SUBJECT: ACCEPTANCE OF PROJECT COMPLETION AND AUTHORIZATION TO FILE A
NOTICE OF COMPLETION FOR THE FOOTHILL BLVD AND DALTON AVE
TRAFFIC SIGNAL INSTALLATION PROJECT – CIP PROJECT 66117A
BACKGROUND:
On June 5, 2018, the City Council awarded a contract to Elecnor Belco Electric, Inc. for the Foothill
Blvd and Dalton Ave Traffic Signal Installation Project. The project was completed on May 18, 2018.
The proposed actions will accept the improvements and authorize Staff to file a Notice of Completion
for the project.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1)Accept the project improvements; and
2)Authorize Staff to file a Notice of Completion for the Foothill Blvd and Dalton Ave Traffic
Signal Installation Project Nos. 66117A
ANALYSIS:
The completed project converted the intersection of Foothill Boulevard and Dalton Avenue from a 2-
way stop control for north and southbound traffic into a fully signalized intersection. The improvements
include all new equipment including a battery backup system for the traffic signal controller, video
detection cameras, and interconnection with nearby traffic signals to optimize traffic efficiency.
FISCAL IMPACT:
A contract for this project was awarded in the amount of $387,496, which included a 10% contingency
for potential change orders and included in the FY2017-18 approved budget ($290,622 budgeted under

66117A and $96,874 under 28-80-661-005-7120). The project was funded by Utility Mitigation Funds
and proceeds from the 25% developer’s share of the new Smart and Final development. The project was
completed within budget with a total construction cost of $353,850.
