Present for roll call: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones, City ROLL CALL Attorney Snidow, Deputy City Clerk. Absent: City Clerk. Each member present acknowledged receipt of a written copy of the minutes of November 19, 1951. The Mayor asked if there were any objections or corrections to said minutes. There being none, the minutes of November 19, 1951 were sp proved as written. Mayor Jones announced that a meeting of the Water Committee would be held in the City Clerks office Thursday, December 6th, at 7:30 P.M. A letter of appreciation from the P. T. A. Board of the Paramount School was read m d ordered placed on file. A communication from Chief of Police Kendrick was read recommending certain changes in the P. E. bus stops and recommending that no parking zone be provided for the Community Taxi Service. Moved by Councilman Jackson, seconded by Councilman Ortuno this recommendation be accepted and the City Attorney instructed to prepare a resolution as outlined above. Carried by the following vote of the Council: Ayes: Councilmen: Jackson,,Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Relative to a request from the Regional Water Pollution Control Board for copies of certain ordinances, it was moved by Councilman Ortuno, seconded by Councilman Seltzer and duly carried the City Clerk be instructed to comply with their request. A request from the Social Science Research Center at Pomona College relative to a study of Old Age Assistance was read, and it was moved by Councilman Jackson, seconded by Councilman Ortuno and duly carried the City Clerk be instructed to advise this group that the information they desire is not available. A communication from the American City Magazine relative to group subscriptions was read and ordered placed on file. MINUTES APPROVED MEETING OF WATER COM aTTEE P. E. BUS STOPS JERRY W. WARREN RE- MLOYED AS PATROLMAN REGIONAL WATER POLLUTION CONTROL BOARD SOCIAL SCIENCE RESEARCH CENTER P.MERICAN CITY MGAZINE Moved by Councilman Memmesheimer, seconded by Councilman Seltzer and duly carried this letter be tabled temporarily. Council was advised in a letter from Chief ' Kendrick that Patrolman Jerry W. Warren had been released from the'United States Army on November 30, 1951 and had returned to duty in the Azusa Police Department on December 3, 1951. Chief Kendrick requested that Patrolman Warren be laced on the third step of the pay plan, or 9273.00 per month. Moved by Councilman Jackson, seconded by Councilman Ortuno this recommendation be accepted and the City Attorney instructed to prepare a resolution as outlined above. Moved by Councilman Memmesheimer, seconded by Councilman Ortuno these resolutions be placed on file and the City Clerk instructed to advertise a public hearing on Tuesday, PUBLIC HEARING TO BE December 18, 1951 for consideration of the above. Noes: None Absent: None Mr. Pat Malone, Chairman of the Baseball Commission, filed with Council a written WRITTEN REPORT FILED report from the 1951 Baseball Commission. BY BASEBALL COMMISSION The report was ordered placed on file. Mayor Jones read a statement requesting local residents to join with the National Safety Council in the nationwide campaign NATIONAL SAFETY COUNCIL to postpone the millionth traffic death. Mayor Jones advised Council that they should ' again give consideration to an appointment to the Planning Commission to fill the PLANNING COMMISSION vacancy created by the resignation of Stuart APPJINTEMENT Giles and again suggested the name of Cornelius Ayon. Moved by Councilman Ortuno, seconded by Councilman Seltzer the recommendation of Mayor Jones be accepted and Cornelius Ayon be appointed to the Planning Commission, his term to expire June 30, 1954, Carried by the following vote of the Council: Ayes: Councilmen: Ortuno, Seltzer, Memmesheimer, Jones., Noes: None Councilman Jackson not voting. 66 m 1 CITY HALL, AZUSA, CALIFORNIA, MONDAY, DECEMBER 3, 1951 Granting the City Employees a holiday •.\ on Christmas Eve, December 24th, was introduced for discussion by Councilman Jackson, Moved by Councilman Jackson, seconded by Councilman Memmesheimer the City Employees be given this holiday and that those employees required to work be compensated according to the resolution governing holiday pay. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, ' Memmesheimer, Jones. Noes: None Absent: None At the suggestion of Councilman Jackson, Superintendent V. D. Smith discussed with Council certain reports relative to priorities and it was agreed that the departments should continue as they are now doing due to the extra clerical work a more extensive report would involve. Councilman Jackson recommended consideration of a new ordinance raising the salary of the City Clerk by ordinance, thereby eliminating the necessity of the present resolution which covers a portion of the duties done by the City Clerk. After general discussion of adoption of an ordinance by Council or placing the matter on the April ballot, the matter was held over until the next meeting of Council for further study. Mayor Jones requested that action be taken to have horses, calves, chickens, etc, belong- ing to private individuals removed from City - owned property near the Warehouse and also on W. Eleventh Street. Pictures were presented showing the condition of buildings on the Eleventh Street property, and a general dis- cussion followed. , Moved by Councilman Seltzer, seconded by Councilman Memmesheimer the City Attorney be instructed to determine if this occupancy constitutes a violation, and if so to notify the people using the property to vacate as soon as possible. Absent: None Councilman Memmesheimer offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA PROPOSING TO INSTITUTE PRO- CEEDINGS FOR THE IMPROVEMENT OF BAYLESS STREET, FOURTH STREET AND HOLLYVALE.STREET ' FROM VIRGINIA AVENUE TO THE WESTERLY EX- TREMITY OF SAID STREETS AND CONEY AVENUE FROM THIRD STREET TO FIFTH'STREET IN SAID CITY AND ORDERING THE PREPARATION OF A PRE- LIMINARY REPORT. Noes: None Absent: None Councilman Memmesheimer offered an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA,.COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, REGULATING'THE COLLECTION OF REFUSE AND RUBBISH, PROVIDING FOR THE TYPES OF CONTAINERS AND THE TYPES OF MATERIAL TO BE COLLECTED AND PROVIDING THE PAYMENT OF SAID SERVICES IN THE RESIDENTIAL SECTIONS OF THE CITY OF AZUSA. to be placed on its first reading. ' This Ordinance was then read for the first time. City Engineer Brooks advised Council that the roof on the City reservoir had not been completed in a satisfactory manner. After discussion, it was moved by Councilman Seltzer, seconded by Councilman Memmesheimer the Engineer contact the roofer and advise him that Council will accept one of the follow- ing alternates: 1. Replace roof. 2. Tape and sealer and provide a ten year guarantee and a five-year bond. 3. Tar and gravel covering as per City Engineers specifications. Noes: None Absent: None Upon recommendation of Fire Chief Madison, it was moved by Councilman Jackson, seconded by Councilman Memmesheimer the Fire Chief be authorized to investigate a heating system for the Fire Department and report back.
