SUBJECT: ADOPT A RESOLUTION IDENTIFYING THE PROJECT THE CITY PROPOSES
TO FUND WITH ITS APPORTIONMENT OF 2018-19 ROAD MAINTENANCE AND
REHABILIATION ACCOUNT FUNDS
SUMMARY:
On April 28, 2017, the Governor signed Senate Bill (SB) 1, which is known as the Road Repair and
Accountability Act of 2017, to address basic road maintenance, rehabilitation, and critical safety needs
on both the state highway and local streets systems. The State Controller deposits various portions of
this new funding into the newly created Road Maintenance and Rehabilitation Account (RMRA). A
percentage of this new RMRA funding is apportioned by formula to eligible cities and counties. Prior to
receiving an apportionment of RMRA funds from the State Controller in a fiscal year, cities and
counties must submit to the California Transportation Commission a list of projects proposed to be
funded with RMRA funds. The proposed action adopts Resolution No. 2018-C39 identifying the
projects the City will fund with its apportionment of 2018-2019 RMRA funds.
RECOMMENDATION:
Staff recommends the City Council take the following action:
1)Adopt Resolution No. 2018-C39 identifying the project the City will fund with its
apportionment of 2018-2019 RMRA funds.
DISCUSSION:
The Road Repair and Accountability Act of 2017 was created by Senate Bill 1, approved by a two-thirds
majority of the Legislature, and signed by Governor Edmund G. Brown Jr. on April 28, 2017. The new
law provides a new and much needed infusion of money to maintain and rehabilitate the state highway
and local streets system. It is projected to raise a total of $54 billion over the next ten years, divided
between state and local governments. Caltrans and other state agencies are due to receive roughly half of
that amount, $26 billion. The other half will go to local roads, transit agencies, and an expansion of the
state’s growing network of pedestrian and cycle routes. The funds will be generated by a combination of

higher gas and diesel taxes at the pump, new road improvements fees assessed on vehicles at the time of
registration, and a special fee on zero-emission vehicles.
The State Controller deposits various portions of this new funding into the newly created Road
Maintenance and Rehabilitation Account. A percentage of the funding is apportioned by formula to
eligible cities and counties pursuant to the Streets and Highways Code. The City is projected to receive
$882,921 in Fiscal Year 2018-2019. Prior to receiving an apportionment of RMRA funds from the State
Controller in a fiscal year, cities and counties must submit to the California Transportation Commission
a list of projects proposed to be funded with RMRA funds. Staff proposes to fund the following project
with its Fiscal Year 2018-2019 apportionment of RMRA funds:
• Gladstone Street Pavement Rehabilitation Project
o This project will rehabilitate the pavement on Gladstone Street from Azusa Avenue to
Heathdale Avenue and Citrus Avenue to Galanto Avenue.
This project was specifically selected since it is identified in the City’s Pavement Management System
Report with a Pavement Condition Index of zero, meaning the proposed segments of Gladstone Street
have reached their useful life and are in need of repair.
FISCAL IMPACT:
There is no fiscal impact associated with the recommended action. The City is projected to receive
$882,921 in Fiscal Year 2018-2019 from the Road Repair and Accountability Act of 2017.

RESOLUTION NO. 2018-C39
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, IDENTIFYING THE PROJECT TO BE FUNDED WITH
ROAD MAINTENANCE AND REHABILITATION ACCOUNT FUNDS
WHEREAS, the City of Azusa is eligible to receive Road Maintenance and
Rehabilitation Account (RMRA) Funds, through the California State Controller; and,
WHEREAS, prior to receiving an apportionment of RMRA funds from the State
Controller in a fiscal year, the City must submit to the California Transportation
Commission a list of projects proposed to be funded with RMRA funds; and,
WHEREAS, all projects proposed to receive RMRA funding must be included in
a city budget that is adopted by the applicable city council at a regular public meeting;
and,
WHEREAS, the following project is proposed to be funded with the Fiscal Year
2018-2019 apportionment of RMRA Funds:
Title: Gladstone Street Pavement Rehabilitation
Description: This project will rehabilitate the pavement on Gladstone Street from Azusa
Avenue to Heathdale Avenue and Citrus Avenue to Galanto Avenue
Location: Gladstone Street
Proposed Schedule for Completion: December 2019
Estimated Useful Life: 15 years without major repair work required.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Approves programming the Gladstone Street Pavement
Rehabilitation Project in the 2018-19 Fiscal Year budget.
SECTION 2. The City Clerk shall certify the adoption of this resolution.
