The City Council of the City of Azusa
Y met in regular adjourned session, at the
above time and place.
Present at roll call: Councilmen: Jackson,
Ortuno, Seltzer, Memmesheimer, Jones, ROLL CALL
City Attorney Snidow and City Clerk.
Absent: None.
Each member present acknowledged receipt
of a written copy of the minutes of the
regular meeting of October let, 1951 and
' the regular meeting of October 15th, 1951. MINUTES APPROVED
The Mayor asked if there were any objections
or corrections to said minutes. There being
none, the minutes of October 1st, 1951 and
October 15th, 1951 were approved as written.
Mayor Jones asked to be excused and requested
that Councilman Memmesheimer be appointed
Mayor Pro tem. COUNCILMAN MEMM-

Moved by Councilman Jackson, seconded by MAYOR PRO -TEM
Councilman Ortuno and duly carried Councilman
Memmesheim3r be appointed temporary Chairman.
Mrs. Lee Heersema, Ways & Means Chairman
for Paramount Parent Teachers Association,
requested lighting facilities for a Harvest LIGHTING FACILITIES
Festival to be held on the school grounds.

Moved by Councilman Ortuno, seconded by
Councilman Seltzer the request be granted.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Ortuno,
Seltzer, Memmesheimer.

' Mr. Albert 'Vise, Chairman of the Chamber
of Commerce,. addressed Council requesting
the City assume one-half the cost of the ex-
hibit shown at the Los Angeles County Fair.
Moved by Councilman Jackson, seconded by
Councilman Ortuno the City assume one-half CHAMBER OF COMMERCE
the cost of this exhibit or $226.96 and TO RECEIVE 226.96
this amount to be charged to -the Music and
Promotion Fund.
Carried by the following vote of the Council:

Noes: None Absent: Mayor Jones.
The Clerk announced that two bids had been
received in answer to Notice Inviting Bids BIDS ON MOTORCYCLE
on a motorcycle.
Moved by Councilman Ortuno, seconded by
Councilman Jackson and duly carried the
bids be now opened, examined and publicly
declared.

attend the meeting and protest on behalf
of the City unless type of business is
specifically stated.

Chief Kendrick and City Clerk Hynes reported
on expenses incurred in attending the League
of California Cities Conference in San.Francisco.
The Clerk was instructed to deposit -
these -fund in the general fund.
' City Engineer Ralph Brooks gave a compre-
hensive report on the proposed methods to be
employed by Los Angeles County in finaicing REPORT ON STORM
storm drains throughout the county. DRAINS

A letter from Warren Southwest, Inc., request-
ing the return of their check submitted to
guarantee performance of contract for furnish-
ing asphaltic concrete materials to the City,
was read.
Moved by Councilman Ortuno, seconded by
Councilman Seltzer the City Clerk be in-
structed to -return the check in the amount
of $900.00 to Warren Southwest as the period
of guarantee has expired.

An offer from Warren Southwest, Inc. to supply
the City with Plant Mix Surfacing for $2.45
per ton F.O.B. Duarte Plant for a six month
period was read.
Moved by Councilman Jackson, seconded by
Councilman Ortuno the City Clerk be instructed
to advise Warren Southwest, Inc., that the City
will call for bids on this type material to be
opened on November 19, 1951.

The Azusa Public Library Board submitted
minutes of their meeting of October 4, 1951.
Moved and carried the minutes of the Library
Board be placed on file.
Evelyne R. Lake, Personnel Clerk, submitted
the following named persons as having been
certified by the Personnel Board, being
eligible for appointment as truck drivers for
the City: Raymond Alvarez, Richard Miranda
and John Luna. Also the name of Wayne Loyd
was certified as being eligible for appoint-
ment as eqipment operator.
Moved by Councilman Jackson, seconded by
Councilman Ortuno Mrs. Lake be requested to
supply* Council with the -following information:
When the examination for truck drivers and
equipment operators was held, the names of
those who took the examinations, the names of
those who passed and the order in which they
were rated.

Mrs. Lake advised Council the Personnel Board
requested that Council be informed that, in
their opinion, the services of the Civil
Service Assembly of the United States and
Canada are satisfactory.
Moved and carried this report be placed on
file.
It was agreed that the City Clerk advise the
Personnel Clerk the Council wish to have the
clerk and one member of the Personnel Board
present at the next regular meeting of -Council.
The Azusa City Planning Commission submitted
the following recommendations:
1. That Council grant a 90 -day extension of
time to the Christian Church. Reference is
hereby made to Sec. 19.9 of Ordinance No. 409.
2, The erection of a barrier at the end of
Alameda Avenue and the erection of a sign
"Not a Through Street" at the entrance to
the 1100 block on Alameda Avenue.
It was reported that the barrier and the sign
had been erected.
3. The erection of a public school building
on the acres located on the southeast corner
of 10th Street and Pasadena Avenue.
Moved by Councilman Ortuno, seconded by
Councilman Seltzer the City Council initiate
proceedings for granting -of variance for the
purpose of erecting a public school and
appurtenances thereto in an R-1 zone and the
property owners to be notified of Public
Hearing to be held before the Planning Commission
on Wednesday, October 31, 1951.

A request, offered by Ralph Holmes Murphy,
for a passenger loading acne in front of the
Canyon City Hotel, was read.
Moved by Councilman Jackson, seconded by
Councilman Ortuno the City Attorney be instruct-
ed to draw a resolution, with the help of the
Chief of Police, setting forth the necessary
space required for a loading zone in front
of Canyon City Hotel.

A letter addressed to Council and signed by
R. E. Clapp relative to the request of the
Universal Western Chemical Corporation for
permission.to operate a chemical plant on a

Water Company, was offered.

Superintendent Smith recommended to Council
that the bid of Burroughs Company to furnish
the City with one bookkeeping machine and
one billing machine be accepted.

Councilman Ortuno Council accept the
recommendation of V. D. Smith.

Mr. Smith informed Council of numerous
requests made daily for the address of
light and water consumers, stating that he
felt it was a dangerous practice. It was
unanimously agreed that requests for addresses
be referred to the Police Department for
screening and if found to be 0. K. the in-
formation be furnished.
The subject of Christmas decorations was
discussed with no action,taken.
Council was advised of new legislation per-
taining to city employees who have attained
the compulsory retirement age and that the
City Treasurer and License Collector, Mr.
Skidmore, should be.considered.
Moved by Councilman Jackson, seconded by
Councilman Memmesheimer the City Clerk be
authorized to write the State Employees
Retirement System requesting the appointment
of a medical examiner as'the City wished to
retain the services of Mr. Skidmore in his
present capacity, as in their opinion he is
capable of filling the office.
