MINUTES OF THE CITY COUNCIL AND
THE SUCCESSOR AGENCY TO THE
FORMER REDEVELOPMENT AGENCY
REGULAR MEETING
MONDAY, APRIL 3, 2017 – 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located
at 213 E. Foothill Boulevard, Azusa, CA 91702.
Mayor Rocha called the meeting to order at 6:30 P.M.
ROLL CALL: Roll call was taken by City Clerk Cornejo. Councilmember Macias arrived at 6:31 p.m. and Mayor Pro-
Tem Carrillo arrived at 6:33 p.m., after roll call.

CEREMONIAL
Checks from the proceeds of the Casino Night Fundraiser were presented to Azusa American Little League, Azusa
National Little League, Jr. All American Raiders, and Azusa Little League Softball.
An “Employee of the Quarter” certificate was presented to Christopher Davis, Street Maintenance Worker III.

CLOSED SESSION REPORT
The City Council reconvened at 7:30 P.M.; City Attorney Martinez announced the following regarding Closed Session:
Item 1: no reportable action; and Item 2: City Council heard a presentation from legal counsel and staff, no reportable
action.
PUBLIC COMMENT
Mr. Hector Elizalde, representative of Congresswoman Napolitano, invited the public to the free immigration event
“Know your Rights” on April 14, 2017.
Mr. Dan Simpson advocated for the reopening of the Garcia Trail.
Mr. Tyler Laird expressed his support for the reopening of the Garcia Trail.
Mr. Jorge V. Rosales commended Public Works Director/City Engineer Bobadilla and the Public Works staff for their
street improvement projects.
Mr. Lovelesh Tandon requested an unedited copy of the Garcia Trail assessment video and expressed his suppo rt for the
reopening of the trail.
Mr. Paul Stupin expressed his support for the reopening of the Garcia Trail.
In response to the comments made during public participation, City Manager Butzlaff stated that the Los Angeles County
Fire Department assessed the Trail with the use of drones and the video would be released to the public once the City
Council has previewed it at the April 17, 2017 meeting; the City of Azusa does not own the property that the Garcia Trail
transverses on as it was transferred to the Azusa-RMC Joint Powers Authority; and before repairs to the trail can be made,
the six different property owners that own various portions of the land need to give permission for their land to be
accessed.
REPORTS, UPDATES AND ANNOUNCEMENTS FROM STAFF/COUNCIL
City Manager Butzlaff provided an update on the opening of the Lagunitas Brewery stating that a pop-up tap room would
open beginning April 5, the tap-room restaurant is scheduled to open in July, and the brew house is scheduled to open
Spring 2018; thanked City Clerk Cornejo for his effort in procuring the two new information kiosks in the auditorium;
introduced the new Director of Human Resources/Risk Management, Ms. Tanya Bragg.
Director of Human Resources/Risk Management Bragg expressed her appreciation for the opportunity to work for the
City of Azusa.
Mayor Rocha: Request for Proclamation declaring April 2017 as “Donate Life Month” in the City of Azusa.
Moved by Councilmember Gonzales, seconded by Councilmember Alvarez, and carried by unanimous vote of the
Council to approve a proclamation declaring April 2017 as Donate Life Month in the City of Azusa.

Director of Recreation and Family Services: Request for a Proclamation proclaiming April 20, 2017 as Arbor Day in the
City of Azusa.
Moved by Mayor Pro-Tem Carrillo, seconded by Councilmember Macias, and carried by unanimous vote of the Council
approve a proclamation declaring April 20, 2017 as Arbor Day in the City of Azusa.

Mayor Pro-Tem Carrillo responded to a comment made during Public Comment stating that the Council has been
supportive of trails and worked to secure a parking location for the Fish Canyon Trail; and thanked the Azusa Police
Department for hosting their first open house on March 19.
Councilmember Gonzales thanked Staff for the successful Compost and Mulch Giveaway event which took place on
April 1; announced the Shred-a-Thon and plant sale on April 15 at Azusa Light and Water; and requested a future
discussion about the possibility of conducting an Azusa School Board meeting at the Azusa Auditorium.
Councilmember Macias responded to the comments made during Public Comment stating that the City of Azusa, along
with Vulcan, led the effort for access to the Fish Canyon Trail and also initiated the River Wilderness Park. He a lso
announced that free yard sales would take place on April 8-9.
Councilmember Alvarez announced the Shred-a-Thon on April 15; Tax Day on April 18; the swearing in ceremony on
April 10; and wished everyone a Happy Easter.
Mayor Rocha announced that the meeting would be adjourned in memory of Ms. Evelyn Nino Guardado, Lifelong Azusa
Resident. He announced the 30 year celebration of the Azusa Senior Center on April 4; thanked the students that assisted
with the compost and mulch giveaway; yard sales on April 8-9; Shred-a-Thon and Azusa Beautiful plant sale on April 15;
and asked everyone to keep service men and women on their daily prayers.
SCHEDULED ITEMS
ORDINANCE AMENDING CHAPTER 30 AZUSA MUNICIPAL CODE AND ADOPTION OF THE 2017 EDITION
OF THE Of THE LOS ANGELES COUNTY FIRE CODE.
Economic and Community Development Director Christiansen presented the Staff Report stating that the proposed
ordinance would adopt the 2017 Fire Code and requested that a public hearing be scheduled on April 17, 2017.
Fire Chief Enriquez explained that the Fire Code is adopted every three years and provided information on the changes in
the code.
Mayor Pro-Tem Carrillo offered Proposed Ordinance No. 2017-O1 entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CAL IFORNIA AMENDING AZUSA
MUNICIPAL CODE SECTIONS 30-36 AND 30-37 AND ADOPTING BY REFERENCE THE 2017 EDITION OF THE
LOS ANGELES COUNTY FIRE CODE
Moved by Mayor Pro-Tem Carrillo, seconded by Councilmember Gonzales, and carried by unanimous vote of the
Council to waive further reading, read by title only, and introduce proposed Ordinance No. 2017-O1.

DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
3. The Human Resources Action Items, in accordance with the City of Azusa Civil Service Rule s and applicable
Memorandum of Understanding(s), were approved as follows:
Merit Increase and/or Regular Appointment: C. LaPorte, R. Chivas, R. Hayden

4. The list of agreement executed by the City Manager for the months of November and December 2016 were received
and filed.
5. Final Parcel Map No. 73341 for the Azusa Intermodal Transit Center was approved and the City Clerk and City
Treasurer were authorized to endorse the certificates on the face of the map.

6. The plans and specifications for a new traffic signal at the intersection of Foothill Boulevard and Dalton Avenue –
CIP Project 66117A&B were approved and Staff was authorized to solicit a Notice of Inviting Bids.
7. Resolution No. 2017-C22 was adopted and entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, TO ENTER INTO A
MASTER AGREEMENT AND PROGRAM SUPPLEMENT AGREEMENT WITH CALTRANS FOR THE
ARROW HIGHWAY RAISED MEDIAN ISLANDS PROJECT NO. HSIPL-5112 (019)
8. Special Call.
9. Final Parcel Map No. 73554 for an industrial/office building project located at 301 Aerojet Avenue was approved and
the City Clerk and City Treasurer were authorized to endorse the certificates on the face of the map.
10. The Advanced Signal Pre-Emption Agreement with Union Pacific was approved and the City Manager was
authorized to execute the agreement on behalf of the City.
11. A three year Service Agreement with Spectrum Communications was approved and the City Manager was authorized
to execute the agreement on behalf of the City.
12. A Notice of Completion for CIP Project #42016-C, for the Ice Bear Thermal Storage System and associated HVAC
equipment at the Azusa Senior Center was approved and Staff was au thorized to file the Notice of Completion with
the Los Angeles County Clerk.
13. A Professional Services Agreement with MuniServices for revenue audit and consulting services was approved and
the City Manager was authorized to execute the agreement on behalf of the City.
14. Resolution No. 2017-C23 was adopted and entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, AUTHORIZING
SUBMITTAL OF AN APPLICATION TO THE LEAGUE OF CALIFORNIA CITIES FOR THE HELEN PUTNAM
AWARD FOR EXCELLENCE; AND THE EXECUTION OF ANY RELATED DOCUMENTS NECESSARY FOR
THE APPLICATION
15. Resolution No. 2017-C24 was adopted and entitled:
A RESOLUTION OF THE CITY OF AZUSA, CALIFORNIA, FINDING THAT PUBLIC INTEREST AND
CONVENIENCE REQUIRE THE SALE OF THAT CERTAIN REAL PROPERTY LOCATED AT 943 VERNON
AVENUE (APN 8605-015-907) AND SETTING A PUBLIC HEARING TO CONSIDER THE CONVEYANCE OF
THE PROPERTY
SPECIAL CALL
REQUEST TO APPROVE PROFESSIONAL SERVICES AGREEMENT WITH KOA CORPORATION FOR THE
CITY OF AZUSA TRAFFIC MANAGEMENT SYSTEM PROJECT – CIP PROJECT 66117C.
Director of Public Works/City Engineer Bobadilla responded to questions posed by the Council stating that potential
change orders are not typically included in the contract amount for these types of contracts t o allow for the flexibility to
amend the contract to include the change orders should they be needed; and KOA Corporation was the lowest bidder.
Moved by Councilmember Alvarez, seconded by Councilmember Gonzales, and carried by unanimous vote of the
Council to approve a Professional Services Agreement with KOA Corporation.
