E-11
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
VIA: SERGIO GONZALEZ, CITY MANAGER
FROM: TANYA BRAGG, DIRECTOR OF HUMAN RESOURCES AND RISK
MANAGEMENT
DATE: MAY 7, 2018
SUBJECT: CLASSIFICATION SPECIFICATION REVISION – ASSISTANT DIRECTOR
OF PUBLIC WORKS
BACKGROUND:
On April 24, 2018, the Personnel Board met and approved revisions to the classification for
Assistant Director of Public Works. The proposed action approves these revisions.
RECOMMENDATION:
Staff recommends the City Council take the following action:
1)Approve the attached class specification for the position of Assistant Director of Public
Works.
ANALYSIS:
In December 2017, the title Assistant Director of Public Works was revised with the removal of
City Engineer from the title in order to have a competitive recruitment process and attract the
best candidates for the position. A recruitment was conducted and unfortunately, the Department
did not find a successful candidate. A majority of the candidates that have been attracted to this
position have sufficient experience in this field, but may not possess a Civil Engineering license.
It is recommended that the Registration as a Civil Engineer issued by the California State Board
of Registration for Professional Engineers be advertised as desirable rather than a required
license. AMMA has recommended that a Master’s Degree be listed as a desirable qualification
and the department agrees with this recommendation.

AMMA did not agree with the Civil Engineering license being a desirable qualification,
however, the establishment of minimum qualifications and education and experience
requirements rest with the Personnel Board, City Council and Staff recommendation. The
requirement to meet and confer on this change has been met. The Personnel Board approved the
PE requirement change to desirable pursuant to Staff recommendation. This action does not
restrict the City from considering candidates with the PE, but rather expands the applicant pool.
There is no change recommended to the salary range at this time.
FISCAL IMPACT:
Funding for this new position has been included in the adopted budget for Fiscal Year
2017/2018.
