HomeMy WebLinkAboutE-4 Staff Report - Craftsman Park Grant Deed AcceptanceCONSENT ITEM E-4 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: DON PENMAN, INTERM CITY MANAGER FROM: JOE JACOBS, DIRECTOR OF RECREATION AND FAMILY SERVICES DATE: OCTOBER 16, 2017 SUBJECT: ACCEPTANCE OF THE NEWLY CONSTRUCTED AND GRANT DEED EXECUTION OF CRAFTSMAN PARK ADJACENT TO TRACT 54057-2 LOCATED WITHIN THE NORTH PARK NEIGHBORHOOD IN THE ROSEDALE COMMUNITY SUMMARY: Craftsman Park is located within the North Park Neighborhood in the Rosedale community and between Sierra Madre Avenue and Los Angeles County Beatty Flood Control Basin. This park has been constructed in accordance with the approved plans and is ready for acceptance by the City. This action accepts the Maintenance Contract with Brightview Landscape (formerly ValleyCrest Lanscape) in the annual amount of $12,720.00 for the maintenance of these new areas. RECOMMENDATION: Staff recommends the City Council take the following actions: 1) Accept the construction and grant deed of Craftsman Park located within the North Park Neighborhood and between Sierra Madre Avenue and Los Angeles County Beatty Flood Control Basin; 2) Approve an increase in the Landscape and Irrigation Contract with Brightview Landscape in the amount of $12,720.00 annually for the maintenance of these improvements; and 3) Direct City staff to execute Grant Deed of Craftsman Park. DISCUSSION: Craftsman Park is one (1) of the ten (10) parks planned for the Rosedale community. The park is located within the North Park Neighborhood and between Sierra Madre Avenue and Los Angeles County Beatty Flood Control Basin. To date, eight (8) parks have been completed and accepted. Craftsman Park will be the ninth (9) park, which features picnic benches, shade structures, open play area, and parking lot with (11) parking stalls. Following review and inspection of Craftman Park, Staff APPROVED COUNCIL MEETING 10/16/2017 Acceptance of Craftsman Park October 16, 2017 Page 2 of 2 and City’s consulting landscape architect have determined that Craftsman Park has been constructed in substantial compliance with approved plan. A ninety (90) day maintenance period and one year warranty period are in effect. FISCAL IMPACT: There is no anticipated General Fund impact. The long term maintenance cost of all Rosedale parks are funded via Community Facilities District (CFD), account #37-25-420-000-6493, established as part of the Rosedale project. The incremental increase in the landscape and irrigation maintenance contract for Craftsman Park is $12,720.00 per year. The Finance Department will adjust the fiscal year 2017-2018 budget to include increased cost upon City Council approval.
