HomeMy WebLinkAboutE-11 Staff Report - Jail Food Contract 2018 2023 AgreementCONSENT ITEM E-11 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: STEPHAN HUNT, CHIEF OF POLICE DATE: JUNE 18, 2018 SUBJECT: JAIL FOOD SERVICE CONTRACT BACKGROUND: The City of Azusa has contracted with the Los Angeles County Sheriff’s Department (LASD) to provide food service to prisoners of the Azusa City Jail since January 2010. As the end of the current contract nears, the County is requesting we enter into a new five (5) year Food Services Agreement. During this agreement, the County will provide the City with Jail Food Services from July 1, 2018 to June 30, 2023. The contract has been approved as to form by the City Attorney. RECOMMENDATION: Staff recommends the City Council take the following actions: 1) Approve a Jail Food Service Agreement with the Los Angeles County Sheriff’s Department. ANALYSIS: The Jail is inspected by the Los Angeles County Health Department each year and by the California Department of Corrections and Rehabilitation bi-annually. The food service is reviewed during these inspections. Since contracting with the Sheriff’s Department for food service, there have not been any issues during the annual inspections. Prior to our current contract with the Sheriff’s Department, the Police Department contracted with a private food service company. During that time, food nutrition and menu was a continual issue and problem during the Health Department inspections. The Sheriff’s Department is able to provide food service at $2.75 per meal, which is $3.24 less per meal than the private food service company (Aramark). APPROVED CITY COUNCIL 6/18/2018 Jail Food Service Contract June 18, 2018 Page 2 FISCAL IMPACT: Jail Food Service is included in the FY 2018-19 proposed budget in the amount of $8,500 under 10-20- 310-000-6575, $1,000 more than the current year budget. The per meal rate for FY 2018/19 is $2.75 and subject to adjustment by the County each July 1. The estimated cost of annual services will be included in the proposed budgets for the term of the contract.
