SUBJECT: AUTHORIZATION OF TEMPORARY ASSISTANT CITY MANAGER POSITION
TO ASSIST WITH TRANSITION WITH NEW RECREATION AND FAMILY
SERVICES DIRECTOR
SUMMARY:
The City has been recruiting for a new Director of Recreation and Family Services since July 2017 to
replace the current retiring Director, Mr. Joe Jacobs, who has been with the City for over 30 years and
will be retiring on December 31, 2017. The Interim City Manager is recommending that the new
Director be hired and start no later than December 1, 2017. This request is based on the Department of
Recreation and Family Services experiencing some temporary staffing shortages at the management
level. It is proposed that Mr. Jacobs would assist the new Director during this period until current key
staff are able to return to their positions, which is expected by the end of December. This approach will
provide for a much smoother transition with the department, especially given that the new Director will
be new to the organization. To provide for this transitional period, it is recommended that Mr. Jacobs fill
a temporary Assistant City Manager position that is currently not authorized in the budget. The Assistant
City Manager position is the only position available which has a similar salary. It is estimated that the
maximum cost to fund the New Director and the temporary Assistant City Manager position would be
between $10,000 to $20,000, depending on when the new Director commences work with the City. The
proposed action authorizes a temporary Assistant City Manager until December 31, 2017.
RECOMMENDATION:
Staff recommends the City Council take the following action:
1) Authorize a temporary Assistant City Manager until December 31, 2017, to assist the
Department of Recreation and Family Services during the new Director transitional period.
DISCUSSION:

the only position available which has a similar salary and serves on the executive team.
FISCAL IMPACT:
It is estimated that the maximum cost to fund the new Director and the temporary Assistant City
Manager position would be between $10,000 to $20,000, depending on when the new Director
commences work with the City. Staff will adjust the fiscal year 2017-2018 budget, if necessary, at the
mid-year review.
