MINUTES OF THE CITY COUNCIL AND
THE SUCCESSOR AGENCY TO THE
FORMER REDEVELOPMENT AGENCY
REGULAR MEETING
TUESDAY, FEBRUARY 20, 2018 – 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located
at 213 E. Foothill Boulevard, Azusa, CA 91702.
Mayor Rocha called the meeting to order at 6:30 P.M.
ROLL CALL: Roll call was taken by City Clerk Cornejo. Mayor Pro-Tem Macias arrived at 6:34 p.m. and
Councilmember Carrillo arrived at 6:35 p.m., after roll call.
PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA
ABSENT: COUNCILMEMBERS: NONE
ALSO PRESENT
Elected Officials: City Clerk Cornejo.
Staff Members: Interim City Manager Penman, City Attorney Martinez, Director of Human Resources and Risk
Management Bragg, Neighborhood Services Coordinator Quiroz, and Chief Deputy City Clerk Garcia.
CLOSED SESSION
PUBLIC COMMENT
The City Council recessed to closed session at 6:32 P.M. to discuss the following:
1. CONFERENCE WITH LABOR NEGOTIATORS Pursuant to California Government Code, Section 54957.6.
City Negotiator: Don Penman, Interim City Manager

2. PUBLIC EMPLOYEE APPOINTMENT - Pursuant to California Government Code Section 54957.

3. CONFERENCE WITH LABOR NEGOTIATORS Pursuant to California Government Code, Section 54957.6.
City Negotiator: Tanya Bragg, Director of Human Resources & Risk Management and Don Penman, Interim City

Association), AMMA (Azusa Middle Management Association), APOA (Azusa Police Officers
Association), CAPP (Civilian Association of Police Personnel), and APMA (Azusa Police Middle

4. CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION – Pursuant to California
Government Code, Section 54956.9(d)(2)/(e)(3).

REGULAR SESSION
Mayor Rocha called the meeting to order at 7:31 P.M.

ALSO PRESENT
Elected Officials: City Clerk Cornejo, City Treasurer Vasquez.
Staff Members: Interim City Manager Penman, City Attorney Martinez, Chief of Police Hunt, Director of Public
Works/City Engineer Bobadilla, Director of Economic and Community Development Christiansen, Acting Director of
Utilities Lehr, Senior Management Analyst Lacasella, Storekeeper Alvarez, Neighborhood Services Coordinator Quiroz,
and Chief Deputy City Clerk Garcia.
The Pledge of Allegiance was led by Mr. Joseph Beltran.
The invocation was given by Pastor Daniel Simonson, Christbridge Immanuel Church.
CLOSED SESSION REPORT
The City Council reconvened at 7:31 P.M.; City Attorney Martinez announced the following regarding Closed Session:
Items 1 and 2 were related, no reportable action; Item 3 – Council heard an introduction of the negotiations from its
negotiator, no further reportable action; Council heard a presentation from its special legal counsel, provided direction, no
further reportable action.
PUBLIC COMMENT
Ms. Rosi Contreras provided information about the WIC program and services that are provided.
Mr. Lovlesh Tandon thanked the Mayor for meeting with him regarding the Monrovia Nursery Development Agreement
and the Garcia Trail; provided information about the items discussed at that meeting.
REPORTS, UPDATES AND ANNOUNCEMENTS FROM STAFF/COUNCIL
Mayor Pro-Tem Macias reminded everyone to keep their pets warm during the upcoming cold nights.
Councilmember Alvarez shared information he received at the Foothill Transit meeting that he attended.
Councilmember Gonzales thanked everyone that participated in the 13th Annual Casino Night and stated that the proceeds
would be given to the youth organizations.
Councilmember Carrillo extended his appreciation for the Casino Night on behalf of the Azusa National Little League.
Mayor Rocha announced that the meeting would be adjourned in memory of Ms. Irma Garcia, Lifelong Azusa Resident.
He announced the following events: March 3 – Azusa American Little League opening day ceremonies, and March 10 –
Be-A-Walker at Arroyo Park; and asked that everyone keep the service men and women in their daily prayers.
SCHEDULED ITEMS
APPROVAL OF CITY MANAGER EMPLOYMENT AGREEMENT AND APPOINTMENT OF CITY MANAGER
Interim City Manager Penman provided information about the City Manager recruitment process; background of Mr.
Sergio Gonzalez; and gave an overview of the City Manager Employee Agreement.
The Council welcomed Mr. Sergio Gonzalez to the City and expressed their excitement to have him as City Manager.
City Attorney Martinez responded to a question posed by the Council stating that the proposed Employment Agreement
does not have a term which is different from what has been done in the past.
Councilmember Carrillo offered Resolution No. 2018-C14 entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, APPOINTING SERGIO
GONZALEZ AS CITY MANAGER AND APPROVING A CITY MANAGER EMPLOYMENT AGREEMENT
Moved by Councilmember Carrillo seconded by Councilmember Gonzales and carried by the following vote of the
Council to adopt Resolution No. 2018-C14; and appoint Sergio Gonzalez to the position of City Manager and Executive
Director to the Successor Agency to the Former Redevelopment Agency, and the Public Financing Authority.

Interim City Manager Penman introduced the newly appointed City Manager Mr. Sergio Gonzalez.
CONSENT CALENDAR: Moved by Councilmember Carrillo, seconded by Councilmember Gonzales and carried by the
following vote of the Council, to approve Consent Calendar Items E-1 to E-8.

1. The minutes of the Regular Meeting of February 5, 2018 were approved as written.

2. Resolution No. 2018-C15 was adopted and entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND
DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
3. The Human Resources Action Items, in accordance with the City of Azusa Civil Service Rules Section 5.75 and
applicable Memorandum of Understanding(s), were approved as follows:
Merit Increase and/or Regular Appointments: G. Antunez, G. Conrad, R. Espinosa, B. Gallardo, L. Ledezma, T.
Patlogar, and R. Wenrick.
4. The classification specification revisions and title change for the Information systems Manager position were
approved.
5. The Interim City Manager was authorized to execute non-binding letters of intent with five (5) concepts for The
Promenade at Citrus (890 The Promenade): Asian Café, Hot Pot, Mexican, Poki Cat Sakura, LLC, and the Tea
Exchange, in a form acceptable to the City Attorney, on behalf of the City.
6. The installation of four-way stop control at the intersection of Gardenia Drive and Desert Willow Road was approved.
7. The City Treasurer’s Statement of cash and investment balances for the month of December 2017was received,
reviewed, and filed.
8. A contract amendment with Special Counsel for Code Enforcement Legal Services was approved; and $120,000 was
appropriated to Account #10356430006301, Legal Services, from uncommitted fund balance.

The meeting was adjourned by consensus of the City Council.
