General public comment will be provided for during the regular portion of the meeting beginning at 7:30 P.M. 6/18/2018 - 1 - CONFERENCE WITH LABOR NEGOTIATORS - Pursuant to California Government Code Section 54957.6. City Negotiator: Sergio Gonzalez, City Manager and Tanya Bragg, Director of Human Resources & Risk Management Organizations: SEIU (Service Employees International Union- Local 721), ACEA (Azusa City Employees Association), AMMA (Azusa Middle Management Association), APOA (Azusa Police Officers Association), CAPP (Civilian Association of Police Personnel), and APMA (Azusa Police Middle Management Association) 7:30 P.M. - REGULAR MEETING OF THE CITY COUNCIL, THE SUCCESSOR AGENCY, THE PUBLIC FINANCING AUTHORITY. NOTICE TO THE PUBLIC FOR REGULAR MEETING In compliance with Government code Section 54957.5, copies of staff reports or other written documentation relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E. Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.ci.azusa.ca.us. Persons who wish to speak during the Public Participation portion of the Agenda or on a Public Hearing item, shall fill out a card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted after will not be accepted. PUBLIC PARTICIPATION This time has-been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this a enda or are listed on this a en as an itens other than a public hearing item. Members of the audience will have the opportunity to address the city council/agency board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the council/agency board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The council/agency board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes. C. REPORTS,_ UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL 1. SCHEDULED ITEMS CONVENE JOINTLY AS THE CITY COUNCIL, AZUSA UTILITY BOARD, THE SUCCESSOR AGENCY TO THE FORMER REDEVELOPMENT AGENCY, AND THE PUBLIC FINANCING AUTHORITY TO CONSIDER THE FOLLOWING: 1. ADOPTION OF FISCAL YEAR 2418/19 CITY, UTILITIES, PUBLIC FINANCING AUTHORITY" AND SUCCESSOR AGENCY OPERATING AND CAPITAL IMPROVEMENT PLAN BUDGETS. RECOMMENDED ACTION: 1) Approve Resolution No. 2018-C44, A Resolution of the City Council of the City of Azusa adopting the budget and approving appropriations for the City of Azusa for the fiscal year commencing July 1, 2018 and ending June 30, 2019; 2) Approve Resolution No. 2018 -UB -03, A Resolution of the Utility Board of the City of Azusa adopting the budget and approving appropriations for Utilities for the fiscal year commencing July 1, 2018 and ending June 30, 2019; 3) Approve Resolution No. 2018-P1, A Resolution of the Azusa Public Financing Authority of the City of Azusa adopting the budget and approving appropriations for the Authority for the fiscal year commencing July 1, 2018 and ending June 30, 2019; and 4) Approve Resolution No. 2018-R10, A Resolution of the Successor Agency for the Former Redevelopment Agency of the City of Azusa adopting the budget and approving appropriations for the Agency for the fiscal year commencing July 1, 2018 and ending June 30, 2019. THE UTILITY BOARD AND THE PUBLIC FINANCING AUTHORITY TO ADJOURN, AND THE SUCCESSOR AGENCY TO THE FORMER REDEVELOPMENT AGENCY AND CITY COUNCIL TO CONTINUE. 2. ADOPTION OF RESOLUTION REVISING GENERAL FUND RESERVE POLICY. RECOMMENDED ACTION: Approve Resolution No. 2018-C45 adopting a revised General Fund Reserve Policy. E. CONSENT CALENDAR The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. MINUTES OF THE SPECIAL MEETING OF MAY 29 2018 AND REGULAR MEETING OF JUNE 4 2018. RECOMMENDED ACTION: Approve minutes as written. 6/18/2018 -3 - 2. RESOLUTION AUTHORIZING PAYMENTS„ OF WARRANTS BY THE CITY DATED MAY 31, 2018 THROUGH JUNE 13, 2018. RECOMMENDED ACTION: Adopt Resolution No. 2018-C46 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules Section 5.7.5 and applicable Memorandum of Understanding(s). 4. APPROVE ARTIST AGREEMENT WITH SIX VARIOUS ARTISTS FOR THE AZUSA ART BOX PROGRAM IN DOWNTOWN AZUSA. RECOMMENDED ACTION: Approve all six Artist Agreements to provide professional artwork services in an amount not to exceed $1,000.00 for Art Box #1-5 and $2,000.00 for Art Box #6; and Authorize the City Manager to prepare and execute the agreements, in a form acceptable to the City Attorney, on behalf of the City. 5. AZUSA UNIFIED SCHOOL DISTRICT AND AZUSA POLICE DEPARTMENT SCHOOL RESOURCE OFFICER CONTRACT; JULY 1, 2018 — JUNE 30, 2019. RECOMMENDED ACTION: Approve the agreement for the 2018/19 school year between the Azusa Unified School District and the Azusa Police Department, for the provision of law enforcement services at a shared cost; and Authorize the City Manager, or designee, to execute the agreement, in a form acceptable to the City Attorney, on behalf of the City. 6. RENEWAL OF JAIL PRIVATIZATION SERVICES WITH THE G4S CORPORATION. RECOMMENDED ACTION: Approve the renewal of the Operating Contract for the Azusa City Jail with the G4S Corporation for a one year term, effective July 1, 2018. 7. AWARD ANNUAL SCHOLARSHIPS. RECOMMENDED ACTION: Accept the recommendations of the Scholarship Selection Ad -Hoc Committee and award one (1) $1,000 scholarship; and two (2) $500 scholarships; and Award one (1) $500 scholarships to the remaining eligible applicant from the unused Adult Advancement Scholarship Opportunity. 6/18/2018 - 4 - 8. ADOPTION OF GANN APPROPRIATIONS LIMIT FOR FY 2018-19. RECOMMENDED ACTION: Adopt Resolution No. 2018-C47, approving and adopting the Annual Appropriations Limit for the Fiscal Year 2018-19 in the Amount of $289,709,341. 9. CITY TREASURER'S ACCOUNTING OF ALL RECEIPTS, DISBURSEMENTS AND FUND BALANCES FOR THE MONTHS OF JULY 2017 THROUGH FEBRUARY 2018. RECOMMENDED ACTION: Receive, review, and file the City Treasurer's Reports of Receipts, Disbursements and Fund Balances for the months of July 2017 through February 2018. 10. BLANKET PURCHASE ORDERS OVER $25,000 FY 2018-I9 (CITY & SUCCESSOR AGENCY). RECOMMENDED ACTION: Approve the issuance of Blanket Purchase Orders detailed on the attached schedule, in an amount of $25,000 or more as outlined in Sec. 2-518 (a) of the Azusa Municipal Code. 11. JAIL FOOD SERVICE CONTRACT. RECOMMENDED ACTION: Approve a Jail Food Service Agreement with the Los Angeles County Sheriffs Department. 12. APPROVE A 3 -YEAR AGREEMENT BETWEEN THE CITY OF AZUSA AND INTER -CON SECURITY SYSTEMS, INC. FOR PARKING ENFORCEMENT SERVICES. RECOMMENDED ACTION: Approve a 3 -year Agreement between the City of Azusa and Inter -Con Security Systems for Parking Enforcement Services with the option for two one (1) year extensions in an amount not to exceed $168,488.32 annually; and Authorize the City Manager to execute the contract. F. SUCCESSOR AGENCY RELATED BUSINESS. 1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY DATED MAY 17, 2018 THROUGH JUNE 13, 2018. RECOMMENDED ACTION: Adopt Resolution No. 2018 -RI I allowing certain claims and demands to be paid out of Successor Agency Funds. 6/18/2018 - 5 - 2. CONSIDERATION OF A TEMPORARY CONSTRUCTION ENTRY LICENSE AGREEMENT BETWEEN THE SUCCESSOR AGENCY TO THE CITY OF AZUSA REDEVELOPMENT AGENCY AND EFPAR DEVELOPMENT, LLC. TO ACCESS CERTAIN SUCCESSOR AGENCY OWNED REAL PROPERTY LOCATED AT 975 W. FOOTHILL BLVD FOR THE LIMITED PURPOSE OF DEMOLISHING EXISTING STRUCTURES ON THE PROPERTY AND TO CONDUCT ASBESTOS REMOVAL. RECOMMENDED ACTION: Approve the attached agreement, in substantially final form, providing Developer temporary access to the Property, authorize the City Manager to execute the agreement and directing the City Manager to take all actions necessary to implement the intent of the agreement. G. ADJOURNMENT. The meeting will be adjourned in memory of Mr. Joe Alba, Lifelong Azusa Resident.
