PRELIMINARY BUSINESS 1. Call to Order 2. Roll Call 3. Flag Salute B. PUBLIC COMMENT – Limited to items listed on this Special Meeting Notice for City Council and Azusa Utility Board. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules, on items listed on this agenda only. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. RECESS THE AZUSA UTILITY BOARD 05/30/2017 2 C. DISCUSSION OF PARKING OPTIONS NEAR THE APU/CITRUS COLLEGE GOLD LINE STATION. RECOMMENDED ACTION: 1) Review and discuss parking options for the public streets near the APU/Citrus Gold Line Station and give direction to Staff. D. FISCAL YEAR 2017/18 CITY, AZUSA PUBLIC FINANCING AUTHORITY, AND SUCCESSOR AGENCY PRELIMINARY OPERATING AND CAPITAL IMPROVEMENT PLAN BUDGET REVIEW. RECOMMENDED ACTION: Staff will present the Preliminary Draft Fiscal Year 2017/18 Annual Operating and Capital Improvement Program Budgets and seek input from the City Council and members of the public on the expenditure requests prior to the budgets being finalized. RECONVENE THE AZUSA UTILITY BOARD AND RECESS THE CITY COUNCIL E. POSSIBLE REVISIONS TO WATER RULE 21 TITLED “WATER CONSERVATION”. RECOMMENDED ACTION: Staff recommends that the Utility Board approve one of the following actions: 1) Approve Resolution No. UB-06-2017A to amend Water Rule No. 21 to allow 3 days per week lawn/turf watering in Summer Months and 2 days lawn/turf watering in Winter Months, and make various other minor rule changes; OR 2) Approve Resolution No. UB-06-2017B to amend Water Rule No. 21 to restrict lawn/turf watering to 3 designated days per week in Summer Months and 2 designated days per week in Winter Months, and make various other minor rule changes; OR 3) Take no action to amend Water Rule 21 which would continue the current 2 designated days per week mandatory lawn/turf watering restrictions; OR 4) Develop and approve a Resolution to make changes to Water Rule 21 different than those in recommendations 1, 2 or 3 above. RECONVENE THE CITY COUNCIL F. CLOSED SESSION ITEM 1. CONFERENCE WITH LEGAL COUNSEL – SIGNIFICANT EXPOSURE TO LITIGATION - Pursuant to California Government Code, Section 54956.9(d)(2)/(e)(1). Notification three (3) working days prior to the meeting when special services are needed will assist staff in assuring that reasonable arrangements can be made to provide access to the meeting.
