BUTZLAFF, ICMA-CM, CITY MANAGER FROM: DANIEL BOBADILLA, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: MAY 30, 2017 SUBJECT: DISCUSSION OF PARKING OPTIONS NEAR THE APU/CITRUS COLLEGE GOLD LINE STATION SUMMARY: On May 2, 2016, the City Council approved parking restrictions and a preferential parking permit program for streets and public parking lots near the Downtown Azusa Gold Line Station. Residents near the APU/Citrus College Gold Line Station are requesting similar parking restrictions and a preferential parking permit program on public streets near the APU/Citrus College Gold Line Station. This report discusses available parking options for the public streets near the APU/Citrus College Gold Line Station. RECOMMENDATION: Staff recommends that the City Council take the following actions: 1) Review and discuss parking options for the public streets near the APU/Citrus Gold Line Station and give direction to Staff. DISCUSSION: On May 2, 2016, Staff made a presentation to the City Council on the parking impacts the Gold Line created on several streets and public parking lots near the Downtown Azusa Gold Line Station. At that meeting, the City Council approved time-restricted parking and a preferential parking permit program for several streets and public parking lots near the Downtown Azusa Gold Line Station. The preferential parking permit program allows residents living in the restricted areas to exceed the time limitations on residential streets. The program also allows employees of businesses within the restricted areas to exceed the time limitations on public parking lots. Over the last few months, Staff has received requests from residents near the APU/Citrus College Gold Line Station for a similar preferential parking permit program on public streets near the APU/Citrus College Gold Line Station. Residents indicate that Metro Gold Line patrons are utilizing public street parking and occupying potential guest parking spaces. APPROVED CITY COUNCIL 5/30/2017 Special Meeting Option 3 selected Discussion of Parking Options Near APU/Citrus College Gold Line Station May 30, 2017 Page 2 An analysis of the existing parking conditions, as well as a review of the parking requirements for the development was conducted to understand the overall parking situation. The area surrounding the APU/Citrus College Gold Line Station is comprised of numerous residential developments with private street networks. There are a total of 420 condominium home units within this area. Each condominium unit has a 2-car garage. In addition, there are a total of 225 parking spaces within the private development that are designated specifically for residents and their guests. The Rosedale Specific Plan calls for 0.3 guest spaces per unit, resulting in a minimum number of 126 guest parking spaces. Thus, the current number of parking spaces within the private developments exceeds the minimum guest parking requirements. In addition to examining the minimum parking requirements, Staff evaluated existing public street parking conditions and trends. The analysis was limited to the streets near the APU/Citrus College Gold Line Station where parking is available, including The Promenade, Rosedale Avenue, and Ninth Street (see Exhibit A). There are a total of 175 parking spaces on these streets. Staff found that the public street parking spaces are utilized by both residents and Gold Line patrons. Residents typically occupy the parking spaces overnight. As residents leave for work in the morning and parking spaces become available, the spaces are filled by Gold Line patrons. Upon the Gold Line patron’s return in the afternoon or evening, the parking spaces become available and are once again filled with residents. The public street parking spaces offer a good balance for both residents and Gold Line patrons. Gold Line patrons have the ability to park on public streets when the APU/Citrus College Station parking structure is at full capacity and residents can park on public streets when private street parking is full. Given the current parking conditions, Staff developed the following options for the City Council’s consideration: Option 1: Do not establish parking restrictions near the APU/Citrus College Gold Line Station. This option allows all motorists to park on public streets without restrictions. Residents are encouraged to use their garages for the intended purpose. Residents’ guests may park within the provided private street guest parking spaces and on public streets. This option also allows Metro Gold Line patrons the opportunity to park within the nearby public streets, promoting public mass transit. Option 2: Approve a resolution establishing parking restrictions on City streets near the APU/Citrus College Gold Line Station. Establish 3-hour parking restrictions, from 6:00 A.M. to 6:00 P.M. Monday through Friday, on public streets near the APU/Citrus College Gold Line Station. Parking restrictions may be imposed on one or a combination of public streets identified on Exhibit A, as directed by the City Council. This option would be imposed on all motorists but does not include a preferential parking permit program. A preferential parking permit program is not warranted as there are sufficient resident and guest parking spaces available on private property. Establishment of parking restrictions may be performed pursuant to California Vehicle Code, Section 22507. Under this code, cities may, by ordinance or resolution, prohibit or otherwise restrict the stopping, parking, or standing of vehicles on certain streets or highways, or portions thereof, during all or certain hours of the day. Discussion of Parking Options Near APU/Citrus College Gold Line Station May 30, 2017 Page 3 Option 3: Consider other alternatives as directed by the City Council. As directed by the City Council, Staff will explore other alternatives. Staff will prepare a report outlining the possible alternatives for Council’s consideration at a future meeting. Staff recommends Option 1 as the most effective measure to protect the interests of residents living in the vicinity of the APU/Citrus College Gold Line Station and Metro Gold Line patrons. FISCAL IMPACT: Option 1: There is no fiscal impact associated with this option. Option 2: The installation of parking restriction signs will cost approximately $4,000. There will be additional costs associated with enforcement. These costs are not known at this time. Option 3: The fiscal impact will be determined based on proposed alternatives.
