PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this aggenda or are listed on this qgggnda as an item other than a Public !rearing. item. Members of the audience will have the opportunity to address the city council/agency board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the council/agency board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The council/agency board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL Mayor Rocha: Request for Proclamation declaring April 2017 as "Donate Life Month" in the City of Azusa. 2. Director of Recreation and Family Services: Request for a Proclamation proclaiming April 20, 2017 as Arbor Day in the City of Azusa. D. SCHEDULED ITEMS 1. ORDINANCE AMENDING CHAPTER 30 AZUSA MUNICIPAL CODE AND ADOPTION OF THE 2017 EDITION OF THE OF THE LOS ANGELES COUNTY FIRE CODE. RECOMMENDED ACTION: Waive further reading, read by title only, introduce proposed Ordinance No. 2017-01 and set the public hearing for April 17, 2017. E. CONSENT CALENDAR The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. MINUTES OF THE REGULAR MEETING OF FEBRUARY 6 2017. RECOMMENDED ACTION: Approve minutes as written. 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED MARCH 2 2017 THROUGH MARCH 14, 2017 AND MARCH 15, 2017 THROUGH MARCH 29,201 7. RECOMMENDED ACTION: Adopt Resolution No. 2017-C20 and Resolution No. 2017-C21 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules Section 5.7.5 and applicable Memorandum of Understanding(s). 4. CONTRACT AGREEMENTS EXECUTED BY CITY MANAGER FOR NOVEMBER AND DECEMBER OF 2016. RECOMMENDED ACTION: Receive and file the list of agreements executed by the City Manager for the months of November and December of 2016. 4/3/2017 -3 - 5. APPROVAL OF FINAL PARCEL MAP NO. 73341 FOR THE AZUSA INTERMODAL TRANSIT CENTER. RECOMMENDED ACTION: Find that this project complies with the General Plan and is consistent with the approved tentative map and any amendments thereto; and Find that this project is in compliance with the provisions of the Subdivision Map Act; and Approve Final Parcel Map 73341; and Authorize the City Clerk and City Treasurer to endorse the certificates on the face of the map, which embodies the approval of Final Tract Map 73341. 6. APPROVE THE PLANS AND SPECIFICATIONS FOR A NEW TRAFFIC SIGNAL AT THE INTERSECTION OF FOOTHILL BOULEVARD AND DALTON AVENUE AND AUTHORIZE STAFF TO SOLICIT A NOTICE OF INVITING BIDS — CIP PROJECT 66117A&B. RECOMMENDED ACTION: Approve the project plans and specifications; and Authorize Staff to solicit a Notice of Inviting Bids for a new traffic signal at the intersection of Foothill Boulevard and Dalton Avenue. 7. AUTHORIZATION TO ENTER INTO A MASTER AGREEMENT, PROGRAM SUPPLEMENT AGREEMENT, FUND EXCHANGE AGREEMENT, _ANWOR FUND TRANSFER AGREEMENT WITH CALTRANS FOR THE ARROW HIGHWAY RAISED MEDIAN ISLANDS PROJECT NO. HSIPL-5112(019). RECOMMENDED ACTION: Approve Resolution No. 2017-C22 and Authorize the City Manager to enter into a Master Agreement, Program Supplement Agreement, Fund Exchange Agreement, and/or Fund Transfer Agreement with Caltrans for the receipt of federal and/or state highway funds for the Arrow Highway Raised Median Islands Project No. HSIPL-5112(019). 8. REQUEST TO APPROVE PROFESSIONAL SERVICES AGREEMENT WITH KOA CORPORATION FOR THE CITY OF AZUSA TRAFFIC MANAGEMENT SYSTEM PROJECT — CIP PROJECT 66117C. RECOMMENDED ACTION: Approve a Professional Services Agreement with KOA Corporation for a not to exceed fee of $624,911.00 to provide professional engineering services for the Traffic Management System Project; and Authorize the City Manager to execute the agreement, in a form acceptable to the City Attorney, on behalf of the City. 9, APPROVAL OF FINAL PARCEL MAP NO. 73554 FOR AN INDUSTRIAL/OFFICE BUILDING PROJECT LOCATED AT 301 AEROJET AVENUE. RECOMMENDED ACTION: Find that this project complies with the General Plan and is consistent with the approved tentative parcel map and any amendments thereto; and Find that this project is in compliance with the provisions of the Subdivision Map Act; and Approve Final Parcel Map 73554; and Authorize the City Clerk and City Treasurer to endorse the certificates on the face of the map, which embodies the approval of Final Parcel Map 73554. 4/3/2017 - 4 - 10. AUTHORIZATION TO ENTER INTO AN ADVANCED SIGNAL PRE-EMPTION AGREEMENT WITH UNION PACIFIC FOR IMPROVEMENTS AT THE TODD AVENUE RAIL CROSSING. RECOMMENDED ACTION: Approve the Advanced Signal Pre-Emption Agreement between the City of Azusa and Union Pacific; and Authorize the City Manager to execute the Advanced Signal Pre-Emption Agreement, subject to any non - substantive changes by the City Attorney, on behalf of the City. 11. REQUEST TO APPROVE A THREE YEAR AGREEMENT FOR FIBER INTERNET SERVICES WITH SPECTRUM COMMUNICATIONS. RECOMMENDED ACTION: Waive the competitive bidding process as authorized under Azusa Municipal Code § 2-520 (b) sole sources purchased due to proprietary equipment; and Approve a three year Service Agreement with Spectrum Communications; and Authorize the City Manager to execute the Service Agreement, in a form acceptable to the City Attorney, on behalf of the City. 12. NOTICE OF COMPLETION, FOR CIP PROJECT #42016-C HVAC PROJECT AT THE AZUSA SENIOR CENTER. RECOMMENDED ACTION: Approve the Notice of Completion for the new Ice Bear Thermal Storage System and associated HVAC equipment; and Authorize Staff to file the Notice of Completion with the Los Angeles County Clerk. 13. REQUEST TO APPROVE PROFESSIONAL SERVICES AGREEMENT WITH MUNISERVICES FOR REVENUE AUDIT AND CONSULTING SERVICES. RECOMMENDED ACTION: Approve a Professional Services Agreement with MuniServices for Revenue Audit and Consulting Services; and Authorize the City Manager to execute the agreement, in a form acceptable to the City Attorney, on behalf of the City. 14. ADOPT RESOULTION AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE LEAGUE OF CALIFORNIA CITIES FOR THE HELEN PUTNAM AWARD FOR EXCELLENCE. RECOMMENDED ACTION: Adopt Resolution No. 2017-C23 authorizing the submittal of an application to the League of California Cities for the Helen Putnam Award for Excellence; and Authorize the City Manager or designee, to execute all documents that may be necessary to facilitate the application award. 4/3/2017 - 5 - 15. ADOPT RESOLUTION FINDING THAT THE PUBLIC INTEREST AND CONVENIENCE REQUIRE THE SALE OF CERTAIN CITY PROPERTY AND SETTING A PUBLIC HEARING TO CONSIDER THE CONVEYANCE OF THE PROPERTY. RECOMMENDED ACTION: Adopt, by majority vote, that certain Resolution No. 2017-C24 entitled "A Resolution of the City Council of the City of Azusa Finding that the Public Interest and Convenience Require the Sale of Certain Real Property and Declaring its Intent to Sell Such Property" for the property located at 943 Vernon Avenue in the City and Setting a Public Hearing for April 17, 2017 to Consider the Conveyance of the Property. F. SUCCESSOR AGENCY RELATED BUSINESS. L RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY DATED MARCH 2. 2017 THROUGH MARCH 14. 2017 AND MARCH 15. 2017 THROUGH MARCH 29,2017. RECOMMENDED ACTION: Adopt Resolution No. 2017-R04 and Resolution No. 2017-R05 allowing certain claims and demands to be paid out of Successor Agency Funds. G. ADJOURNMENT.
