MINUTES OF THE CITY COUNCIL AND
THE SUCCESSOR AGENCY TO THE
FORMER REDEVELOPMENT AGENCY
REGULAR MEETING
MONDAY, MAY 1, 2017 – 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located
at 213 E. Foothill Boulevard, Azusa, CA 91702.
Mayor Rocha called the meeting to order at 6:30 P.M.
ROLL CALL: Roll call was taken by City Clerk Cornejo.
PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, ALVAREZ, ROCHA
ABSENT: COUNCILMEMBERS: MACIAS
ALSO PRESENT
Elected Officials: City Clerk Cornejo.
Staff Members: City Manager Butzlaff, City Attorney Piscano, Neighborhood Services Coordinator Quiroz, and Chief
Deputy City Clerk Garcia.
CLOSED SESSION
The City Council recessed to closed session at 6:31 P.M. to discuss the following:
1.CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION/POSSIBLE INITIATION OF
LITIGATION – Pursuant to California Government Code, Sections 54956.9(d)(2) & (d)(4).
One Potential Case – Dispute with Waste Management regarding payment of landfill fees and business license taxes.
2.CONFERENCE WITH LEGAL COUNSEL – EXISTING LITIGATION - Pursuant to California Government
Code, Section 54956.9(d)(1).
Case Name: Praxedes E. Running et al v. Covina Irrigating Company et al.; L.A. County Sup. Court Case No.
BC623542.
3.CONFERENCE WITH LEGAL COUNSEL – SIGNIFICANT EXPOSURE TO LITIGATION - Pursuant to
California Government Code, Section 54956.9(d)(2)/(e)(1).
One Potential Case.

Mayor Rocha called the meeting to order at 7:30 P.M.

Campos, Neighborhood Services Coordinator Quiroz, and Chief Deputy City Clerk Garcia.
The Pledge of Allegiance was led by Ms. Angelica Ramirez.
The invocation was given by Wayne Kalama, Church of Jesus Christ of Latter-Day Saints.

CLOSED SESSION REPORT
The City Council reconvened at 7:30 P.M.; City Attorney Piscano announced the following regarding Closed Session:
Item 1: No reportable action; and Item 2: No reportable action; and Item 3: Item was not discussed.
PUBLIC COMMENT
Mr. Tyler Laird expressed his support for the reopening of the Garcia Trail and commented on the issues preventing its
restoration.
Mr. Jorge V. Rosales express his appreciation of the new signage in front of the Sister City House; announced the
Mayor’s prayer breakfast on May 17 at Azusa Pacific University; and commented o n Item D-1, stating that it would be a
great opportunity for the Azusa School District.
Ms. Maricela Cueva announced the formation of the Azusa Leaders for Learning Education Foundation , introduced its
Board Members, requested a donation from the City, and announced the Designer Bag Bingo Fundraiser.
Mr. Hector Elizalde, Representative of Congresswoman Napolitano announced the 6th Annual Veteran’s Forum on June
17, 2017 and provided information about the event.
Mr. Lovlesh Tandon expressed his support for the reopening of the Garcia Trail and discussed the trail right-of-way.
Mr. Dan Simpson expressed his support for the reopening of the Garcia Trail and stated his interest in forming a taskforce.
In response to the comments made during public participation, City Manager Butzlaff stated that the Garcia Trail was
closed for safety reasons and would remain closed until the property issues are resolved in order for the Trail to be
properly repaired. He further stated that he would no longer respond to the questions or comments made about the Garcia
Trail during public participation at council meetings, unless otherwise directed by the Council.
REPORTS, UPDATES AND ANNOUNCEMENTS FROM STAFF/COUNCIL
City Manager Butzlaff announced a Social Media Marketing Workshop for small business on May 3, 2017 at the Azusa
Women’s Club.
Moved by Councilmember Gonzales, seconded by Councilmember Alvarez, to approve Items C-1 to C-5 and carried by
the following vote of the Council:

1. Mayor Rocha: Request for a Proclamation proclaiming the month of May, 2017 as “Lupus Awareness Month” in the
City of Azusa for Looms4Lupus, a non-profit organization.
2. City Manager: Request for a Proclamation Recognizing the 242nd Birthday of the United States Army.
3. City Manager: Request for a Proclamation proclaiming the week of May 7 -13, 2017 as Public Service Recognition
Week in the City of Azusa.
4. City Clerk: Request for a Proclamation proclaiming the week of May 7 -13, 2017 as the 48th Annual Municipal Clerks
Week in the City of Azusa.
5. City Manager: Request for a Proclamation proclaiming the week of April 30 through May 6, 2017 as National S mall
Business Week in the City of Azusa.
Councilmember Gonzales congratulated the American Cancer Society for their successful Relay for Life event; thanked
the Azusa Women’s Club for participating in the Smart Gardening Workshop at Memorial Park; and requested a future
discussion regarding moving the election to even years.
City Manager Butzlaff informed the Council that the City Attorney’s office has been working on the election issue and
would be scheduling a study session to discuss the options at a later date.
Councilmember Alvarez wished everyone a Happy Mother’s Day and requested that Staff look into the speeding of
vehicles on eastbound Second Avenue at Azusa Avenue.
Mayor Rocha announced that the meeting would be adjourned in memory of Ms. Clara Torres Steele, lifelong Azusa
resident. He announced that the Home2Suites Hotel job fair was rescheduled to May 16, 2017; the opening of Jimmy
John’s sandwiches; requested an update on military banners on Azusa Avenue; thanked Susie of the Chamber of
Commerce for the Relay for Life event; and asked everyone to keep first responders and service men and women on their
daily prayers.

City Manager Butzlaff provided an update on the military banners stating that the military banners are scheduled to be
displayed from May-July and again from October-November; Council will have the option of extending the display of
military banners from July through October as the City does not currently have any Economic and Development banners
to display; Staff would evaluate the cost of replacing the Christmas wreaths; and that the Azusa Woman’s Club has
expressed interest in helping.
SCHEDULED ITEMS
DISCUSSION REGARDING THE USE OF THE AZUSA AUDITORIUM BY THE AZUSA UNIFIED SCHOOL
DISTRICT TO FACILITATE THE AIRING OF SCHOOL BOARD MEETINGS ON THE CITY’S GOVERNMENT
ACCESS CHANNEL
City Attorney Pisano advised Mayor Rocha that he was not required to recuse himself from the discussion as his
employment with the School District did not create a conflict.
Discussion ensued regarding the use of the civic auditorium by the School District which would allow the school board
meetings to be televised on the City’s government access channel.
The Council directed Staff to send a letter to the School District offeri ng the use of the civic auditorium for their board
meetings.
ASSIGNMENT OF OUTSIDE AGENCIES BOARD AND COMMITTEES
Moved by Councilmember Carrillo, seconded by Councilmember Gonzales, and carried by the following vote of the
Council to ratify the existing assignments for an additional two year period from April 2017 to March 2019.

2017 SUMMER MEETING SCHEDULE
Moved by Councilmember Gonzales, seconded by Councilmember Alvarez, and carried by the following vote of the
Council to approve the 2017 summer meeting schedule.

AUTHORIZATION TO SCHEDULE AND NOTIFY PROPERTY OWNERS OF PUBLIC HEARING FOR REFUSE
RATE ADJUSTMENT ON JUNE 19, 2017
Management Analyst Lacasella presented the Staff Report stating that service rates for refuse collection and recy cling
services are required to be adjusted each year to reflect the change in the Consumer Price Index (CPI) and change in
disposal costs.
In response to a question posed by the Council, Management Analyst Lacasella stated that the single family residential
rates would be increased to $25.98 and 5% of the market average.
Moved by Councilmember Alvarez, seconded by Councilmember Carrillo, and carried by the following vote of the
Council to set the public hearing for June 19, 2017 and notify property owners.

1. The minutes of the regular meeting of April 3, 2017, special meeting of April 10, 2017 and regular meeting of April

2. Resolution No. 2017-C29 was adopted and entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND
DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.

3. The Human Resources Action Items, in accordance with the City of Azusa Civil Service Rules and applicable
Memorandum of Understanding(s), were approved as follows:
Merit Increase and/or Regular Appointment: A. Avalos, L. Hassen, M. Vega

Promotion: P. Dennis, X. Torres, J. Sandoval, C. Wilkins
Flexible Staffing Promotion: C. Gutierrez.
4. The Final Tract Map No. 74376 for a 30-unit townhome project located at 803-809 N. Dalton Ave. was approved and
the City Clerk and City Treasurer were authorized to endorse the certificates on the face of the map.
5. The emergency work on Encanto Parkway, the actions taken by the City Manager, and termination of the emergency
were confirmed.
6. The specification revisions to the Bus Driver classification were approved.
SUCCESSOR AGENCY RELATED BUSINESS
RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY DATED MARCH
30, 2017 THROUGH APRIL 26, 2017.
Agency Member Gonzales offered Resolution No. 2017-R06 entitled:
A RESOLUTION OF THE SUCCESSOR AGENCY OF THE FORMER REDEVELOPMENT AGENCY OF THE CITY
OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID OUT OF SUCCESSOR AGENCY

members present, to approve Resolution No. 2017-R06:
