The City Council of the City of Azusa
met in regular session at the above time
and place.'
Present at roll call: Councilmen: Ortuno,
Memmesheimer, Jones, City Attorney Snidow
and City Clerk. Absent: Councilmen: Jack- ROLL CALL
son and Seltzer. _
Each member present acknowledged receipt
of a written copy of the minutes of the
regular meeting of September 17, 1951 and
' the reular adjourned meeting of September MINUTES APPROVED
249 1951. The Mayor asked if there were
any objections or corrections to said minutes.
There being none, the minutes of September 17,
1951 and September 24, 1951 were Epproved as
written.
Councilman Memmesheimer offered a resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA, COUNTY OF LOS ANGELES, STATE
OF CALIFORNIA, REJECTING ALL BIDS -FOR A.POLICE
CAR AND AUTHORIZING THE CHIEF OF POLICE TO—
PURCHASE 2556
PURCHASE SAID CAR ON THE OPEN MARKET.

Moved by Councilman Ortuno, seconded by
Mayor Jones this resolution be adopted as
read and numbered Resolution No. 2556.

Councilman Memmesheimer offered a resolution

Mayor Jones this resolution be adopted as

submitted with bid on rubbish. Mayor Jones
advised Mr. Fawcett that all bids and bonds ?gyp, FAItiCETT REQUESTED
submitted by unsuccessful bidders would be RETURN OF CHECK
returned as soon as the bid was awarded.
Councilman Seltzer entered the meeting and COUNCILY<iN SELTZER
took his seat at the Council table.
Mr. Lofthouse addressed Council stating that

the residents in Paramount Heights Tract
requested re -zoning and not the vacation IM. LOFTHOUSE
of streets and alleys. No action taken
at this time.
Mr. Critchlow addressed Council relative
to harboring live stock in certain areas.
He was advised that the hearing on Ordinance
No. 409 would control this problem.
The Planning Commission recommendation was
read that Mrs. Blatchley be granted per-
mission to erect a 783 sq. ft. house on
Lot 23, Block 28, City of Azusa.
Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer, Council accept
the recommendation of the Planning Commission
and Mrs. Blatchley be granted permission to
erect a 783 sq. ft. house on Lot 23, Block 28.
Carried by the following vote -of the Council:
Ayes: Councilmen: Ortuno, Seltzer,
Memmesheimer, Jones.
Noes: Councilman: Jackson. Absent: None
Councilman Jackson stated his reason for
voting 'No" -was that he felt this area
should be retained as a business district.
The Planning Commission recommended that
Victor Braccamontes be granted permission
to move a house (600 sq, ft.) from 17003 E.
Arrow Highway to 150 N. Ddton Avenue.
Moved by Councilman Ortuno, seconded by
Councilman Jackson Council accept the
' recommendation of the Plannin1 Commission
provided that an additional sq. ft. be
added to the present structure making a
total of 744 sq. ft. of livable space.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Ortuno, Seltzer,
Memmesheimer, Jones.
Noes: None .Absent: None
Engineer Brooks reported, for the Committee,
on the inspection of the equipment now owned
and operated by John M. Avedesian, who is the
lowest responsible bidder for the Collection
and Disposal of Rubbish.
Councilman Ortuno recommended that Mr.
Avedesian be awarded the contract and
Council accept his bid on Schedule "Bu.
Section 3 of the Proposal Form.
Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer Mr. Avedesian be
awarded the contract for the collection and
disposal of rubbish under Schedule "B",
Section 3 of the Proposal Form, that notice be
' given so that Mr. Avedesian's contract be
made effective October 15, 1951 and the City
Clerk be instructed to return all checks and
bid bonds submitted with bids, to the un-
successful bidders.

Oscar A. Munoz, General Secretary of Con-
greso Eiecutido Supremo, requested permission
to hold a festival in the City of Azusa on
October 21, 1951.
Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer the City Clerk be
instructed to advise Mr. J. Jesus Toscano
that permission has been granted to hold
the festival and the Chief of Police be in-
structed to cooperate with the Progressive
Mexican Society on the day of their celebration.

A communication from Dave Miranda relative
to the enforcement of regulations controlling
' the riding of bicycles on the sidewalk, was read.
Moved by Councilman Menmesheimer, seconded
by Councilman Ortuno the Police Department
be advised to give a "warning" to those riding
bicycles on sidewalks -and upon second offense,
the parents be given a citation; also the
Police be instructed to enforce all regulations
covered by Ordinance No. 438.

Memmesheim?r, Jones.

A petition, with 107 signatures attached
thereto, for the improvement of certain streets
under the 1911 Street Improvement Act, was read.
Moved and carried this petition be referred
to the City Engineer to check and report
back.
Mayor Jones presented a form of "Proclamation"
suggested by the Los Angeles County and
Cities Defense Planning Board.
' Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer, Council authorize
the Mayor to publish this Proclamation.

by A. L. Kendrick, Chief of Police, was
presented and ordered placed on file.
City Attorney Snidow advised Council that
two small pieces of property located near
Well No. 5 were for sale by the owners.
Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer the City Attorney
be instructed to procure a Title Search on
' Lots X and Y in Tract #10660.

Moved by Councilman Memmesheimer, seconded
by Councilman Ortuno the City Attorney be
instructed to draw an Ordinance leaving
amount of charge per light meter in residential
areas blank and effective date of first read-
ing blank.

A petition, by the Pacific Electric Railway
Company, for an increase in rates "Hearing",
was offered. _
Moved by Councilmai Memmesheimer, seconded
by Councilman Seltzer this matter be re-
ferred to the City Attorney to check and re-
port back at the next regular meeting of Council.

Memmesheimer, Jones.

Councilman Memmesheimer reported on a meeting
where Mr. Hedger of the Los Angeles County
Flood Control District addressed the group
stating there was a difference between Bood
and Storm Control; that the purpose of the
proposed Bond Issue would give this city an
outlet to run water from the storm center;
that in Councilman Memmesheimer's opinion
this city would not benefit materially as
the storm water is a local problem and the
Flood Control would not atd in this project.
Moved by Councilman Jackson, seconded by
Councilman Ortuno that Mayor Jones be in-
structed to express the opinion presented by
Councilman Memmesheimer to the members of
the Board of Directors of the League of
California Cities at their next meeting.

Councilman Memmesheimer advised Council that
he had received a notice of the annual Con-
ference of the Governor's Traffic Safety

ramento and be allowed expenses not to exceed
$125.00.

The matter of the Civil Service rating for CIVIL SERVICE RATING FOR
a motor officer was discussed with no action MOTOR CYCLE OFFICERS
taken.
It was reported that the residents on North
Alameda Avenue would like to have a street
light installed. Superintendent Smith was
instructed to secure an easement for this STREET LIGHT ON NORTH
purpose. ALAVEDA AVENUE
Moved by Councilman Seltzer, seconded by
Councilman Ortuno the Personnel Board be in-
structed to advertise and give an examination
for patrolman classification.

Engineer Brooks reported that the work done
under Bond #22018, Subdivision #16298 had
been completed in a satisfactory manner and
recommended that the Bond be returned to
Phoenix -London Group, CITY CLERK INSTRUCTED TO
RETURN BOND
Moved by Councilman Seltzer, seconded by
Councilman Ortuno the City Clerk be instructed
to return Bond 1122018.

Engineer Brooks reported that he would like
to use the Fire Depa tment Pumper to wash the
new reservoir. This matter was referred to
Fire Chief Madison.
Superintendent Smith reported that his depart-
ment is in need of a billing machine and a
posting machine.
Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer the City Clerk be
instructed to advertise for bids on a billing
and posting machine, bids to be opened on
October 22, 1951.

Relief Suit brought by the City -to clarify
the Civil Service status of S. E. Skidmore,
Marlowe Madison and Edwin Mendenhall. No
action taken in this matter.
