts Payables against Budget and Purchase Orders and record accounting entries
for the Light & Water department; maintain vendor payment files; prepare and issue purchase
order requisitions and annual blanket purchase orders; track budget balances and purchase order
balances against actual payments to ensure compliance with purchasing and budgetary policies;
and follow up with City’s Finance department on payment status as necessary.
Prepare monthly invoices to ALW building tenants; compile expenses and utilities charge and
prepare additional rent statements; consolidate monthly facilities, administrative, and finance
activities in periodic Management reports;
Review completed work order project files for water and electric divisions; prepare demands for
refunding deposits to customers as necessary; and prepare journal entries to record project labor,
materials, installation and removal of utility assets.
Provide support for the Customer Care & Solutions Division consistent with their needs and the
business skill set for this position.
Other duties may include, but not be limited to:
Perform periodic internal control assessments of cash related control procedures to reduce
organizational risk.

Maintain database of departmental contracts including summary statistics.
Assist with division and/or department payroll functions.
Generate special reports from database to support cost of service studies, bond disclosure reports
and/or other data requests; and
Assist with project accounting and reporting in compliance with federal grant fund requirements.
CLASS CHARACTERISTICS
This single position class receives general supervision from the Utilities Administrative & Financial
Services Manager and is responsible for performing assignments in the areas of accounting,
financial analysis and reporting, budget preparation and budget monitoring,
purchasing/procurement, economic evaluations, auditing, contract administration, data
compilation/analysis, debt issues/disclosures and other related tasks, including the preparation of
recommendations and reports.
QUALIFICATION GUIDELINES
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and
abilities necessary for satisfactory job performance. Example combinations include:
The equivalent to a Bachelor’s Degree from an accredited college or university with major course
work in in public administration, business administration, economics, finance, or a closely related
field. Post graduate work is preferred.
Experience in analyzing and reporting the Annual Budget for a utility and/or governmental
jurisdiction is highly desirable. Four years of increasingly responsible accounting, financial
analysis, business report development, and/or budgetary experience, preferably in a public
utilities or local government. Post graduate work may be substituted on a year for year basis for
experience not to exceed two years.
Knowledge and Skills
Knowledge of principles and practices of accounting related to GASB and GAAP; principles and
practices of public administration; principles and practices related to budget programs and
payment systems; operations and functions of local government and public utilities; computer
equipment, data processing programs such as word processing , spreadsheet and database
applications, and sophisticated office machines; methods and techniques used in public sector
budget administration and analysis; research and report preparation and basic statistics; and
report writing and correspondence preparation techniques.
Ability to compile and analyze technical and statistical information and data; understand, research,
and interpret local governmental and utilities policies and procedures; collect, analyze, interpret
and apply data to assigned projects; timely manage projects and assignments; prepare reports,
studies, and other required material; ability to work cooperatively with other internal and external
individuals; make presentations before boards, commissions, and groups; make accurate
statistical and/or mathematical computations; identify problems and issues; analyze situations
accurately and take effective action; prepare and maintain clear, concise, and complete records
and reports; and communicate effectively both verbally and in writing.

MARGINAL FUNCTIONS
These are position functions which may be changed, deleted, or reassigned to accommodate an

SPECIAL REQUIREMENTS Possession of or ability to obtain a Class C California driver's license and a satisfactory driving record.
Physical, Mental and Environmental Working Conditions
Position requires prolonged sitting and regular standing, walking, reaching, twisting, turning,
kneeling, bending squatting and stooping in the performance of daily activities. The position also
requires grasping, repetitive hand movement and fine coordination in preparing reports using a
computer keyboard. Additionally, the position requires near and far vision in reading written reports
and work related documents. Acute hearing is required when providing phone and personal
service. Additionally, the need to lift, drag and push files, paper and documents weighing up to 20
pounds is required. Some of these requirements may be accommodated for otherwise qualified
individuals requiring and requesting such accommodations.
