WARREN SOUTHWEST Street Superintendent Wolfe recommended the bid be awarded to Graham Bros. Moved by Councilman Ortuno, seconded by Councilman Memmesheimer the bid of Graham Bros. to supply the City with plant -mixed surfacing be accepted and the City Clerk instructed to return all checks and bonds submitted with bids to the unsuccessful bidders. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None A petition, signed by approximately 60% of the property owners of property front- ing on Azusa Avenue between Santa Fe Avenue and Sixth Street for the construction of a street lighting system, was offered. Mr. Trailer and Mr. Taylor were present and addressed Council concerning this improve- ment. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer the petition be re- ferred to the City Engineer and City Attorney to ascertain the percentage of property owners in favor of the improvement and to prepare the necessary papers to institute proceed- ings under the 1911 Street Improvement Act. The Clerk announced that five bids had been received in answer to Notice Inviting Bids on Plant -Mixed Surfacing. Moved by Councilman Memmesheimer, seconded by Councilman Jackson the bids be now opened, examined and publicly declared. This variance to provide the 25 foot buffer strip fronting on their property to be changed from a buffer zone to an M-2 zone. Moved by Councilman Ortuno, seconded by Councilman Seltzer the recommendation of the Planning Commission be accepted. After further discussion it was moved by Councilman Memmesheimer, seconded by Council- man Jackson this matter be referred to the Chief of Police and the City Attorney to make a re -survey of all P. Councilman Memmesheimer stated that he was voting "no" without prejudice, that he too felt that another woman should serve on the Commission.
