The City Council of the City of Azusa
met in regular session at the above time
and place.
Present at roll call: Councilmen: Jackson,
Seltzer, Memmesheimer, Jones, City -Attorney ROLL CALL
and City Clerk, Absent: Councilman Ortuno.

The Planning Commission recommended that
Theadore H. and Vivian J. Meeder be granted
a varisace on Lots 1-2-3, Block 43, changing
the zone from an R-2 to a C-2 zone. ZONE VARIANCE
' GR4NTED
Councilman Ortuno entered the meeting and
took his seat at the Council table.
Moved by Councilman Seltzer, seconded by
Councilman Mem m sheimer Council accept
the recommendation of the Planning Commission
and the zone variance be granted.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Ortuno, Seltzer,
Memmesheimer, Jones.
Noes: None . Absent: None
Mr. Taylor, Chairman of the Azusa Retail
Business Association addressed Council
relative to the plans now being formulated
for Christmas decorations.
Moved by Councilman Ortuno, seconded by CHRISTMAS DECORATIONS
Councilman Jackson the Secretary of the
Chamber of Commerce be authorized and in-
structed to sign a contract with the Jones
Decorating Company for Christmas decorations,
the cost not to exceed $2100.002 with the
' understanding that the Azusa merchants
endeavor to raise $1100.00 toward defraying
this expense.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Ortuno, Seltzer,
Memmesheimer, Jones.

The City Planning Commission recommended
that Leo Croft of 340-W. 11th Street be
granted permission to construct an addition
to his dwelling so that the house will face PLANNING COMMISSION
on Sunset Avenue, with the provision that TO HOLD HEARING ON
the minimum side yards be maintained. REQUEST OF LEO CROFT
The City Attorney ruled this request would
require a variance. It was agreed that a
Hearing before the Planning Commission would
be required before Council could take action
in this matter.
Mr. Clyde Blanchard addressed Council explain-
ing the Valuation Report submitted by Marshall
and Stevens of the construction, fixed equip-
ment and equipment of City -owned properties.

son and Mr. Blanchard be instructed to
write the necessary policy.

Mr. Lester addressed Council stating that
he had completed the plans to construct a
trailer camp on his lot located on Loren
Avenue and asked permission to live.in his
trailer, at this location, until the trailer
camp was constructed.
It was agreed this matter be referred to
the Chief of Police and City Attorney.
Mrs. Lake, Personnel Clerk, and Mr. Petracek,
member of the Personnel Board, discussed with
Council the feasibility -of continuing the
contract with Kroeger and Associates, and
the merits of the Civil Service Assembly of
the United States and Canada.
No action taken in this matter.
Councilman Jackson offered Council's
commendation for the work accomplished by
Mrs. Lake and the Personnel Board.
The City Planning Commission recommended that
Paul and Ella Dohnel, legal owners of Lot
24, Tract 13963, be granted permission -to
divide the property into three lots.
Moved by Councilman Ortuno, seconded by
' Councilman Seltzer the Council accept the
recommendation of the Planning Commission.
Carried by the following vote of the Council:
Ayes: Councilmen: Ortuno, Seltzer, Jones.
Noes: Councilmen: Jackson, Memmesheimer,
The City Planning Commission recommended
that 4 foot side yards be allowed on Lots
37-48-27 and 58 - lots included 38 to_47 inc.,
27 to 31 inc. and 54 to 58,inc. all in Tract
16374•
Moved by Councilman Jackson, seconded by
Councilman Memmesheimer this recommendation
be tabled until the next regular meeting of
Council and the Planning Commission re-
quested to provide maps of,this subdivision
and further information concerning the con-
templated size of the lots.

A written report ' submitted!by Stuart Giles, Chairman of the Azusa City Planning Commission,
on a meeting held before the Regional Planning
Commission requesting the re -zoning of property
located outside the City Limits but adjacent
to the northerly boundary -line, was read.
Mr. Giles reported that the second Hearing
would be held on November 7, 1951 at which

Stuart Giles offered his resignation as a
member of the Azusa City Planning Commission.
Moved by Councilman Memmesheimer, seconded
by Councilman Ortuno that Council table this
resignation until the next regular meeting
of Council.

Memmesheimer, Jones.

The Personnel Board submitted "Civil Service
Employment List lu for the'Light & Water
Departments -showing Barbara -Johnson first
and Muriel Harkee second on the list.
Superintendent V. D. Smith' recommended that
Barbara Johnson be.employed as an account
clerk in -the Light and Water office, her
six months' probationary period effective
November 1, 1951 and salary set at $218.00
per month, also that Muriel Harkee be employed
as an account clerk in the same office, pro-
bationary period effective November 7, 1951
and her salary set at $218.00 per month.
Moved by Councilman Jackson, seconded by
Councilman Memmesheimer the City Attorney
be instructed to draw a resolution employing
Barbara Johnson said Muriel'Harkee as recommended
by the Superintendent of Light and Water Depart-
ments.
Carried by the following vote of the Council:

Memmesheimer, Jones.

A recommendation from the Personnel Board
that V. D. Smith's salary be raised to the
fifth step ($532.00) of the q? proved pay
plan, was read.
Moved by Councilman Jackson, seconded by
Councilman Memmesheimer the recommendation
of the Personnel Board be accepted aid the
City Attorney be instructed to draw a
resolution employing V. D. Smith, Superintendent
of Light and Water Departments, ata salary
of $532.00 per month.
This motion failed to carry by the following
vote:
Ayes: Councilmen: Jackson,'Memmesheimer.
Noes: Councilmen: Ortuno, Seltzer, Jones.
The Personnel Board recommended that Police
Chief Kendrick's salary be raised to the
fourth step of -the approved pay plan, or
$403.00 per month.

by Councilman Memmesheimer that Council
accept the recommendation of the _Personnel
Board and the City Attorney be instructed
to draw a resolution employing Albert L.
Kendrick as Police Chief with alsalary_of
403.00 per month.
This motion failed to carry by the follow-
ing vote:
Ayes: Councilmen: Jackson, Memmesheimer.
Noes: Councilmen': Ortuno, Seltzer, Jones.
Chief Kendrick -recommended that Rolf B.
Magnell, who has been relieved from military
duty and returned to duty as Sergeant in
the Police Department, be employed at a
salary of $305.00 per month, effective
November 5, 1951.
Moved by Councilman Jackson, seconded by
Councilman Ortuno Council accept the re-
commendation of the Police Chief and the City
Attorney be instructed to draw a resolution
employing Rolf B. Magnell as Sergeant with a
salary of $305.00 per month, effective
November 5-, 1951.

The Personnel Board recommended to Council
that Thomas Lopez be transferred from the
classification of Truck Driver to Maintenance
Man inasmuch as he is doing valuable work
at the Sewage Treatment Plant sad that his
salary be advanced in the pay range to
$258.00 per month.
No action taken on this recommendation.

Control District relative to the cancellation

Moved by Councilman Memmesheimer, seconded
by Councilman Jackson the' City Clerk be in-
structed to advise Mr. H. E. Hedger's office
that we do not have a record of tax -liens
on this property, and -if,' at any time in the
future we find such a lien, the City will be
glad to authorize the cancellation.

1950 Federal Census was offered and order-
ed placed on file.
A letter was read from A. L. Hutchison,
Assistant District Engineer for the State
Division of Highways, advising Council that
the proposed installation of traffic signals
cannot be considered at this time.
Moved and carried this letter be placed
on file.
The monthly report of the Azusa Public
Library was presented and ordered placed
on file.
Councilman Memmesheimer offered a written
report on the Governor's Traffic Safety
Conference held October 25 and 26, 1951.
Moved and carried this report be placed
on file.
The American Legion Auxiliary Unit #180
requested invitations to Thanksgiving dinner
for the service men stationed in this area.

Fire Chief Madison explained that his depw t-
ment is in need of one more full time fireman.
Moved by Councilman Memmesheimer, seconded
by Councilman Ortuno the City Clerk be instruct-
ed to request the Personnel Board to authorize
examinations to fill this;,vacancy and to es-
tablish a list of certi'f'ied men for this type
of work.

' Chief Kendrick advised Council that he may
lose another patrolman and would be obliged
to fill the vacancy with no certified men
available.
Moved by Councilman Ortuno, seconded by
Councilman Seltzer the Personnel Board be
instructed to hold an examination for patrol-
man and supply a list of certified men avail-
able for patrolman.

cussed with no action taken.
Councilman Jackson reported that the Committee
appointed to purchase a new motorcycle had
accepted the bid of Bill Graves and had placed
the order for a new motorcycle to be delivered
to the Police Department.' Council accepted

City -Engineer Brooks reported he hsd checked
the.signatures.on petitions requesting street`i

ment -Act and found that many had sold their
property or moved. ,
No further action taken at this time.
It was' -.again brought to the attention of
Council that S. E. Skidmore had,attained
the compulsory age -of retirement as -a
miscellaneous employee.
Moved by Councilman Jackson, seconded by
Councilman Memmesheimer the City Clerk be
instructed to write the State Employees' Re-
tirement System recommending that Mr. Skid- -
more be re -instated as a Miscellaneous Em-
ployee setting forth a list of the duties
assigned to him.
