HomeMy WebLinkAboutE-12 Staff Report - Camera System UpgradeCONSENT ITEM E-12 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: STEPHAN HUNT, CHIEF OF POLICE DATE: MAY 7, 2018 SUBJECT: APPROVE THE PURCHASE OF UPGRADED SERVERS, CAMERA LICENSES, AND SUPPORTING INSTALLATION REQUIREMENTS FOR ITS SECURITY CAMERA SYSTEM BACKGROUND: The Azusa Police Department security camera system is in need of upgrading due to its age and inability to reliably record and retain data. In addition to servicing the Police Department, the system services both the Library and the Light & Water Department. The technology associated with the existing system has surpassed its lifespan and is no longer capable of managing the workload it carries. Upgrading the system will allow the system to run smoother, reduce outages and reduce the risk of losing data. This action will approve the purchase of a Z-series IP08-128T-R4z server with 8 camera licenses and all supporting installation requirements as outlined in Attachment #1. Additionally, the action will approve the purchase of an A-series IP04-48T-R4A server with 4 camera licenses and all supporting installations requirements as outlined in Attachment #2. Three quotes were obtained with the lowest quote being provided by Firstline Security Integration located in the City of Anaheim. The total cost of this system upgrade will not exceed $43,716.84. RECOMMENDATION: Staff recommends the City Council take the following action: 1) Approve the upgrade of the Police Departments camera system by approving the purchase of two servers and supporting installation requirements from Firstline Security Integration in an amount not to exceed $43,716.84. APPROVED CITY COUNCIL 5/7/2018 Camera System Upgrade May 7, 2018 Page 2 ANALYSIS: The Azusa Police Department security camera system server is no longer meeting the needs of the police department and the City departments it supports. It was installed six years ago and has far exceeded its effective lifespan. The department has spent numerous employee hours and funds on patching issues over the last several years to extend the lifespan of the system. The system is no longer capable of storing the load that is being asked of it. Upgrading the system will ensure the City continues to be compliant with certain security standards associated with public safety records retention. The upgraded system will be able to manage the workload that exists. The system will have two servers that will split the workload based on the location of the associated camera. One server system will store video surveillance captured from the police department jail facility, evidence room, lobby and interview room. Data captured from these locations will be retained for one year. The second server system will capture data from exterior cameras which monitor the police facility as well as data that is captured from the cameras located at the Library and Light & Water facilities. Data captured from these locations will be retained for 90 days. FISCAL IMPACT: The total cost of the camera system upgrade is $43,716.84 and is included in the FY 17/18 adopted budget. General Fund Account #10 20 310 000 6835 will fund $32,000.00 for this project. Asset Seizure Account # 28 20 310 041 6415 will fund the remaining $11,716.84.
