CONFERENCE WITH LABOR NEGOTIATORS - Pursuant to California Government Code, Section 54957.6. City Negotiator: Sergio Gonzalez, City Manager and Tanya Bragg, Director of Human Resources & Risk Management Organizations: SEIU (Service Employees International Union- Local 721), ACEA (Azusa City Employees Association), AMMA (Azusa Middle Management Association), APOA (Azusa Police Officers Association), CAPP (Civilian Association of Police Personnel), and APMA (Azusa Police Middle Management Association) 7:30 P.M. - REGULAR MEETING OF THE CITY COUNCIL, THE SUCCESSOR AGENCY, THE PUBLIC FINANCING AUTHORITY. NOTICE TO THE PUBLIC FOR REGULAR MEETING In compliance with Government code Section 54957.5, copies of staff reports or other written documentation relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E. Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www. ci. azusa. ca. us. Persons who wish to speak during the Public Participation portion of the Agenda or on a Public Hearing item, shall fill out a card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted after will not be accepted. A. PRELIMINARY BUSINESS 1. Call to Order 2. Roll Call 3. Flag Salute 4. Invocation — Closed Session Report by the City Attorney B. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda as an item other than a public hearing item. Members of the audience will have the opportunity to address the city council/agency board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the council/agency board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The council/agency board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes. C. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL 6/4/2018 -2- D. SCHEDULED ITEMS 1. REVIEW AND APPROVE THE "CITY OF AZUSA PLAN TO PREVENT AND COMBAT HOMELESSNESS". RECOMMENDED ACTION: 1) Review and Approve the "City of Azusa Plan to Prevent and Combat Homelessness" 2) Authorize the City Manager to submit the completed plan to the County of Los Angeles. JOINT SUCCESSOR AGENCY AND CITY COUNCIL CONTINUED PUBLIC HEARING FROM MAY 7, 2018 CITY COUNCIL MEETING 2. CONSIDERATION OF A DISPOSITION AND DEVELOPMENT AGREEMENT ("DDA") BETWEEN THE CITY OF AZUSA AND SUMMITROSE INVESTMENTS, LP AND HILLROSE INVESTMENTS LP, FOR DEVELOPMENT OF REAL PROPERTY GENERALLY KNOWN AS 604 AND 622 SAN GABRIEL IN THE CITY (APN 8611-004-902, 903, 904, 905, 906, 9072 912, AND, 913) AND APPROVAL OF THE PURCHASE AND SALE AGREEMENT BETWEEN THE SUCCESSOR AGENCY TO THE AZUSA REDEVELOPMENT AGENCY AND SUMMITROSE INVESTMENTS, LP AND HILLROSE INVESTMENTS, LP FOR THE _SALE AND DEVELOPMENT OF REAL PROPERTY GENERALLY LOCATED AT 624-630 NORTH SAN GABRIEL AZUSA APN 8611-004-914. (ORAL REPORT) RECOMMENDED ACTION: 1) Receive oral report from staff, close the Public Hearing and consider motion to take off calendar. E. CONSENT CALENDAR The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECL4L CALL ITEMS. 1. MINUTES OF THE REGULAR MEETING OF MAY 7.2018. RECOMMENDED ACTION: Approve minutes as written. 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED MAY 2 2018 THROUGH MAY 16, 2018. RECOMMENDED ACTION: Adopt Resolution No. 2018-C40 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 6/4/2018 -3 - 3. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED MAY 17 2018 THROUGH MAY 30, 2018. RECOMMENDED ACTION: Adopt Resolution No. 2018-C41 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 4. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules Section 5.7.5 and applicable Memorandum of Understanding(s). 5. CONSIDERATION OF A RESOLUTION SETTING THE NUMBER OF TRANSITIONAL FIREWORKS SALES PERMITS AVAILABLE FOR 2018. RECOMMENDED ACTION: Approve Resolution No. 2018-C42 setting the number of transitional fireworks sales permits available for 2018. 6. RENEWAL OF MICROSOFT OFFICE VOLUME LICENSING AGREEMENT. RECOMMENDED ACTION: Approve and authorize the City Manager to execute a three (3) year Volume Licensing Agreement with Microsoft Corporation for the renewal of software assurance/support for Microsoft Office Professional; and Award an agreement to Software One in the amount of $34,253.08 annually. 7. CLASSIFICATION SPECIFICATION REVISION — ASSISTANT DIRECTOR OF UTILITIES — CUSTOMER CARE AND SOLUTIONS. RECOMMENDED ACTION: Approve the class specification for the position of Assistant Director of Utilities — Customer Care and Solutions. 8. APPROVE THE AGREEMENTS FOR COMPLETION OF PUBLIC IMPROVEMENTS FOR TRACTS 54057-4 AND 54057-6 IN THE ROSEDALE COMMUNITY. RECOMMENDED ACTION: Exonerate the Agreements for Completion of Public Improvements for Tracts 54057-4 and 54057-6 with Rosedale Land Partners; and Approve and authorize the Director of Public Works/City Engineer to execute the attached Agreements for Completion of Public Improvements for Tracts 54057-4 and 54057-6 with Tri Pointe Homes, Inc. 6/4/2018 -4. 9. AGREEMENT FOR COST SHARING FOR THE INSTALLATION OF MONITORING EQUIPMENT AND MONITORING PURSUANT TO THE HARBOR TOXIC POLLUTANTS TMDL. RECOMMENDED ACTION: Approve an Agreement between the City of Azusa and the Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority; and Authorize the City Manager to execute the Agreement, in a form acceptable to the City Attorney, on behalf of the City. 10. CITY TREASURER'S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE MONTH OF MARCH 2018. RECOMMENDED ACTION: Receive, review, and file the City Treasurer's Report for the month of March 2018. 11. CITY TREASURER'S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE MONTH OF APRIL 2018. RECOMMENDED ACTION: Receive, review, and file the City Treasurer's Report for the month of April 2018. 12. AUTHORIZATION TO ACCESS STATE AND FEDERAL CRIMINAL HISTORY INFORMATION FOR EMPLOYMENT PURPOSES. RECOMMENDED ACTION: Adopt Resolution 2018-C43 Authorizing the City of Azusa to access State and Federal level criminal history information for employment purposes. 13. ACCEPTANCE OF PROJECT COMPLETION AND AUTHORIZATION TO FILE A NOTICE OF COMPLETION FOR THE ALOSTA AVENUE SUBDRAIN- CIP PROJECT 66518A. RECOMMENDED ACTION: Accept the project improvements; and Authorize Staff to file a Notice of Completion for the Alosta Avenue Subdrain Project No. 66518A. 14. ACCEPTANCE OF PROJECT COMPLETION AND AUTHORIZATION TO FILE A NOTICE OF COMPLETION FOR THE REHABILITATE PAVEMENT ON AZUSA AVENUE FROM FIFTH STREET TO SANTA FE AVENUE PROJECT NO. 66118A. RECOMMENDED ACTION: Accept the project improvements; and Authorize Staff to file a Notice of Completion for the Rehabilitate Pavement on Azusa Avenue from Fifth Street to Santa Fe Avenue Project No. HPLUL-5112(014). 6/4/2018 - 5 - 15. ACCEPTANCE OF PROJECT COMPLETION AND AUTHORIZATION TO FILE A NOTICE OF COMPLETION FOR THE FOOTHILL BLVD AND DALTON AVE TRAFFIC SIGNAL INSTALLATION PROJECT — CIP PROJECT 66117A. RECOMMENDED ACTION: Accept the project improvements; and Authorize Staff to file a Notice of Completion for the Foothill Blvd and Dalton Ave Traffic Signal Installation Project Nos. 66117A. 16. RE UEST TO AMEND PROFESSIONAL SERVICES AGREEMENT WITH MICHAEL BAKER INTERNATIONAL TO PROVIDE PLANNING CONSULTANT SERVICES FOR THE AZUSA TODD PROJECT LOCATED AT 1025 N. TODD AVENUE. RECOMMENDED ACTION: Approve a Professional Services Agreement with Michael Baker International to provide planning consultant services in an amount not to exceed $23,300; and Authorize the City Manager to prepare and execute the agreements, in a form acceptable to the City Attorney, on behalf of the City. F. SUCCESSOR AGENCY RELATED BUSINESS. 1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY DATED MAY 2 2018 THROUGH MAY 16 2018. RECOMMENDED ACTION: Adopt Resolution No. 2018-R09 allowing certain claims and demands to be paid out of Successor Agency Funds. G. ADJOURNMENT.
