Prior to going into closed session the City Council will convene in the Auditorium serving as Council Chambers
to take public comment on the closed session items only. General public comment will be provided for during
the regular portion of the meeting beginning at 7:30 P.M

NOTICE TO THE PUBLIC FOR REGULAR MEETING
In compliance with Government code Section 54957.5, copies of staff reports or other written documentation
relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E.
Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police
Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.ci.azusa.ca.us. Persons who
wish to speak during the Public Participation portion of the Agenda or on a Public Hearing item, shall fill out a
card requesting to speak and shall submit it to the City Clerkprior to 7:30 P.M.; cards submitted after will not
be accepted.

B. PUBLIC PARTICIPATION
This time has been set aside for persons in the audience to make public comments on items within the subject
matter jurisdiction of the council/agency board that etre not listed on this ng nda or are listed on this rt�e►trlrt
as an item other than a public hearing item. Members of the audience will have the opportunity to address the
city council/agency board about public hearing items at the time the public hearing is held. Under the
provisions of the Brown Act, the council/agency board is prohibited from taking action on oral requests, but
may refer the matter to staff or to a subsequent meeting. The council/agency board will respond after public
comment has been received. Each person or representative of a group shall be allowed to speak without
interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules.
Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker
has completed his/her comments. Public Participation will be limited to sixty (60) minutes.
C. REPORTS UPDATES AND ANNOUNCEMENTS FROM STAFFICOUNCIL
Mayor Rocha: Request for a Proclamation proclaiming the month of May, 2017 as "Lupus Awareness
Month" in the City of Azusa for Looms4Lupus, a non-profit organization.

2. City Manager: Request for a Proclamation Recognizing the 242nd Birthday of the United States Army.
3. City Manager: Request for a Proclamation proclaiming the week of May 7-13, 2017 as Public Service
Recognition Week in the City of Azusa.
4. City Clerk: Request for a Proclamation proclaiming the week of May 7-13, 2017 as the 48th Annual
Municipal Clerks Week in the City of Azusa.
5. City Manager: Request for a Proclamation proclaiming the week of April 30 through May 6, 2017 as
National Small Business Week in the City of Azusa.
D. SCHEDULED ITEMS
1. DISCUSSION REGARDING THE USE OF THE AZUSA AUDITORIUM BY THE AZUSA
UNIFIED SCHOOL DISTRICT TO FACILITATE THE AIRING OF SCHOOL BOARD
MEETINGS ON THE CITY'S GOVERNMENT ACCESS CHANNEL.
RECOMMENDED ACTION:
1. Discuss and provide direction to Staff as necessary.
2. ASSIGNMENT OF OUTSIDE AGENCIES BOARD AND COMMITTEES.
RECOMMENDED ACTION:
1. Ratify the existing assignments of outside Board and Committees for an additional two year period
from April 2017 to March 2019; or
2. Re -assign the existing assignments as Council deems necessary, for the period of April 2017 to
March 2019.
3. 2017 SUMMER MEETING SCHEDULE.
RECOMMENDED ACTION:
1. Review the proposed Summer Meeting Schedule and provide direction to Staff.
4. AUTHORIZATION TO SCHEDULE AND NOTIFY PROPERTY OWNERS OF PUBLIC
HEARING FOR REFUSE RATE ADJUSTMENT ON JUNE 19 2017.
RECOMMENDED ACTION:
1. Set the public hearing for June 19, 2017; and
2. Direct Staff to mail a 45 -day advanced notice of public hearing to consider the annual refuse rate
adjustment to be effective July 1, 2017.

E. CONSENT CALENDAR
The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If
Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered
under SPECIAL CALL ITEMS.
1. MINUTES OF THE REGULAR MEETING OF APRIL 3, 2017, SPECIAL MEETING_ OF APRIL
10, 2017 AND REGULAR MEETING OF APRIL 17,201 .
RECOMMENDED ACTION:
Approve minutes as written.
2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED APRIL 13,
2017 THROUGH APRIL 26, 2017.
RECOMMENDED ACTION:
Adopt Resolution No. 2017-C29 allowing certain claims and demands and specifying the funds out of which
the same are to be paid.
3. HUMAN RESOURCES ACTION ITEMS.
RECOMMENDED ACTION:
Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules
Section 5.7.5 and applicable Memorandum of Understanding(s).
4. APPROVAL OF FINAL TRACT MAP NO. 74376 FOR A 30 -UNIT TOWNHOME PROJECT
LOCATED AT 803-809 N DALTON AVENUE.
RECOMMENDED ACTION:
Find that this project complies with the General Plan and is consistent with the approved tentative tract map
and any amendments thereto; and Find that this project is in compliance with the provisions of the
Subdivision Map Act; and Approve Final Tract Map 74376; and Authorize the City Clerk and City
Treasurer to endorse the certificates on the face of the map, which embodies the approval of Final Tract
Map 74376.
5. EMERGENCY WORK ON ENCANTO PARKWAY,
RECOMMENDED ACTION:
Confirm the emergency and the actions taken by the City Manager; and Confirm the City Manager's
termination of the emergency.
6. APPROVAL OF CLASSIFICATION SPECIFICATION REVISIONS FOR BUS DRIVER
CLASSIFICATION.
RECOMMENDED ACTION:
Approve the attached specification revisions to the Bus Driver classification.

F. SUCCESSOR AGENCY RELATED BUSINESS.
1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY
DATED MARCH 30, 2017 THROUGH APRIL 26,2017.
RECOMMENDED ACTION:
Adopt Resolution No. 2017-R06 allowing certain claims and demands to be paid out of Successor Agency
Funds.
G. ADJOURNMENT.
The meeting will be adjourned in memory of Clara Torres Steele, Lifelong Azusa Resident.
